PSC confirms promotions of 25 PM Package AEs

JAMMU, Mar 15: In a historic decision taken for the first time, the Jammu Kashmir Government has regularised the services of 25 Assistant Engineers (Mechanical) in Public Works (R&B) Department appointed under Prime Minister’s Special Employment Package in pay scale of Rs 8000-275-12950(pre -revised).
The regularization orders were issued by Principal Secretary to Government Public Works Department, (PWD), Shailendra Kumar here today after recommendations of J&K Public Service Commission (PSC) of J&K UT/ Departmental Promotion Committee (DPC).
The decision has been widely welcomed as this is for the first time that regularisation of the Engineers has taken place at a quick speed in J&K. Earlier, it has been a practice that most of the Engineers though holding the posts of Chief Engineers and Superintending Engineers in various Engineering wings of the J&K Government were not regularised on the posts held by them till their retirement and they were only getting Charge Allowance.
Sources said there are even cases of many retired Senior Engineers working in different Engineering wings who retired as Assistant Executive Engineers (AEEs), Executive Engineers or on higher posts have not been regularised on the same posts held by them and they were getting their pension on the basis of subordinate posts as their promotions were not confirmed by PSC. Some of them even died hoping against hope of getting confirmed to higher posts on which they retired but their desire was not fulfilled in their life time, sources said.
Sources said, however, the LG administration took a prompt and quick decision and got the posts regularised through PSC / DPC in a record period of time, the process which earlier used to take years together.
Sources said not to talk of regularization the promotion of PM package employees was earlier put in backburner on the ground that the posts they were holding were supernumerary but even there was no provision of their regularisation against higher posts. This has led to dejection and resentment among the package employees. But soon after the issue was taken up with Lt Governor, Manoj Sinha by the various organizations of Kashmiri Pandits as well as delegations of the package employees, he did not lose any time in getting the issue solved and orders for the promotion of the package employees were issued by various departments, sources said.
Sources said the full credit goes to Lt Governor as well as the Principal Secretary R&B in getting these employees regularised in a record time.
PM package Engineers working in Mechanical Wing of R&B Department who have been regularised included Hardeep Singh, Sachin Bhat, Sameer Koul, Tanpreet Singh, Sandeep Pal Singh, Ashwani Kohli, Daljeet Singh, Sajan Kumar, Rohit Pandita, Amit Raina, Sandeep Vaishnavi, Nitesh Bhat, Sanjay Pandita, Ashu Bhatt, Tejinder Singh, Amit Tickoo, Proful Kumar Bhat, Sumit Razdan, Pankaj Koul, Amanpreet Singh, Parmeet Singh, Bupinder Singh, Vinod Kumar Tickoo, Rinku Kumar Koul and Sandeep Koul.
