This is to draw the attention of the Lieutenant Governer of UT of JK that Central Government employees are getting medical allowances@ 1000 per month for last 20 years but JK UT employees/pensioners are getting 300 per month.This disparity is a glaring eyesore to the employees. It may not be out of place to mention that JK UT employees are getting Children Education Allowance and Transport allowance at par with Central Government rules.It is high time to enhance Medical Allowances to 1000 per month equalising with Central Government employees.

Lack of basic amenities in Rajinder Nagar Phase 1
A residential colony at Rajinder Nagar Phase-1 was created by Jammu Development Authority in the year 1992 comprising of 287 residential plots. The plots were issued by way of draw of lots to the successful applicants. When this colony was advertised, there were sites reserved for parks, Govt dispensary/health center, shopping complex, school, police post and other necessary infrastructure. But the irony is that the JDA has not spent even a single penny on the development of this colony afer a time span of more than 30 years.
This residential colony is developed on a seasonal nallah/khad situated in the semi-foothills and is like a small valley. The surrounding slopes are natural catchment areas of this khad-now a so called residential colony. During rains, the whole area is submerged by the floor waters posing serious threat to the built up houses. The roads, lanes and by-lanes have been damaged and washed away by seasonal floods. One can seldom discover the drains of the colony as they are completely choked with the silt/debris and have become extinct by the vegetation cover as no maintenance of the colony has been carried out since the last 30 years. Drainage network designed and executed by JDA is insufficient to channelize such an exceptional flood runoff. The idea of developing a colony on seasonal nallah/khad is baseless and sheer nonsense. As such, the thinking tank behind such an idea can be considered to have no clue of the seasonal floods to be envisaged by the inhabitants of the colony after the allotment of their plots.
The situation further worsens when one finds that the inhabitants have no proper access to the electricity as the colony is still deprived of the proper power distribution network. It makes the thinking of street lights a distant dream. Even after being the genuine and honest bill payers of the Electricity Department, the residents have got the extended power supply from the tail of the nearby Laxmipuram/Chinore area and that too at their own expenses. The residents have been forced by the administration to survive on third rated power supply comprising of extremely low voltage and frequent severe fluctuations which damage almost every household appliance every year and has slaughtered the online education of the students of the society, thereby, seriously affecting the mental health of the children.
The area now comes under the purview of Jammu Municipal Corporation but no sweeper or garbage collection vehicle has been provided to this area. This JDA colony is now heading towards becoming a dump yard for dead animals, construction waste, household waste etc.
In view of this, immediate attention of the concerned authorities is required to avert any mishap arising out of the adverse situation. No Govt agency is paying any attention to the hue and cry of the residents of this colony. A generation of the allottees has already passed away with the hope of better living despite being no fault of theirs. The administration should be wake up to this reality !

Flooding in Ward No. 6 Bari Brahmana
This is to draw the kind attention of concerned authorities towards the negligent attitude of Municipal Committee Bari Brahmana towards maintenance of a small canal in Ward No 6.
This canal which flows from nearby village Bassi Kalan passes through the Dogra College Road all the way to Ward No 6. The canal is properly cleaned and it has well constructed pulleys at appropriate height for smooth flow of water except for one 40m stretch from the Nursery near Uday farms to Gupta Sanitary fittings. This particular stretch is specifically neglected year after after when it comes to cleaning and clearing the canal of debris or repairing of the canal. The result is accumulation of debris in the canal and overgrown weeds near it thereby blocking the canal. Various attempts have been made time and again to inform the elected members of this ward but it is of no use. Every year, we have on our own expenses, cleaned out this stretch. We even constructed our own protection wall near the canal to avoid overflowing water to spoil our fields and the nursery. This year, again due to the apathy of the concerned people, the canal was completely blocked which resulted in flooding of House No 71 and 72 in Ward No 6 on the morning of 1st August. As a result of this, huge amount of debris and plastic bags was scattered all around the nursery, the two houses and the fields behind the houses. With the ongoing pandemic and rainy season, heart patients and children in these houses makes everyone susceptible to infections, how can there be this kind of negligence or exclusive treatment. Why, year after year, we have to hire our own JCB and labourers to clean the canal that lies in front of these two houses only. Why only we have to reconstruct the protection wall everytime the canal floods. Why is the pulley not constructed at an appropriate height so as to not obstruct the flow of water in the canal. Who is responsible for the losses incurred by the nursery owner whose daily earning depends only on the good plants he grows that get ruined completely by the grey water of the canal.
I , therefore, request the authorities to look into the matter and take immediate steps as it is rainy season and the canal is blocked and will flood again if it even drizzles.

Adjust mathematics lecturers
The Department of School Education has issued promotion list of masters to I/C lecturers, in the recent past, and the promotees had been asked to submit various documents for verification, in order to make way for their placement and adjustment, so that the students are benefitted. It is worthwhile to mention that almost six months have elapsed after promotion orders for masters to incharge lecturers in the subject of Mathematics was issued, the documents were verified and deadlines were exhausted but all these lecturers have not been adjusted in Higher Secondary Schools till date. One fails to understand what hurdles do our bureaucrats face in the present age of e-governance, only a few blue eyed lecturers have been adjusted in some Higher secondary schools. The students are in waiting, the institutions having vacant positions are in the waiting and the lecturers continue to visit the Directorate of school education, only to return empty handed and to plan for the next visit. Will the concerned authorities take initiative to dispose of the hurdles, adjust the lecturers and allow the students to seek education from these new incumbents.

Open Mubarak Mandi Gates
We, the residents of the heritage Mohalla Pacci Dhaki, adjacent to Mubarak Mandi Heritage complex do appreciate that Mubarak Mandi Heritage complex should be renovated and brought back to its past glory. It can be achieved successfully only after the local community members are treated to be partners or stakeholders. Thus far, local residents always extended their support and cooperation to Mubarak Mandi Jammu Heritage Society in carrying out hassle-free renovation work but the recent decision of authorities to close both the gates ( Pictures enclosed , from Panjtirthi side as well as post office side of heritage complex) has subjected local residents to umpteen hardships and inconvenience.
The people have virtually been caged in their locality and they felt landlocked and prisoners with no means of transportation particularly in case of health exigency/emergency as they cannot ferry patients to nearby hospitals. Moreover, it will also affect schooling of our wards, day-to-day activities/social life etc.
The illogical decision has been taken without consulting or taking local stakeholders into confidence. It is beyond anyone’s comprehension as what prompted authorities to block the century-old thoroughfare amid Covid-19 pandemic. There is widespread perception that officers at the helm of affairs restricted the entry of people to hide their failure and divert attention from the real issue of substandard and shoddy quality work being executed at the complex.
In this connection we made a peaceful representation for parking of vehicles / passage to Div Com (Sh. Sanjeev Verma) on 31/7/2019 and he directed the Mubarak Mandi Heritage Jammu Society (MMJHS) to provide parking as well as passage to the residents of Heritage Pacci Dhaki locality.
Last year on 17-12-2019 a deputation met Union Minister Prahlad Singh Patel when he visited Mubarik Mandi Heritage complex. He also instructed the authorities to look into the genuine demand regarding parking of vehicles and passage. He assured the residents that no inconvenience or risk to their lives will be caused.
After Union Tourism Minister’s visited Mubarak Mandi Jammu Heritage Society (MMJHS) resolved the problem by providing two parking slots. These parking slots would serve no purpose if gates remain closed as we will not be able to move our vehicles.
The local business in the area is affected by these unplanned actions and decisions of the administration.
We request the authorities to have a lenient view and sympathetically consider our plea for early solution to this emergent situation.

Repair and black topping of Greater Kailash lane
The attention of the concerned authorities is drawn towards the dilapidated condition of Lane 57 which is a site of broken patches and pot holes various places.
Since the repair work and black topping of the same has not been done for last many years, the habitants are facing problems. The lane is so zigzag that it is not possible to move in night, besides it is now extended and more than 20 families are waiting for pacca road. The drain along the street is in bad condition as the slope of drain is not sufficient slush is seen in the drain which may cause diseaes to inhabitants.
From last one year mostly all lanes have been blacktopped in colony, but unfortunately Lane 57 is still waiting for repair as well as black topping.
Keeping in view the fact mentioned the authorities are requested to look into it and take appropriate action to readdress the problem being faced by inhabitants from so many years.
