PhD holders criticize PSC for rejecting their candidature

JAMMU, Jan 10: Lashing out at Jammu Kashmir Public Service Commission for rejecting their candidature for the interviews of Assistant Professor in Higher Education Department, the Ph D holders, who have been awarded degrees prior to June 2009, have appealed the Governor  for his intervention to save their career.
Talking to media persons, here today, the aggrieved candidates alleged that the  PSC and Higher Education Department had joined hands to disengage the Ph D degree holders despite  no fault of their  as they were awarded degrees before 2009 while the  UGC regulation came after that.
“How a candidate, who did his Ph D before implementation of the particular regulations, can fulfill the same”? they asked and added that the UGC regulation was just an excuse to debar hundreds of candidates from  appearing in the interview as another regulation prescribed for the mode and method of selection by the PSC has not been adopted. “The composition of selection committee has been prescribed and detail on mode of selection has also been given in the UGC guidelines but the same are not being adopted since it will curtail powers of the JKPSC,” they explained.
The aggrieved candidates also raised a question mark on SRO-124, which, they alleged, is surrounded with lot of confusion. “Had the same process been completed   timely with the rules prevailing at the time of advertisement, there would have been no controversy,” they added.
These rejected candidates also criticized Jammu University for adding to the confusion, instead of guiding the PSC as well as Higher Education Department over the issue.   The JU first issued MSP certificates in an ambiguous manner and then withdrew the same thus creating more confusion, which resulted into rejection of some candidates for the interview, they added.
Urging the Governor to personally intervene into the matter, the aggrieved candidates demanded immediate cancellation of the interviews till there is clarity over the UGC guidelines. Further, they added, other States are also awaiting the report of Nigvekar Committee, constituted by MHRD in this regard, which is likely to be submitted in next few days following which clarity on UGC guidelines is expected.
