Prohibitory orders in Leh, internet speed reduced ahead of Border March

LAB says ‘Pashmina March’ stands as of now

JAMMU, Apr 5: With a view to thwart `Border Chalo (Pashmina) March’ by the Leh Apex Body (LAB) in support of their demands for Statehood and Sixth Schedule status to Ladakh, the district administration of Leh today imposed prohibitory orders under Section 144 prohibiting procession/rally/march etc without prior approval of the District Magistrate while police authorities ordered reduction of interned speed/mobile data to 2G within 10 kilometers of Leh City.

However, LAB leader Chering Dorjay Lakruk announced that they will go ahead with the proposed march on April 7.

An order issued today by District Magistrate Leh Santosh Sukhadeve said the SSP Leh has reported that there are reliable inputs of apprehension of breach of peace and public tranquility in the district. In view of this, he ordered imposition of Section 144 of CrPC and directed that no procession/rally/march etc shall be taken out by anyone without his prior approval.
“No one shall use the vehicles mounted or other loudspeakers without prior approval from the competent authority. No public gathering without prior approval of the competent authority shall be allowed. No one shall make any statements, which had potential to disturb the communal harmony, public tranquility and which may lead to law and order problem in the district. All persons shall ensure that they follow the Model Code of Conduct and that all the activities are according to the law,” the order issued by the District Magistrate said.
A separate order issued by the Head of Police UT Ladakh Dr Shiv Darshan Singh ordered scaling down the internet speed/mobile data services of 3G, 4G, 5G and public Wi-Fi facilities 5G to 2G in Leh City within the 10 kilometers radius in Leh City from 6 PM on April 6 to 6 PM on April 7.
The order said in view of emergent security scenario in Ladakh and inputs received from SP Leh and Intelligence agencies, there is every apprehension of possible misuse of mobile data (2G, 3G, 4G, 5G and public Wi-Fi facilities of 5G) services by anti-social elements and miscreants to incite/provoke general public through means of Social Media posts which may flare up law and order situation in Ladakh especially in Leh district.
Yet another order issued by the DM Leh prohibited the individuals in Leh district from posting/sharing such messages that have the potential to disturb the communal harmony/peace/tranquility which may lead to law and order situation in the district.
“It shall be the responsibility of the Admins of WhatsApp Groups/Social Media platforms to monitor and filter such content immediately,” the order read.
Meanwhile, climate activist Sonam Wangchuk while condemning the administration division for imposing prohibitory orders in Leh described it as “overreaction”.
LAB leader Chering Dorjay Lakruk told the Excelsior on telephone from Leh that as of now the LAB plans to go ahead with its `Pashmina (Border) March’ from Leh to Changthang on the China border on April 7 in support of their demands for Statehood and Sixth Schedule status to Ladakh and highlight the problems of farmers living near the Line of Actual Control (LAC) with Ladakh.
“Let us see what happens on April 7,” Lakruk said.
