Rajnath to review security, border situation in Jammu, Kathua on Dec 11

JAMMU, Dec 7: Union Home Minister Rajnath Singh is visiting Jammu and Kathua on December 11 for reviewing security situation in the State including the borders and paying tributes to martyrs even as the Home Ministry today handed over November 29 terror attack case of Nagrota to the National Investigating Agency (NIA), which has registered First Information Report (FIR) in the case at New Delhi itself and would be deputing a team to Nagrota tomorrow to take over the investigations.
The NIA has designated Rakesh Sharma, SSP as the Investigating Officer of Nagrota terror attack and registered Regular Case No. 16/2016/NIA/DLI for investigations at New Delhi. The NIA team led by Sharma will reach Nagrota tomorrow.
Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh will accompany Rajnath Singh on his one-day visit to Jammu from New Delhi.
Official sources told the Excelsior that Rajnath Singh will reach Jammu in the morning and will have brief review of security scenario in Jammu and Kashmir with top security officials at the Airport itself. Top brass of Central Armed Police Forces (CAPFs), Jammu and Kashmir Police (JKP), civil administration and Intelligence agencies would brief the Home Ministers on situation prevailing in the State including the borders and recent twin terror attacks at Nagrota.
The officers will brief the Home Minister as no formal security review meeting has been scheduled.
This is Rajnath Singh’s first visit to the State after October 4 when he had visited Ladakh, which was given a miss by 38-member All Party Delegation (APD) to the State on September 4 and 5 to interact with the people on Kashmir unrest. Rajnath had headed the APD, which had visited Kashmir and Jammu only inviting protests from the people of Leh for neglect of the region. Later, Rajnath had visited Leh and Kargil during his two-day visit to hilly region on October 4 and 5.
Sources said Rajnath, accompanied by Jitendra Singh, would reach Kathua in the afternoon, where he would pay tributes to the martyrs and address the gathering before returning to New Delhi late in the afternoon.
Meanwhile, the Union Home Ministry today formally handed over investigations of November 29 Nagrota terror attack to the NIA. After getting the MHA nod, the NIA today registered Regular Case (RC) No. 16/2016/NIA/DLI for offences under Sections 120-B, 121, 307 of the Ranbir Panel Code and Sections 7 and 27 of Arms Act, 1958 at New Delhi.
The NIA has designated Rakesh Sharma, SSP as Investigating Officer of the attack. The NIA team will be reaching Nagrota tomorrow to take over investigations of the case.
The Jammu Police, which had registered FIR in Nagrota terror attack on November 29 will handover investigations of the case including the case diary, other available material like arms, ammunition and explosives seized from the militants to the NIA team, which will conduct investigations and challan the case in the designated NIA court.
The CID (Counter Intelligence) wing SSP Tejinder Singh is also conducting separate investigations into Nagrota and Ramgarh (Samba) terror attacks, both of which had occurred on November 29. This inquiry will go on as it would pinpoint lapses, if any, in movement of the militants and other aspects of the terror attack that would help police to plug the gaps and ensure that such type of attacks didn’t occur in future.
Seven Army soldiers including two Majors and three terrorists were killed in Nagrota terror attack while all three militants, who had infiltrated into the Indian territory from Chamliyal in Ramgarh sector of Samba district the same day using tunnel were gunned down by the alert jawans of BSF within hours of their intrusion.
Union Home Secretary Rajiv Mehrishi at a press conference in New Delhi announced handover of the Nagrota terror attack case to the NIA. However, there was no word on Ramgarh terror attack in which FIR has been registered with Ramgarh police station of Samba district.
