JAMMU, Feb 4: Former minister and senior Congress leader Dr Manohar Lal Sharma today said that reduction of 10 % in the RBA quota was unacceptable.
The Congress leader who was on two- day tour of backward area of Billawar constituency including Lahri, Daliyan, Khoug, Dharlata, Tumbu, met various delegations who strongly lodged protest against the Govt decision of reducing reservation quota of RBA people. The people from Rajwalta, Aglidhar, Najote, Baggan, Joothana also people showed their resentment and deep anguish against the order passed by LG Administration.
Listening to them, Manohar said more than 20% population of UT is residing in backward far flung areas and don’t have easy access to education and other facilities. Seeing this, the previous Government has given 20% reservation to people residing in far flung backward areas to bring them at par with people residing in urban areas. Sharma said majority of the areas of Kathua district comprises of backward area and Government should have seen this thing before taking such decision.
DCC chief welcomed 4% reservations for Paharis but insisted that people residing in Bani, Basohli and part of Billawar, Ramnagar, Chennani and Reasi belt should also be considered as Paharis.
Manohar further said that after abrogation of article 370 and conversion of J&K into UT, Central laws are applicable and seeing that OBC’s should get 27 % reservation. He alleged that people from OBC and RBA sections are feeling cheated.
Former MLA said that as per the notification by LG Administration total reservation is coming up around 56 % which is unconstitutional. He said in many judgements of Supreme Court in number of cases where it was told that reservation shouldn’t be above 50 %, whereas J&K Govt has notified 56 %. He also claimed that 10 % reservation to EWS was mere eye wash. He said on one side Govt. notifies 10 % reservation to EWS but on the other genuine people who apply for EWS certificates are not been issued the same.
