SRINAGAR/JAMMU, June 16: The police today used water canons and detained around 200 State Government employees to foil their march towards Raj Bhawan in Srinagar while most of the Government offices wore deserted look today as employees stayed away from work in response to one day strike call given by JCC across the State.
The police across Kashmir valley was on high alert to foil the employees’ march towards Raj Bhawan. As part of the four-day programme, State Government employees had planned to march to Raj Bhawan to seek Governor N N Vohra’s intervention in the implementation of the agreement which the employees have reached with the State Government.
All the city entry points in Srinagar had been sealed by police for the State Government employees to foil their march. Police was checking vehicles to stop entry of Government employees into the city.
However, a large group of employees managed to reach SK Park near Polo View. They were led by senior leaders of the Joint Consultative Committee (JCC) of the State Government employees including Khursheed Alam, Abdul Qayoom Wani and Mohammad Gafoor Dar.
The employees in small groups appeared at SK Park and police deployed in full strength used water canons to disperse them. Some of them who gave resistance to police were detained after scuffle.
The detained employee leaders include JCC leaders Khursheed Alam, Qayoom Wani, Shabir Hussain, Fayaz Ahmad Shabnam, Fayaz Indrabi, Manzoor Ahmad Pampori, Kulwant Singh, Ghulam Mohammad Hamdard, Shahid Hussain, Syed Aftab Ahmad Andrabi, Peer Manzoor, Ghulam Rasool Bhat, Mohammad Yaqoob Jan, Nusrat Beg, Iqbal Beg, Tasleem Rashid, Harpal Singh Pali and others.
The Government employees are demanding enhancement of the retirement age to 60 from the existing 58 years, regularisation of daily-wagers engaged after 1994 and removal of pay anomalies in the clerical cadre, besides budgetary support to Public Sector Undertakings.
In Jammu, the employees in large number assembled at Rail Head Complex and then in the form of rally moved towards the office of Divisional Commissioner, Jammu. Senior JCC leaders Amrik Singh, Jaginder Singh, Ravi Singh Bhau and Rajinder Kumar were leading.
Shouting slogans in support of their demands, these employees then reached outside the office of Divisional Commissioner, Pardeep Gupta. They held demonstration there for some time. Several senior trade union leaders addressed the gathering. They condemned the rigid and confrontational attitude of the State Government and said that employees will be forced to intensify their strike programme. They demanded that retirement age be hiked, daily wagers and consolidated workers be regularized, pay anomalies be removed and PSU workers be given benefits of 6th Pay Commission.
With the strike in Jammu region today, the work in many Government offices and PSUs was affected. The general public suffered due to employees’ strike. The work in the emergency units of hospitals continued unaffected while functional staff of PHE, PDD and CAPD was exempted from the strike today. In Forest complex, Dogra Hall the protest demonstration was led by Sheikh Zaffarullah and Sukhbir Singh and others.
Reports from Doda, Kathua, Samba, Udhampur, Rajouri, Reasi, Kishtwar, Poonch and Ramban said that work in many Government offices remained affected in view of JCC sponsored strike.
Meanwhile, senior JCC leaders Alam, Wani and Dar have condemned the use of force by the State Government against the striking employees. They have threatened to intensify their agitation to force Government for the implementation of the agreement. They threatened to issue a revolutionary programme after June 19 if the Government fails to implement the agreement. JCC is meeting on June 19 to chalk out the future programme, they added.
Senior JCC leader Khursheed Alam said that government employees will intensify their agitation following confrontational attitude by the Government. He said that police arrested hundreds of employees during the four day protest programme. He said that all roads to Raj Bhawan were blocked today and raids were conducted on the houses of employees’ leaders and on the hotels in which they were staying. He condemned use of force by the police.
The day long employees strike paralysed the functioning in the Government offices. They wore deserted look across the State with employees staying away from the work. The Government schools and colleges remained closed, however, private schools were functioning normally.

JAMMU, June 16: The Central Bureau of Investigations (CBI) conducted simultaneous raids at four places in Jammu and Jalandhar after unearthing about Rs 2 crore worth scam in Punjab National Bank (PNB) committed by an industrialist along with his associates and unnamed officers of the Bank and Revenue Department of the State.
Official sources said the CBI teams conducted raids in the industrial and residential complexes of Ravi Kumar, Proprietor of M/s SL Rubber Industries, Industrial Growth Centre (IGC) Samba and Krishan Kumar Sharma of Gangyal and recovered some important documents pertaining to the scam.
A number of Revenue Department and PNB officers were also involved in the scam and efforts were on to identify them, sources said, adding that a Regular Case No. 6/2-12 under Section 120-B read with 420, 468, 471 RPC read with 5(1) (D) of Prevention of Corruption Act has been registered against the accused.
In addition to Ravi Kumar, an industrialist from Jalandhar, Punjab, presently running SL Rubber Industries at Industrial Growth Centre, Samba and Krishan Kumar Sharma of Gangyal, the unnamed officers of PNB and Revenue Department have also been named in the FIR.
Sources said Ravi Kumar had secured Rs 1.60 crore worth loan from PNB’s Rehari Chowk branch, which has subsequently gone up to Rs 1.75 crore, for SL Rubber Industries with the guarantee of Krishan Kumar Sharma by producing fake mortgage documents of non-existing property.
The fake documents of non-existent property at Chowadian had been prepared by the accused with the connivance of Revenue Department officials. The PNB officials, who were then at the helm of affairs, didn’t examine the documents and the property on spot and released loan in favour of the industrialist.
Soon the loan turned Non Performing Asset (NPA) causing heavy loss to the PNB.
When the Bank officials went to seize mortgaged property, they found that it didn’t exist on record. The Revenue officials had tampered with the record and prepared fake documents of the property for mortgage, sources said.
After registering a regular case in about Rs 2 crore worth scam, the CBI officials conducted simultaneous search in the industrial and residential complexes of Ravi Kumar at SL Rubber Industries, Industrial Growth Centre, Samba, Jalandhar and Gangyal residence of Krishan Kumar Sharma.
During searches, the CBI officials recovered some documents pertaining to the scam, sources said and added that the documents were being scrutinized by the CBI team headed by Inspector Lalit Kumar under the supervision of SP CBI Jammu Armandeep Singh.
They said the CBI was examining record of the Bank and other seized documents to ascertain identity of the Revenue officers, who had prepared fake documents for the industrialist of non-existent land, which had been mortgaged in favour of the Bank.
The PNB officials, who were at the helm of affairs at the time of sanction of such a big loan, were in the process of identification and would be quizzed to know whether they had deliberately ignored the mortgaged of non-existent land or it happened due to an error.
Sources said the industrialist and his guarantor have also been summoned for questioning.

JAMMU, June 16: Notwithstanding Chief Minister, Omar Abdullah’s repeated thrust on coordination among different agencies in executing developmental works, various departments and agencies have been indulging in the blame-game instead of working in a coordinated manner to complete the ongoing sewer line laying works within the stipulated time-frame and without creating difficulties for the people.
Official sources told EXCELSIOR that when the NBCC and ERA started sewer line laying works in the length and breadth of the summer capital a committee under the chairmanship of Divisional Commissioner was constituted to ensure proper coordination among the project executing agencies and other departments like-Public Health Engineering, Power Development, Jammu Municipal Corporation, Roads and Buildings and Bharat Sanchar Nigam Limited (BSNL).
“The coordination was imperative in order to complete the works within stipulated time-frame that too without creating difficulties for the people and causing damage to other infrastructure like drinking water supply lines and cables of the BSNL but the situation on ground clearly indicates that coordination was never exercised by the concerned agencies”, sources said.
“Instead of following the mantra of the Chief Minister, who is very keen to ensure that people don’t face any problem during the execution of developmental works and developmental activities don’t become health hazards for them, the concerned agencies be it NBCC and ERA or other Government departments have been preferring to shift blames on each other for the delay in the sewer line laying works and restoration of dug-up roads, lanes and by-lanes”, they said.
Following detailed report in this news-paper regarding the failure of NBCC and ERA to complete the works in stipulated time-frame, Senior General Manager of NBCC, Hem Raj rang up EXCELSIOR and held the Public Health Engineering (PHE) and BSNL authorities responsible for stretching up of works beyond the stipulated time-frame.
“When we carry out under-ground works we never know what sort of difficulties will crop us and create hurdles”, he said, adding “in majority of the areas our work is getting stretched because of most irrational network of drinking water pipes and cables of the BSNL”.
“In order to ensure that drinking water pipes or BSNL cables don’t get damaged we have to slow down our works”, he further said, adding “as far as compaction of the roads is concerned, the same has to be delayed for rainy season for better results and avoid sinking of roads”.
Contrary to the claims of the Senior General Manager of NBCC, Chief Engineer of PHE, B R Dogra said, “before the start of work by NBCC or ERA, we provide them detailed information about network of our supply lines so the question of their works getting delayed due to PHE Department doesn’t arise”, adding “it is easy to put blames on others instead of fulfilling own responsibility”.
To a question, Mr Dogra said, “despite prior identification of drinking water supply lines, our network is suffering damages at numerous places”.
Not only PHE Chief Engineer even the Chief General Manager (CGM) of the BSNL, R K Koul was not ready to accept the claims of NBCC and ERA.
“They never gave us information about their works in advance. If they furnish us information about the start of work well in time we can depute our engineers to guide them about our cables network”, he said, adding “both these agencies are starting works at their will and whim and without any prior information to us that is why our cables suffer extensive damages”.
“They are putting their JCBs into service during the night hours and we come to know about the same only in the morning that too from our subscribers, whose connections get disturbed due to sewer line laying works”, Mr Koul further said.
“What to talk of coordination, even some agencies like Jammu Municipal Corporation are not bothered to fulfill their responsibilities”, sources said while disclosing that even in those areas where NBCC or ERA had completed the works about one year back the Municipal Corporation has not started black-topping.
When contacted, Commissioner JMC, Kuldeep Khajuria said, “ERA has given us an amount of Rs 27 lakh for the restoration of dug-up lanes and by-lanes. I have already issued instructions for the start of work and in some areas the same has also been taken up”.
In response to a question, Mr Khajuria admitted that Corporation would stop black topping of lanes and by-lanes after about a week or 10 days in view of approaching monsoon season when black-topping work is not advisable”. The admission of JMC Commissioner clearly indicated that majority of the dug-up lanes and by-lanes would remain in dilapidated condition till ending August and people would continue to suffer.

PIL seek prosecution of senior officers in corruption cases

JAMMU, June 16: In the much publicized Public Interest Litigation (PIL) seeking prosecution of senior IAS/IFS/KAS officers involved in the corruption cases, Division Bench of State High Court comprising Chief Justice M M Kumar and Justice J P Singh issued notice to the Chief Minister, Chief Secretary, Secretary Union Ministry of Home Affairs, Secretary Union Ministry of Personnel and Training, Commissioner Secretaries of General Administration, Law, Housing and Urban Development and Social Welfare Departments and Commissioner of Vigilance Organization. ASGI K K Pangotra accepted the notices on behalf of Union of India and AAG Gagan Basotra accepted the notices for Chief Minister and other State functionaries.
After going through the status report filed by Commissioner Secretary GAD, the Division Bench expressed deep concern over delay in according sanction by the State Government and Government of India for the prosecution of the IAS/IFS/KAS officers involved in the corruption cases.
“The perusal of the office report reveals that there are number of officers, who are prima-facie found guilty and against whom cases have been made out by the State Vigilance Organization. The authorities have themselves placed reliance on a judgment of Apex Court in case Dr Subramanian Swamy Vs Dr Manmohan Singh and another”, the DB observed.
“The respondents shall show cause as to why there is delay in according sanction for prosecution against the officers, who have been named by the petitioners as well as in the status report. The needful shall be done within four weeks”, the DB said. Keeping in view the public interest involved in the PIL, the DB directed the Registry to list the same in the week commencing from August 6, 2012.
In the status report filed by Commissioner Secretary GAD through AAG Gagan Basotra in the PIL filed by Sheikh Mohd Shafi, son of former Member Parliament Sheikh Abdul Rehman and Prof SK Bhalla, a social activist through Advocate Sheikh Shakeel Ahmad, it has been pointed out that out of 21 cases, 12 cases are presently under examination of the Government, seven cases have been referred for grant of prosecution sanction to the competent authorities and in one case prosecution sanction was not required against two officers as they had retired and the High Court had quashed the FIR on November 4, 2011. In one case prosecution sanction has been issued on June 6, 2011 by Housing and Urban Development Department in respect of in-service accused officers.
According to the status report in FIR No 38/2003 and FIR No 39/2003 registered against Farooq Ahmed Geelani (IFS), Chief Executive Officer IWDP Rambiara and others, the cases were referred to the Union Ministry of Environment and Forests on March 20, 2012 for grant of sanction.
In FIR No 19/2008 registered against Ajaz Ahmed (IFS) Managing Director, State Forest Corporation and Abdul Gani Hajam (IFS), then GM North SFC, the case was referred to the Union Ministry of Environment and Forest on June 22, 2011. Similarly, in FIR No 9/1989 relating to disproportionate assets case registered against Jagjeevan Lal, former Minister, the case was referred for sanction to the Assembly Secretariat on September 12, 2007.
In FIR No 10/2009 (trap case) registered against Ghulam Rasool Sofi, then Ancillary Labour FCI Godown, Sheikhpura Budgam, the case was sent to General Manager FCI, Jammu on October 9, 2009. In FIR No 12/2010 (trap case) against Mohd Maqbool Dar, then Manager SIDCO, the case was referred to MD SIDCO on November 15, 2010. In FIR No 4/2008 (alleged purchase of job cards on exorbitant rates) registered against Bashir Ahmed Wani, then ACD Kupwara, PK Sethi, then Divisional Manager SICOP Kashmir, M Y Ahanger, then Financial Advisor (M) SICOP, Shujat Ali Chala, then Junior Assistant SICOP, Syed Sibus Syedian, then Marketing Manager SICOP, Altaf Hussain Joo, then Deputy Financial Advisor SICOP, Mohd Akbar Lone, then District Manager SICOP Kupwara, Mohd Yousaf, then Marketing Manager SICOP Srinagar, the prosecution of B A Wani, then ACD Kupwara was declined and departmental action recommended.
As far as employees of SICOP management were concerned, the case was referred to Industries and Commerce Department/ MD SICOP. In FIR No 21/2006 (alleged illegal appointments) registered against Mohinder Singh (IAS), then Director Local Bodies, Jammu (now retired), Avtar Krishan Raina ( IAS), then Director Local Bodies Jammu, Kartar Singh, then Administrator NAC Katra (now retired), Sham Lal Sharma, then Administrator NAC Katra (now retired), Ravi Kumar Sharma, then Executive Officer Municipal Committee Katra, Jagdish Raj Sharma, then Administrator NAC Katra (now Dy Director Local Bodies, Jammu), the prior sanction for prosecution was not required in respect of retired officers. However, prosecution sanction was accorded by the Housing and Urban Development Department in respect of in-service officers.
In FIR No 22/09 (illegal appointment in SWD Doda) registered against Babu Ram (KAS), then CDPO Social Welfare Department Doda (presently Joint Commissioner Jammu Municipal Corporation), the representation of the officer was referred to Social Welfare Department on October 12, 2011 for comments and information is still awaited.
In FIR No 18/2005 (rural electrification scam) registered against Syed Asgar Ali (IAS) then Director RDD Kashmir (prematurely retired), Zaffar Altaf, then BDO Wagoora, Showkat Ahmed Sheikh, then BDO Tangmarg, Bashir Ahmed Hakim (Hajam), then BDO Baramulla, Abdul Rouf Banihali, then BDO Singhpora (Baramulla), Fayaz Ahmed Bhat, then BDO Sumbal, Shafiq Hussain Sofi, then BDO Hajin, Nazir Ahmed Lone, BDO Rohama, Hakim Tanveer Ahmed, then BDO Zanagir, Ali Mohd Rahi (Bhat), then BDO Rafiabad, Ali Mohd Dar, then BDO Boniyar, Ghulam Hassan Rather, then BDO Hajin, Fayaz Ahmed Bay-Haqi, then BDO Kunzer and Mir Munawer Ahmed, then BDO Pattan, the case has been processed for orders of the competent authority.
According to the status report in FIR No 8/2009 (infamous Gulmarg land scam) registered against Mehboob Iqbal (IAS) then Divisional Commissioner Kashmir (now retired) and Baseer Ahmed Khan (IAS), then Deputy Commissioner Baramulla (presently Deputy Commissioner Srinagar), the case has been processed for orders of the competent authority. Since Mehboob Iqbal superannuated from services in November 2011 as such prior sanction was not required in his case.
In FIR No 17/2010 (assets case) registered against Ghulam Hassan Wani (KAS), Joint Registrar Cooperative (Audit) Kashmir, the case has been processed after receiving the requisite case diary on May 22, 2012 and is presently under examination. In FIR No 19/2005 (electrification of panchayat ghar scam) registered against Ali Mohammad Ganaie, then Treasury Officer Baramulla. Ali Mohammad Rahi, then BDO, Rafiabad Hakim Tanveer Ahmad, then BDO Sopore, Nazir Ahmad Lone, then BDO Rohama, Ali Mohammad Dar, then BDO Boniyar, Mir Munawar Ahmad, then BDO Pattan, Showkat Ahmed Sheikh, then BDO Tangmarg, Fayaz Ahmed Bhat, then BDO Kunger, Fayaz Ahmed Bhat, then BDO Sumbal, Bashir Ahmed Hakim, then BDO Baramulla, Mushtaq Ahmed Beig, then BDO Wagoora, Shafiq Hussain Sofi, then BDI Bandipora, Ab Rouf Banihali, then BDO Singhpora, the case has been processed for orders of the competent authority.
In FIR No 27/2009 (misappropriation of funds on account of expenditure incurred for participation in carpet oasis fair-2005 at Dubai, UAE) registered against Showkat Ali Wani, then MD Handicrafts (S&E) Corporation, Ghulam Hassan Shalla, then Manager Kashmir, Govt Arts Emporium New-Delhi (presently retired), Mohd Ashraf Shalla, then Assistant Manager, J&K Handicrafts Corporation, the representation of Showkat Ali Wani was referred to Industries and Commerce Department on September 21, 2011 and the comments are still awaited.
In FIR No 14/2008 registered against Tilak Raj Bhagat, then XEn PWD (R&B) Kathua, the case diary was sought from Vigilance Commissioner on January 19, 2012 and is still awaited. In FIR No 14/2007 (assets case) registered against Nazir Ahmed Choudhary, then AEE in TLDC-1 Panama Chowk Jammu, the Commissioner of Vigilance was requested on February 16, 2012 to furnish comments on the representation of the accused officer, which are still awaited.
In FIR No 2/2007 registered against Puran Bharat Gandhi, then XEn PWD and D V Koul, then XEn PWD, the case was referred back to SVO on May 14, 2012 for clarification regarding certain issues pertaining to the facts of the case. In FIR No 15/2010 (assets case) registered against Mohd Bashir, then Tehsildar Jammu and Hamida Begum, then teacher, the Commissioner of Vigilance was requested on March 9, 2012 to get interim stay vacated/modified from the High Court passed in his writ petition.
In FIR No 19/2009 registered against Ghulam Hyder Bhat, then Director Agriculture Kashmir (now retired) and others, copies of questionnaire and reply furnished by the accused were sought from SVO on May 11, 2012 and the same are still awaited. In FIR No 24/2008 registered against Showkat Hussain Wani, then District Agriculture Officer (Inputs) Kupwara and others, the case has been processed for orders of the competent authority.

Pak cancels flag meet on LoC

JAMMU, June 16: A flag meet, scheduled for today, between Indian and Pakistani Armies on ceasefire violations and cross-LoC firing in Krishna Ghati sector of Poonch district was cancelled by Pakistani Army without assigning any reason.
“Pakistani army has cancelled today’s scheduled flag meeting on ceasefire violations and cross-LoC firing in Poonch sector,” Ministry of Defence Public Relation Officer Col R K Palta said.
“They have neither assigned any reason for the abrupt cancellation nor given any fresh dates for the flag meet,” he said.
The flag meeting was scheduled for today at 11 am at Chakan-Da-Bagh cross-LoC travel and trade point on Indo-Pak border in Poonch to lodge protest with Pakistani army over heavy firing on Indian posts and ceasefire violations by them.
Army has lodged a strong protest with its Pakistani counterpart through hot-line contact over firing on Indian posts along the Line of Control in Poonch sector since June 13.
Pakistani troops indulged in unprovoked and heavy arms firing on the post along LoC in Krishna Ghati sector on June 13, leaving a jawan dead and three others injured. They also fired on Indian posts in the same area on June 14.
Col Palta said a message was passed through hotline to Pakistan to exercise restraint for de-escalating the situation.

Dozen hurt in clashes, 54 held

SRINAGAR, June 16: Tension gripped the North Kashmir district of Bandipora today following reports of alleged desecration of holy Quran at a remote Tragbal village. A police officer and over a dozen of protesters were injured during clashes that broke out this morning.
Police have registered an FIR (106/2012 under Section 295 RPC) and are investigating the case. Around 54 people, mostly Border Roads Organization labourers were detained by police to investigate the case.
Reports reaching here said that incident took place at a remote Tragbal village on Bandipora-Gurez road. Reports revealed that on Thursday evening there were clashes between two groups of BRO labourers at Tragbal. In the morning, one of the labourer groups reported to the local Masjid that Holy Quran was desecrated in Tragbal.
The news about the alleged desecration spread in the nearby villages resulting in protests in some of the villages yesterday. The people in Dawar village in Gurez held a peaceful protest demonstration yesterday and police and local administration managed to control it.
But today the news of the alleged desecration spread to other areas including Bandipora town resulting in clashes between police and protesters at several places. The protests were reported from villages of Sunarwani, Kaloosa, Nadihal, Aham Sharief, Manrigam and Bandipora town.
Raising religious slogans, the demonstrators demanded immediate arrest and punishment of those responsible for hurting the religious sentiments. The demonstrators also clashed with police in the town, where shops and business establishments were closed and traffic was off the roads. Work in Government offices and educational institutions also remained affected.
A Sub-Inspector of the Jammu and Kashmir Police Ghulam Mohammad Dhobi and driver of a police vehicle Ghulam Mohammad War were injured in stone pelting. Over a dozen protesters were also injured in police lathi-charge and tear-smoke shelling. The SI was shifted to Srinagar for treatment.
The protesters also damaged the vehicle of the Hindustan Construction Company (HCC) that is constructing Kishanganga Power Project in Bandipora.
A top Government official in the district said that they have not been able to locate the person who saw the desecration of the holy Quran. He said that dozens of persons have been rounded up and investigations are going on.

Ex-Judge arrested in cash-for-bail case

HYDERABAD, June 16:
A retired district Judge T V Chalapathi Rao and son of the suspended CBI Judge T Pattabhirama Rao were arrested by the Anti-Corruption Bureau (ACB) in the cash-for-bail case today, officials said.
Earlier in the day, the ACB had conducted raids on the residences of Pattabhirama Rao and Chalapathi Rao in Hyderabad, Chalapathi’s relative P Srinivas Rao at Chilakaluripet in Guntur district and a senior lawyer E Uma Maheshwar Rao here.
Chalapathi and Pattabhirama’s son Ravi Chandra were questioned by the ACB officials before they were arrested, sources said.
Some documents were found during the searches at their residence, they said adding that the duo would be produced before Principal Special Judge for ACB cases here.
The ACB had registered a case on June 9 against Pattabhirama Rao and seven others under relevant sections of Indian Penal Code (IPC) and the Prevention of Corruption Act in the cash-for-bail scandal.
The case was first cracked by CBI after Pattabhirama Rao, who was additional special Judge for CBI court, granted bail to former Karnataka Minister Gali Janardhan Reddy but rejected the bail plea of suspended IAS officer Y Srilakshmi in connection with Obulapuram Mining Company (OMC) scam.
Amid allegations of illegal gratification and corruption against Pattabhirama Rao, the Andhra Pradesh High Court suspended him on May 31 while transferring the case to ACB, which registered a case against Pattabhirama and seven others including Chalapathi Rao and Janardhan Reddy’s elder brother and Bellary city MLA Gali Somashekhar Reddy.
On a tip off that a deal was struck between Janardhan Reddy and the Judge and others, the CBI had recovered cash of nearly Rs 1.60 crore from five lockers here, the keys of which were allegedly in possession of Pattabhirama’s son Ravi Chandra.
CBI had also seized Rs 1.14 crore from the possession of T Balaji Rao, brother of Chalapathi Rao.
An ACB team also simultaneously carried out searches at Guntur over the allegation that Janardhan Reddy’s brother Somashekhara Reddy also played a role in brokering the deal for bail.
On the direction of High Court, the CBI had earlier told ACB that Somashekhar Reddy, G Dasaratha Ram Reddy, Suresh Babu, an advocate T Aditya and Chalapathi Rao and Pattabhirama Rao and others had entered into a conspiracy for showing official favour and granting bail to Janardhan Reddy and committed criminal conduct.
The CBI had handed over documents pertaining to the matter to the ACB including mobile and land phone numbers allegedly used during finalisation of the deal and duration of conversations, sources said. (PTI)

Woman, daughter killed in mishap

RAJOURI, June 16: Two persons including mother and her minor daughter, were killed while six others injured, when a 4-wheeler Tata Magic vehicle fell into gorge in Kalakot area of district Rajouri today.
A police spokesman said the accident took place at around 10.30 am near Kurlian village when the ill-fated vehicle, bearing registration No. JK-11/7501 was on its way to Kalakot. Eight passengers were on board. It was on its way to tehsil headquarters Kalakot from Kurlian.
As the vehicle had covered hardly a few kilometers of distance, the driver lost control on the vehicle and it landed into nearly 100 feet deep gorge. The driver, jumped out and escaped from the spot. While Kanchan Bala, wife of Satpal of village Sadhok Kurlian was killed on the spot, her 7-year-old daughter, Sobia succumbed to injuries near Chowki Chora while being shifted to GMC hospital, Jammu.
Two others referred to GMC Jammu are identified as Pran Nath, son of Des Raj, resident of Kurlian and Munna, son of Satpal of Sadhok-Kurlian. Four injured admitted to Kalakot hospital are- Ramesh Chander, son of Parmanand, Mohd Farooq, his daughter Farzana Kouser and son Mudassar, residents of Kurlian. The police has registered a case in this connection.

No link between Siachen, other issues

NEW DELHI, June 16:
India today said it does not see any link in making progress with Pakistan on the demilitarisation of Siachen glacier with resolving other bilateral issues.
Government sources said differences in the stand taken by the two neighbouring countries on position of troops at the world’s highest battlefield remained and that they have not been able to bridge the gap so far.
The sources, however, said that India does not see any specific linkage in finding a solution to Siachen with other bilateral issues like Sir Creek. (PTI)

BBP opposes Darbar move practice in J&K

JAMMU, June 16: While opposing old practice of Darbar move in the J&K State, Bhartiya Bahujan Party (BBP) has said that it is a heavy burden on the State exchequer.
Addressing a press conference here today, state president of the party Kanchan Sharma pointed out that centuries old practice of Darbar move be stopped immediately and Ministers and bureaucrats should be kept at rotation at both the capital cities. She said nearly Rs 6 cr is being spent after six months for move only and this money can be utilized for development of the State.
While referring to plight of 1947 refugees, the BBP president said that their decades old genuine and justified demands be settled once for all. She also stressed the BPL ration cards be provided to the genuine members and concerned authorities should not resort to favouritism on political basis. She also sought an inquiry into the matter and said many undeserving families are also getting the undue benefit.
The BBP leader alleged that people have been derived off essential services like drinking water and power supply by the Government. Even the areas where electronic meters have been installed are not getting regular power supply. The Government has failed to honour its tall claims to provide uninterrupted power to such areas. The public has been left to suffer during these hot summer days, she maintained.
Party leaders Parshotam Lal, Tejinder Singh and Lakhvir were also present.
