I have to invite your kind attention with reference to news item published in this paper on Mar 6th under heading, “Passing out Parade of Excise Sub-Inspectors held”. It is praiseworthy that Commissioner Secretary Finance Department has announced a series of actions to be taken for upgradation of training facilities of sub-inspectors of Excise Department and also announced cash rewards to outstanding cadets. This capacity building exercise will improve the working conditions and knowledge level of newly recruited sub-inspectors. I would like to request the Commissioner Secretary to arrange similar training facilities for the newly appointed Sub-Inspectors of Commercial Taxes Department also. I can say this out of my experience that the job of sub inspectors of Commercial Taxes is much more complicated and rule specific. So these new recruits need urgent training for at least two month on VAT, Sale Tax, surcharge, security, panelty and other taxes etc, this training can be arranged at Jammu and Srinagar Head offices. So no newly appointed S. I. should be given independent posting without training in future. The second most important point is the removal of pay anomaly of sub-inspectors to bring them at par with sub-inspectors of Police Department, because they also work for twenty four hours without any Sunday and Gazetted Holiday. The benefit of grant of two and half day additional salary be also granted to them and uniform allowance be also provided to them, besides residential barrack type accommodation be provided on field check posts with proper security cover. I hope the Commissioner Secretary Finance Deptt, would be kind enough to consider these long pending demands of cadre to infuse new life and renewed sense of duty in the Department in favour of basic grossroot tax collecting employees of Finance Department.
