Sadhotra assures inclusive development, Rana seeks public participation in decision making

JAMMU, Feb 7: Minister for Planning, Labour and Employment Ajay Kumar Sadhotra today reiterated the commitment of National Conference to involve grass roots level workers in decision making and seeking their assistance in framing up policies and programmes for faster and overall development of the State.
Speaking at the first ever public hearing, held as part of the initiative taken by the Working President of National Conference and Chief Minister Omar Abdullah to address the public issues, at Sher-e-Kashmir Bhawan here this morning, the Minister said mitigating problems of the people and striving for their progress and prosperity is high on the agenda of his party.
Provincial President National Conference Jammu, Devender Singh Rana and senior leaders of the party were present on the occasion.
Under the initiative, Ministers belonging to National Conference in the Coalition Government will be meeting the people on rotational basis at the party headquarters. Minister for Finance and Ladakh Affairs Abdul Rahim Rather will be meeting the workers tomorrow between 3.30 to 6 pm.
A large number of workers and the people attended the public hearing, first in the series for the current month. The participants raised issues pertaining to their areas and also sought redressal to their personal grievances.
Taking note of the problems, the Minister took on-the-spot decisions in various cases, passed on instructions to the concerned and assured that the issues pertaining to area-specific problems will be taken up with concerned agencies for appropriate and expeditious disposal.
“Feedback is imperative for streamlining the administrative apparatus and dispensing justice to all the people living in the three regions and sub-regions of the State”, the Minister said, urging the workers to help in identifying the areas requiring immediate governmental attention.
Interacting with the people, Devender Singh Rana exhorted the workers to fan out in their areas and play their crucial role in identifying the problems faced by the people and seeking their redressal at appropriate levels. He said the workers can play their role in bridging the gap between the people and the administration.
“The Ministers and the party leaders would always be available to help in solving their problems”, he maintained.
Mr Rana cautioned the people to remain vigilant against the machinations of vested interests who remain always pro-active to create wedge in the society. He said National Conference has always played a healthy role in bringing the people together and forging bonds of brotherhood and amity.
“National Conference has withstood test of times and it will always remain in the forefront for the genuine cause of the people”, he said.
The deputations from Reasi, Gool, Arnas, Basantgarh, Darhal, Rajouri, R.S. Pura, Gandhi Nagar, ex-corporators of the Jammu Municipal Corporation met the Minister and apprised him of their collective and individual problems.
Deputation of Gujjar Mahasabha led by Ch Poswal and West Pakistan Refugees led by Rajiv Chuni also met the Minister and sought redressal of various issues pertaining to the development and other utility services.
Senior National Conference leaders including Abdul Gani Malik, Kr. Rachpal Singh, Peer Mushtaq Ahmed Bukhari, Th. Kashmira Singh, Gurdeep Singh Sassan, Jugal Mahajan, and other office bearers were present.

Minor girl kidnapped

REASI, Feb 7: A minor girl has been kidnapped by two youth from Arnas area of Reasi district.
Parents of 15-year-old Shaina (fake name), lodged an FIR No. 11/2013 against two persons of the area, Mohd Iqbal, son of Abdul Aziz and Farid Ahmed, son of Juma from Jij village that their daughter was kidnapped by them yesterday. Mehmood, father of the victim further alleged that on the basis of inputs provided by a few locals he came to know and started search at own level and it was found that these two youth are also missing since yesterday.
Arnas police registered a case and started search for the girl and her kidnappers. No clue was established till late this evening.

Traffic chaos on Akhnoor road

JAMMU, Jan 7: As existence of various private schools as well as community halls and marriage centres along the Akhnoor road had already led to traffic chaos on this busy road especially from Paloura to Muthi camp bridge, the problem has been further aggravated with the opening of the Service Selection Recruitment Board (SSRB) Office along this road opposite to BSF School Paloura.
Since the opening of the SSRB Office the traffic chaos are daily witnessed on this road near BSF School Paloura and a huge jam from Tope bridge to Muthi Camp bridge has become a routine affair now.
A huge traffic jam was witnessed on this road today also from Tope bridge to Muthi village this afternoon as a large number of vehicles were trapped in the jam for a long time as hundreds of youth including a sizeable number of girl candidates were waiting on road side in long queues to fill up their forms for recruitment in Government service resulting an impediment in the free movement of vehicular traffic on this busy road.
The opening of the SSRB Office on the road side has drawn a lot of public criticism as it has led to the problems of the people who are often trapped in a traffic jam for hours together.
It may be recalled that three community centres and three reputed private schools exist in the same locality which had already added to traffic problems there, said Dr G K Gupta a social activist. He said the problem becomes worst during marriage season as large number of vehicles are parked along the Akhnoor road on this spot. But the problem has further aggravated with the opening of the SSRB Office, he added.

Planets that could support life are ‘in our own backyard’

WASHINGTON, Feb 7:
Earth-like planets could be just a stone’s throw from our Milky Way galaxy and may even harbour life more advanced than on Earth, astronomers believe.
Six per cent of red dwarf stars have habitable, Earth-sized planets, astronomers at the Harvard-Smithsonian Center for Astrophysics (CfA), who used publicly available data from NASA’s Kepler space telescope, have found.
Since red dwarfs are the most common stars in our galaxy, the closest Earth-like planet could be just 13 light-years away, researchers said.
“We thought we would have to search vast distances to find an Earth-like planet. Now we realise another Earth is probably in our own backyard, waiting to be spotted,” said Harvard astronomer and lead researcher Courtney Dressing.
Red dwarf stars are smaller, cooler, and fainter than our Sun. An average red dwarf is only one-third as large and one-thousandth as bright as the Sun. From Earth, no red dwarf is visible to the naked eye.
Despite their dimness, these stars are good places to look for Earth-like planets. Red dwarfs make up three out of every four stars in our galaxy for a total of at least 75 billion.
The signal of a transiting planet is larger since the star itself is smaller, so an Earth-sized world blocks more of the star’s disk. And since a planet has to orbit a cool star closer in order to be in the habitable zone, it’s more likely to transit from our point of view.
Dressing culled the Kepler catalogue of 158,000 target stars to identify all the red dwarfs. She then re-analysed those stars to calculate more accurate sizes and temperatures. She found that almost all of those stars were smaller and cooler than previously thought.
Since the size of a transiting planet is determined relative to the star size, based on how much of the star’s disk the planet covers, shrinking the star shrinks the planet. And a cooler star will have a tighter habitable zone.
Dressing identified 95 planetary candidates orbiting red dwarf stars. This implied that at least 60 per cent of such stars have planets smaller than Neptune. However, most weren’t quite the right size or temperature to be considered truly Earth-like.
Three planetary candidates were both warm and approximately Earth-sized. Statistically, this means that six per cent of all red dwarf stars should have an Earth-like planet.
“We now know the rate of occurrence of habitable planets around the most common stars in our galaxy,” said co-author David Charbonneau.
“That rate implies that it will be significantly easier to search for life beyond the solar system than we previously thought,” Charbonneau said in a statement.
Our Sun is surrounded by a swarm of red dwarf stars. About 75 per cent of the closest stars are red dwarfs. Since 6 per cent of those should host habitable planets, the closest Earth-like world is likely to be just 13 light-years away.

HAL to start production of UAVs, in talks with ADE for Rustom-2

BANGALORE, Feb 7:
Indian Defence Aviation major Hindustan Aeronautics Ltd today said it would foray into production and servicing of Unmanned Aerial vehicle (UAV) and was already in talks with Aeronautical Development Establishment (ADE) for the production of Rustom-2 drone.
Talking to mediapersons here, HAL Chairman R K Tyagi said HAL would be investing Rs 500 crore for manufacture and technology development of UAVs. It would also like to be manufacturing and maintenance hub for UAVs.
He said it had already been in talks with the government in this regard.
Mr T Suvarna Raju Director for design and development said HAL was also in dialogue with premier technology education institutions such as Indian institute of Science and the IIT, Chennai for academic collaboration with them.
It has proposed to the Union Home Ministry that the Navratna company will prepare a blue-print vis-a-vis UAV requirements for para-military forces.
Mr Tyagi said HAL would design and develop a 20 kN aero-engine. ‘It will be a great emerging market to come because in a few years aero-engine market in India is expected to the tune of Rs 2,50,000 crore’.
Mr Raju said Bangalore-headquartered defence PSU has the expertise of manufacturing engines under licence agreements and knows the technology involved.
‘HAL is venturing into creating a mig-segment engine which will be used either on trainers what we have or regional jets (aircraft) we are looking at’, he said.
He said the preliminary design of this engine would be reviewed in September this year and the prototype is planned to be tested in three years.
The HAL is in discussion with the Ministry of Human Resources Development to create an aviation university based in Bangalore which will be ‘full-fledged in every way’, he added. (UNI)

SC pulls up CBI in Babri case

NEW DELHI, Feb 7:
CBI’s submission in the Babri Masjid demolition case that senior BJP leader L K Advani and others had committed a ‘national crime’ drew a sharp reaction from the Supreme Court which asked the agency not to use such a language till the case is decided by the courts.
“Please don’t say that it is a national crime or a matter of national importance. We are yet to decide it. Until we or trial court decide this way or other, you can’t make such statements,” a bench headed by Justice H L Dattu said.
The bench made the observations after senior advocate P P Rao, appearing for CBI, submitted that leaders of BJP and VHP were involved in a “national conspiracy” which was reflected in the Rath Yatra and its a case of “national crime”.
Rao’s submission came while challenging the verdicts of Special CBI court and Allahabad High Court dropping conspiracy charges against BJP leaders Advani, Kalyan Singh, Uma Bharti Vinay Katiyar and Murli Manohar Joshi.
The others against whom charges were dropped included Satish Pradhan, C R Bansal, Ashok Singhal, Giriraj Kishore, Sadhvi Ritambhara, V H Dalmia, Mahant Avaidhynath, R V Vedanti, Param Hans Ram Chandra Das, Jagdish Muni Maharaj, B L Sharma, Nritya Gopal Das, Dharam Das, Satish Nagar and Moreshwar Save.
During arguments, the bench also questioned CBI over the delay in hearings before the special court and the filing of the appeal challenging the verdicts of the two courts.
“You said that it is a case of national importance. Then can you say that the translation (of court records) takes days and filing of case takes three months,” the bench said.
The agency pleaded that it should be allowed to file a fresh affidavit to explain its stand but the bench turned it down and said no fresh affidavits or material will be allowed to be placed before it. The bench, however, allowed CBI to file documents which were referred to in the verdicts of the special court and High Court.
The court adjourned the hearing till February 13, after Rao pleaded for some time to go through the files of the case.
Earlier on December 6, 2012, the apex court had asked a Rae Bareily court to expeditiously hear the Babri Masjid demolition case of Ayodhya against Advani and the others.
The CBI moved the apex court challenging the May 21, 2010 order of the Allahabad High Court, which had upheld a special court’s decision to drop the charges against the leaders.
The High Court had at that time, however, allowed the CBI to proceed with other charges against Advani and others in a Rae Bareily court, under which the disputed structure falls.
The May 2010 order of the High Court had said there was no merit in the CBI’s revision petition against the May 4, 2001 order of the special court which directed dropping of criminal conspiracy charges against them.
There are two sets of cases — one against Advani and others who were on the dais at Ram Katha Kunj in Ayodhya in December 1992 when the Babri Masjid was demolished, while the other case was against lakhs of unknown ‘karsevaks’ who were in and around the disputed structure.
The CBI had charge-sheeted Advani and 20 others under Sections 153A IPC (promoting enmity between classes), 153B (imputations, assertions prejudicial to national integration) and 505 (false statements, rumours etc circulated with the intent to cause mutiny or disturb public peace).
It had subsequently invoked charges under Section 120 B (Criminal Conspiracy) which was quashed by the Special Court whose decision was upheld by the High Court.
Bal Thackeray’s name was removed from the list of accused persons after his death recently.
While upholding the special court’s order, the High Court had said the CBI at no point of time, either during the trial at Rae Bareily or in its revision petition, ever stated that there was offence of criminal conspiracy against the leaders. (PTI)

An order to this effect was today issued by the provincial president of the party Nasir Aslam Wani in which Mohd. Sayeed Akhoon was appointed as senior vice president, Ab. Rashid Shaheen as senior vice president in-charge, Kupwara/ Baramulla/ Bandipora /Panchayat Affairs, Syed Abdul Rashid as vice president in charge, Anantnag/ Kulgam/Pulwama/ Shopian, Sheikh Abdul Rehman as vice president in-charge Srinagar / Budgam/ Ganderbal, Showkat Mir as Provincial Secretary, Din Mohd Cheetah as organizer, Gujjar Affairs, Raja Nasir Khan, organizer, Pahari Affairs, Mohd Amin Khan as organizer, Workers/ Employees Unions, Sajad Hussian, organizer, Media and Publicity, Ab Rashid Haroon as joint secretary, Public Relations and Ghulam Nabi Bhat as joint secretary, Office Affairs.
“This arrangement has been done till the party elections are held after membership is completed” an NC spokesman said, adding the order has been approved by the working president of the party, Omar Abdullah. The District committees and the Young Wing of the party is also in the process of being formed, he added.

6 die in accidents, 8 hurt as mini-bus over turns

JAMMU, Feb 7: Three youth were killed in two separate road accidents in Samba and Hiranagar area, two persons died in truck accident at Ramban, a middle aged man was knocked to death at Darhal in Rajouri while at least eight persons were injured after a mini-bus turned turtle in Dhanni-Bhakhta area in Kathua district today.
A report from Samba said that two youth were killed on the spot after their two-wheeler No. JK02K/1987 collided with a tipper bearing registration No. JK02F/9337 on Jammu-Pathankote National Highway near Jatwal in Samba this evening. While one boy was crushed to death on the spot another succumbed to injuries in Samba hospital.
The deceased have been identified as Agrez Kumar, son of Rumalo and Mangu Ram residents of Jatwal. The police seized the tipper while driver managed to escape.
Two persons were killed when a truck skidded off the road and rolled down into a deep gorge near Panthal area of Ramban today.
The truck bearing registration number JKO6-2557, was on way to Jammu from Srinagar, when the driver lost control over the vehicle and it plunged into deep gorge. On receiving information, police and locals rushed to the spot and started rescue operation. They shifted them to district hospital, where doctors declared them as brought dead.
The deceased were identified as Mohd Nawaz and Rehamat Ali, sons of Safar Ali, of district Udhampur.
A bike rider Panku (26), son of Jagdish Raj and Manoj, son of Ashok Kumar of Gadiyali village near Hiranagar were injured after their speeding bike fell down from bridge near Hiranagar late last night. Both were returning from a marriage function. While Panku was killed on the spot, his associate was rushed to Kathua hospital. The police shifted the body of the deceased to Hiranagar Hospital and later handed over to the family for last rites. They also registered a case in this connection.
Meanwhile, one Abdul Qayoom (37), son of Shah Mohd resident of Darhal was critically injured after he was hit by an unknown vehicle near Iqbal Gate in Darhal area of Rajouri today. The injured was rushed to local hospital where doctors declared him as dead. The locals and family members lodged their protest with the police and demanded immediate arrest of the accused driver.
A report from Kathua said that eight villagers were injured after a mini-bus No. JK08C/4831 turned turtle in Dhanni-Bhakhta area today. The vehicle was on way to Kathua from Bhakhta village when the mishap occurred. The injured were shifted to Kathua hospital while the driver escaped. The police has taken cognizance of the matter.

World’s largest prime number discovered with 17 million digits

LONDON, Feb 7:
Researchers have identified the world’s largest prime number yet, beating the previous record by over four million digits.
The number has now shot up to 2 multiplied by itself 57,885,161 times minus 1, breaking a four-year dry spell in the search for new, ever-larger primes.
Curtis Cooper from the University of Central Missouri in Warrensburg made the finding as part of the Great Internet Mersenne Prime Search (GIMPS), a distributed computing project designed to hunt for a particular kind of prime number first identified in the 17th century, the ‘New Scientist’ reported.
“It’s sort of like finding a diamond,” says Chris Caldwell at the University of Tennessee, Martin, who keeps a record of the largest known primes.
“For some reason people decide they like diamonds and so they have a value. People like these large primes and so they also have a value,” said Caldwell.
All prime numbers can only be divided by themselves and 1. The rare Mersenne primes all have the form 2 multiplied by itself p times minus 1, where p is itself a prime number.
The new prime, which has over 17 million digits, is only the 48th Mersenne prime ever found and the 14th discovered by GIMPS. The previous record holder, 2 multiplied by itself 43,112,609 times minus 1, which was also found by GIMPS in 2008, has just under 13 million digits.
All the top 10 largest known primes are Mersenne primes discovered by GIMPS. Until today, the most recent addition to the list was found in 2009, but it was smaller than the 2008 discovery.
Though there are an infinite number of primes, there is no formula for generating these numbers, so discovering them requires intensive computation.
GIMPS uses volunteers’ computers to shift through each prime-number candidate in turn, until eventually one lucky user discovers a new prime.
GIMPS software runs on around a thousand university computers, one of which spent 39 days straight proving that the number was prime, which was then independently verified by other researchers. (PTI)
