Police modernization is an on-going process. Modernization does not mean only providing modern weapons and equipment but also means upgraded training to meet the requirements of modern exigencies. Police force is the front line force that is expected to take on the terrorists in the first place. As such, it is quite natural that the police force should be trained adequately to be able to stand before the terrorists and at the same time they should be equipped with arms that can match the arms of the terrorists.
Our State has been infested with militancy for last two and half decades. Our police force had taken the challenge and fought them. They have made great sacrifices which the country cannot forget. But it is the responsibility of our policy planners that funds should be provided frugally to the State for modernizing the police to the extent that they are able to deliver the goods. The Home Ministry has released 44 crore rupees under non-plan head to our State for modernization of police force for the financial year 2014-15. It is a very good decision. But at the same time, we would urge the central authorities not to adopt rigid attitude in regard to release of withheld grants for the reason that utilization certificate for previous years has not been forwarded to the Home Ministry. We agree that it should have been sent at proper time and save embarrassment to itself and to the Home Ministry. If it is under preparation that should be conveyed to the MHA and that will solve the problem.
Our State has to fight a long battle against militancy and disruptive forces. Huge responsibility devolves on the shoulders of the police force. It is the duty of the State to provide all necessary equipment and facility to the police force whether it is in terms of training or equipment or family related facilities or admission and education of their children.
