PG Teachers Association demands streamlining system of regularization

JAMMU, Dec 30: A meeting of J&K Post Graduate Teachers Association was held here today under the chairmanship of Rajinder Kumar Sharma, general secretary of the Association for discussing the issues like filling up of vacant posts of teachers and process of regularization.
The Association urged that all the vacant posts of Masters and Lecturers be filled through DPCs in one go and also sanction the posts of teaching staff in newly upgraded High and Higher Secondary Schools and fill these posts through DPC too, so that the students of these institutions may get the teaching staff in the coming academic session.
Naresh Kumar, president of the Association, while addressing the meeting, stressed upon the authorities to streamline the system of regularization of Incharge lecturers in the School Education Department, which is at the mercy of one time exemptions through Cabinet decision since decades. He said that the Association was in favour of early regularization of incharge Lecturers through set norms by referring their cases to PSC but not through routine one time exemptions for the fourth time.
Further, he added, the regularization should be done every year through norms against year wise vacancies, so that the incharge Lecturers may not wait for year and years for their regularization in future.
Addressing the meeting, S Paramjeet Singh, executive member of the Association, stressed the need to constitute screening committee to stream line School Education Department and added that the screening committee should go through the norms and Court Judgments before embarking upon the process of promotions and regularizations.
He stressed that the screening committee needs to ensure that the candidates to be promoted or regularized have genuine degrees after availing proper leave during the studies with proper permission, acquired the post graduation in science subjects through regular mode, acquired PG Degrees after doing their Graduation in 10+2+3 Pattern as per Supreme Court of India Judgment Civil Appeal No 4173 of 2008, not acquired degrees from off campus study centers outside the State through distance mode and must have bonafide certificate as per format of Government order number 940 Edu of 2017, dated 17-11-2017.
