RDD favours several blue-eyed officers at cost of newly created CD blocks

JAMMU, Oct 29: Shocking it may sound but it is a fact that comfort of blue-eyed officers is dearer to the Government than those administrative units, which were created recently that too on the persistent demand of the common masses. On one side, the Government is boasting of this decision and on the other side it is creating obstacles in the smooth functioning of these administrative units.
This can be gauged from the Government Order No.296-RD & PR dated October 21, 2014 issued by Shafaat Noor Barlas, Secretary to Government, Rural Development Department.
All the 16 Incharge Statistical Officers, who have been transferred vide this order, were earlier posted in the newly created Community Development Blocks in different parts of the State but instead of ensuring their joining at their respective Community Development Blocks, the Rural Development Department has got these ‘blue-eyed’ officers transferred once again and this time at most comfortable places.
The Director General, Economics and Statistics vide Order No.334-DES dated August 28, 2014 ordered placement of large number of Statistical Assistants as Incharge Statistical Officers and subsequently placed their services at the disposal of Department of Rural Development and Panchayati Raj for posting in the recently created Community Development Blocks.
It was clearly mentioned in the order that these officials shall be posted immediately and they shall neither be attached nor kept waiting for posting in any manner. Moreover, the Director General Economics and Statistics R A Banday categorically stated that in case it is considered necessary to modify a posting order under some compelling circumstances, it should be done only after consultation with him for being the appointing authority for posting.
The Department of Rural Development vide Order No.263 dated August 29, 2014 ordered posting of 162 Incharge Statistical Officers (Planning) against newly created Community Development Blocks that too with immediate effect.
However, 16 Incharge Statistical Officers did not join their respective place of posting and kept on exerting pressure for posting at nearer places and now vide Order No.296 dated October 21, 2014, the Rural Development Department has brought these 16 blue-eyed Incharge Statistical Officers to comfortable places at the cost of functioning of newly created Community Development Blocks.
“The Statistical Officers (Planning) have an important role to play particularly in the newly created CD blocks but by getting these 16 officers shifted to the comfortable places the Rural Development Department has strangulated 16 CD blocks that too soon after their creation”, sources said. The Rural Development Department didn’t even bother to make deployment for those posts which have been rendered vacant in order to appease these 16 officers, they added.
Farooq Ahmad Dar, who was under orders of posting in Nutnusa, a remote area of Kupwara district vide order dated 29-8-2014, has now been posted in Ratsuna area of Budgam district while no officer has been posted to Nutnusa. Similarly, Manzoor Qadir, who was earlier posted in Ratsuna, has now been retained in Chief Minister’s Grievance Cell.
Ghulam Rasool Shah, who was under orders of posting in Block Qadirabad in Kupwara district has now been retained in Government Medical College, Srinagar thereby rendering the post of Qadirabad vacant. Ashok Kumar, who was under orders of posting in Sodh Kargil, has been retained in Public Works Department, Civil Secretariat.
Sanjay Kumar, who had to join in Bimbat Drass as per the earlier order, has now been posted in Purmandal by keeping the post of Bimbat vacant. Rashi Gupta, who was earlier posted in Jigbagli Reasi has now been attached with Directorate of Rural Development Jammu. Mohd Yousaf Tak, who was earlier posted in Ganastan Bandipora has been posted in Dachnipora Anantnag, which is also his home district.
Sanjeev Singh, who had to join at Sangay Lalak Leh has now been attached with Directorate of Rural Development Jammu. Similarly, Parvez Ahmed Shehri, who was under orders of posting to Tujjar Sharief, has been retained in Animal and Sheep Husbandry Department. Preeti Rajput, who had to join at Parly Dhar Udhampur, has been attached with Directorate of Rural Development Jammu. Abdul Rahim Rather, who was earlier posted in Magam, Kupwara has now been posted in Chrar-i-Sharief Budgam, which is also his home district.
By way of the latest order, the Rural Development Department has made it clear that comfort of blue-eyed officers is dearer to it than making newly created Community Development Blocks functional, sources said, adding “the retention and attachment of these officers is also unjustified as their promotion was ordered only for making the newly created administrative units functional”.
