Srinagar, Jan 31: High Court today stayed transfer of Tehsildar South Srinagar.
A Division Bench of High Court comprising Justice Muzaffar Hussain Attar and Tashi Rebastan while staying the transfer order said the “issue is of fundamental importance and would require to be considered having far reaching impact on the services of the employees of the State Government”.
The Revenue Department had ordered transfer of Tehsildar South Srinagar, Riyaz Ahmad Shah, and other officers earlier this month.
Shah had challenged the order in the court which was dismissed by a Single Bench.
Aggrieved, he challenged both the orders before the Division Bench through his counsel Advocate B A Bahsir.
Advocate Bashir today argued before the DB that land mafia had ganged up with the Government to transfer Shah because he has retrieved 60 kanals of Government land grabbed by the mafia.
Besides refereeing to Supreme Court judgments, the counsel referred to the transfer policy of the Government, saying that Rule 27 of JK Civil Service 1956 of the policy has notified that authorities do not transfer an employee form one place to another on their whims and caprice.
The DB, after hearing the counsel of Shah, said that “issues raised at bar prima facie would show that the matter would require to be adjudicated upon. The issue raised about Transfer Policy has to be considered in all forms. The issue is of fundamental importance and would require to be considered having far reaching impact on the services of the employees of the State Government. It becomes further significant to look into the aspect in light of Supreme Court judgment.”

Schedule for preparation of Pulwama district migrants’ EPIC announced

JAMMU, Jan 31: The District Election Officer (Deputy Commissioner), Pulwama has notified that all Kashmiri Migrant voters originally domiciled in district Pulwama should attend the venues on scheduled dates for preparation of Electoral Photo Identity cards.
As per the schedule issued by the office of the District Election Officer, Pulwama, the migrants have been asked to attend Block 50 Relief Office Jagti from February 3 to 5. Similarly on February 6 and 7, they will attend Relief Office near Head Post Office Dhar Road, Udhampur. From 8 to 11 February, they will visit to Community Hall near Girls HSS, Muthi. From 12 to 14 February, the migrants will attend Community Hall Phase-IV, Purkhoo, whileas from February 15 to 19, they will attend AERO (Migrant) Shanker building at Top Sherkhania.

Anand loses in Zurich Challenge opener
Zurich, Jan 31:Five-time world champion Viswanathan Anand began his campaign in the Zurich Chess Challenge as he went down to Armenian Levon Aronian in the first round here.
It turned out to be a bad day in office for Anand who lost his way in the middle game and his counter play bid did not materialize. The loss may prove quite costly as every win here is worth two points for the overall standings.
World champion Magnus Carlsen started from where he had left the classical chess. His last outing being the world championship match in Chennai, Carlsen did not show any rustiness coming back to the board and outplayed Boris Gelfand of Israel in a remarkable game.
The other game of the six-player round-robin tournament between Fabiano Caruana of Italy and Hikaru Nakamura of United States ended in a draw.
With four rounds in the Classical chess remaining and then five in the rapid stage to be played, Carlsen and Aronian emerged as the early leaders on two points each and they are followed by Nakamura and Caruana with a point apiece.
Gelfand and Anand will look forward to open their account in the second round.
The tournament has a unique format wherein the Classical and rapid scores will be clubbed together to find the winner. Every Classical win gives two points, draw one and a loss none while in rapid every win gives one and a draw a half point.
After tying for third and finishing fifth, Anand got a black to start the proceedings and Aronian came up with the English opening as an initial surprise. After the opening Anand was close to equal but Aronian ensured a consistent pressure on the queen side that increased after an error.
The Indian decided to part with a piece for three pawns but it was Aronian’s day as he masterminded the ensuing endgame in copy book fashion. The technical issues remained and Anand fought on till the end but the Armenian gave nothing away and won in 73 moves. (PTI)
House gutted; 2 children injured, 32 animals charred to death

UDHAMPUR, Jan 31: Two children sustained burn injuries while 32 animals were burnt alive as a house got completely gutted in accidental fire at village Katti, block Panchari, here last night.
The fire broke out in the house of Kuldeep Singh son of Pram Singh of village Katti, late last night. Family members took the injured children to PHC Lander where their condition was stated to be stable when the last reports came in. They were identified as Bakilu (8), son of Prama and Rinku (7), son of Romash Chand.
The loss of live stock included one buffalo, 7 cows, 3 bulls, 9 goats and 12 sheep.
Four students injured in clash at Commerce College

JAMMU, Jan 31: Four students were injured in a clash at Government SPMR College of Commerce, Canal Road here today.
As per police sources, two student groups entered into verbal dual at Government SPMR College of Commerce, Canal Road but Principal of the institution intervened and pacified them.
Later, the student groups clashed in the college premises in which four students received injuries.
On getting information, police party from Canal Road police post rushed to the spot and shifted the injured to Government Medical College and Hospital (GMCH), where their condition was stated to be stable, when last reports came in.
The injured students have been identified as Sahil, son of Ravi Kumar of Akhnoor, Varun Badyal, son of Ashok Kumar of Talab Tillo, Dhruv Gupta, son of Anil Gupta of Channi Himmat and Rohit Gupta of Satwari.
A case under FIR number 17/14 has been registered at Canal Road police post and manhunt has been launched to arrest the accused.
However, no arrest was made till last reports were compiled.
SNS Vidya Mandir organizes drawing competition

JAMMU, Jan 31: Drawing competition ‘Rang Baro’ was organized by Sushila Narendrajit Singh (SNS) Vidya Mandir in its school premises, here today.
76 students drawn from classes IV to X, participated in the competition held to celebrate 150th Jayanti of Swami Vivekananda.
The competition was held under the supervision of adjudicators from Sanskar Bharti Organisation.
The students threw light on the teachings of Swami Vivekananda and lauded the role of Vivekananda Organisation of Jammu in building healthy society.
Police arrest teacher for torturing student

SRINAGAR, Jan 31: Police today arrested a Government teacher in North Kashmir’s Baramulla district over making fun of a student as corporal punishment.
Shockingly, some unknown persons videographed the teacher forcing the child to recite English alphabets but the child fumbles to recite because of the fear and embarrassment for being filmed. The video was uploaded on different social networking sites including ‘Facebook’.
The teacher in the video faced public wrath on social networking sites with demand for his arrest growing louder every day.
Superintendent of Police (SP) Sopore, Abdul Qayoom told Excelsior they have arrested the teacher and an FIR number 01/2014 under Section 66 B IT Act has been registered against him.
He has been identified as Sajad Ahmad War, son of Ghulam Muhammad War, working as a Rehber-e-Taleem (ReT) in Gundkareem Government Primary School, the SP said.
The father of the child had told media the video has made their life hell and his son is reluctant to pursue studies.
“My son has confined himself now to four walls after he feels ashamed outside as everyone teases him while showing him the insulting video clip,” his father had said.
Director School Education Kashmir Mir Tariq Ali said he has directed the concerned Chief Education Officer to constitute a fact finding team to establish the veracity of the video.
“Once the team finds the facts, the guilty teacher will be dealt with,” Ali said.
Meanwhile, another video has surfaced in which a teacher is beating a child as his classmate carries him on his back. The child is crying in pain while the teacher beats him. The video appears to be taken in summer as the teacher and students are wearing summer uniforms.
The Director said strict action will be taken against the teacher after its whereabouts are traced. He appealed people to help him in finding the teacher who is seen beating the child.
Jugal, others remember martyrs of Praja Parishad agitation

JAMMU, Jan 31: To pay homage to the martyrs of historic 1952-53 Praja Parishad agitation which gave slogan of Ek Vidhan, Ek Nishan, Ek Pradhan, BJP Akhnoor district organized a programme at Samadhi Sthal of the martyrs in Jourian town 40 kilometres form here today.
Party State president Jugal Kishore Sharma, along with Leader of Legislative Party Ashok Khajuria, National Executive Member Shamsher Singh Manhas, district president Daljit Singh Chib, Kissan Morcha State president Karan Singh, senior SC leader Chaman Lal Kanathia and other local leaders laid wreaths at the Sthal and paid rich tributes to the martyrs who laid down their lives for the national cause.
Mr Sharma, recalling the supreme sacrifices of these martyrs, said that they had participated in a people’s movement for the noble cause as they wanted to see the free flow of democratic secular Indian Constitution and abolition of separate symbols of the State which were the legacies of political and military intrigues of 1947 orginating from what is now Pakistan.
He said that their pledge to see the triumphant hoisting of tri-colour was unshakeable and did not deviate from this path of struggle despite odds, atrocities and bullets of the then Kashmir Centric State Government. He added that fact remains that every and each family from every nook and corner of the Jammu region has somehow contributed to this progressive integrative struggle in the state by sacrifices, internment and by joining belt forces.
Ashok Khajuira said that the Jammu province has a history of being land of brave Dogras, who have always been in forefront to defeat all such forces which induce a sense of separatism and promote communalism. He said that the real tribute to these martyrs will be to pledge to work the fulfillment of incomplete mission of getting separate constitution and separate flag abolished and attain the full integration of the state with the rest of the country.
Shamsher Singh Manhas said that it was not only these martyrs but thousands of other patriotic people in entire belt from Lakhanpur to Poonch also came out voluntarily against the separate symbols of the State and their struggle forced the government to allow the hoisting of Tri-Colour in the State.
Water supply to remain affected

JAMMU, Jan 31: In view of the power shut down by Power Development Department (PDD) tomorrow, the water supply to various areas will remain affected.
As per communiqué issued by Executive Engineer, PHE City Division-II the water supply to Narwal, Channi Himmat, Sainik Colony and Bathindi areas will remain affected tomorrow due to power shut down tomorrow from 11 am to 4 pm.
The public is requested to use the water judiciously during the shut down.
Retiring personnel accorded warm, affectionate send off

JAMMU, Jan 31: A large number of officers and officials retired from services after attaining age of superannuation today and were given warm send off wishing them a happy and healthy post-retirement life.
Registrar Cooperative Societies, J&K, Sudershan Sharma, IAS, was accorded a warm send off on his retirement. During the farewell the speakers lauded the role of the officer who has rendered unblemished services in various departments.
Dr Madhu Khullar, Project Director, J&K AIDS and Prevention Control Society was honoured by JKSACS staff in recognition of her distinguished services on her superannuation today. Various officers of the society while addressing appreciated the role of Dr Madhu Khullar in bringing about a visible and appreciable change in administration of various departments which remained under her control.
The Chief Executive Officer/Deputy Commisioner Kargil, Fida Hussain was given a warm farewell after completing his 37 years of service.
