PDP Members’ Bill disallowed as per Rules: Speaker

SRINAGAR, Oct 2: Contesting the news report regarding a bill notice given by two members of PDP-Peerzada Mansoor Hussain and Rafi Ahmed Mir suggesting some amendments in Jammu and Kashmir Panchayati Raj Act, 1989, a spokesman of the Legislative Assembly today termed the allegations leveled against the Speaker as most unfortunate.
The spokesman said that Assembly Secretariat received the Bill on September 18, 2012 instead of September 10, 2012, the date earmarked for giving notices of AQs and Bills, adding every member of the House was asked by Speaker’s Secretariat to give notices of AQs, Bills and Resolutions by or before the specified date which has not been followed by the two members of PDP in this case.
“As the Bill was received after the expiry of the specified time it was disallowed by the Speaker in accordance with the rules”, the spokesman said, adding “the contention of the leader of the largest Opposition party Mehbooba Mufti is misleading and totally in contravention to the rule position and the allegations leveled in this behalf against Speaker’s Secretariat are baseless and carry no substance”.
“Every member of the House is in know of things that any notice given in this behalf after the expiry of the specified time tantamount to inadmissibility”, the spokesman said while terming the allegations leveled against institution as most unfortunate.
