Private schools hold summit, express concern over hostile policies of Govt

JAMMU, Sept 13:  To discuss  the hostile  policies and  number of challenges posed  by the State Government  to discourage the marginal profit earning private schools, a general body  summit was organized  by the central executive body of J&K Private Schools Association,  here today.
The summit was organized  under the chairman ship of Prof J L Kotwal, chairman of the Association while  school heads/owners of more than 200 institutions,  including G  N  Var,  president Joint Committee of Private Schools of Kashmir,  took part in the deliberations.
The  members discussed teething problems threadbare and expressed serious concern over alleged manipulation of School Regulatory Act 2002, imposition of SRO 123 on Private schools only,  imposition of commercial laws differing from town to town on Private schools, imposition of Labour laws on Private schools, hurdles and increase in number of formalities for private schools in obtaining recognition/ affiliation to the schools functioning since decades.
The speakers said that the Government was extending no support and  encouragement to `Budget Private Schools’ in expansion and  creation of modern facilities in terms of inspection fee, teacher training courses whereas un-necessary interference of the State was increasing day by day  in fixing the fee of Private schools.
The representative of Private Schools Association are not taken on the board while formulating new rules for the schools even as  financial and educational difficulties of these schools are known to us only, they added and explained that the  Government has not declared Education sector as priority.
The Association members also alleged that inexperienced Government officials at the helm of affairs  were promoting and helping actively in mushrooming commercial private schools by manipulating all SROs and  laws for their ulterior motives by targeting and harassing genuine marginal  proprietors /sponsors who are serving in the field since decades.
The members of central executive body resolved to meet the  Chief Minister and  Deputy Chief Minister for apprising them about their grievances and demands.  It was also  resolved that all schools, whether Government /CBSE /ICSE should be brought under the ambit of new formalities pointed out for the recognition / affiliation privately run schools.
The Association warned that if the Government does not mend its attitude towards the private schools, mass rallies followed by token strike shall be resorted to.
