Provide funds for Ladakh languishing projects

Why has Jammu and Kashmir Infrastructure Development Finance Corporation (JKIDFC) dropped as many as 187 projects of Leh and Kargil from being considered under the category of Languishing Projects to fall eligible to attract funding in order to have work kick-started on them,is precisely not known. This decision having been conveyed to the UT of Ladakhhas now to arrange a whopping amount of Rs.756 crore for completion of a wide range of such languishing projects. The JKIDFC was constituted in 2018 to complete a huge train of 8000 languishing projects including those in Leh and Kargil but now after the bifurcation of the erstwhile State into two UTs, Leh and Kargil being in another UT, the funds have been denied to them.
A piquant situation has thus arisen since there is no such provision as of constituting of a funds providing arrangement as the JKIDFC, Ladakh shall have to mop up its own resources to get the work on the ailing projects completed. Since the scope of indigenous revenues of Ladakh are too meagre to arrange a massive funding, the alternative left is to have the Central Government step in to finance these projects either in one go or in piece meals as the amount involved is nearly Rs.800 crores. It may be recalled that the languishing projects include some vital ones like water supply schemes, roads connectivity, education, flood control and other utility oriented ones.
