JAMMU, Jan 23: Indian Council for Cultural Relations (ICCR) Ministry of External Affairs, Government of India started a “Cultural Reading Room” in its headquarters at Jammu.
This was informed by Regional Director of ICCR Jammu Balwant Thakur during a press conference held at ICCR Campus, Jammu.
In addition to six quarterly magazines of ICCR in five International languages on Indian culture which includes ‘Papeles De La India’ (Spanish), ‘Rencontre avec L’ Inde’ (French) ‘Thaqafat-ul-Hind’ (Arabic) ‘Indian Horizons’ and ‘Africa Quarterly’ (both in English), and’ Gagananchal’ (Hindi), the reading room will offer the rarest publications of ICCR on Culture in English, Arabic, French, Spanish, Hindi and Sanskrit, he added.
He said that the idea behind disseminating this information was to make the public aware of the programmes and initiatives of ICCR.
He desired that interested people and scholars may take benefit of this ICCR’s highly valuable facility.
Ever since the ICCR has come to Jammu, efforts are being made to spread the reach out of its programmes and initiatives to a larger network of its stakeholders, Thakur added.

Girl students protest over rejection in Republic Day parade

RAJOURI, Jan 23: The students of Government Girls Higher Secondary School (GGHSS) today held a protest demonstration against the Police Department for manhandling them and also rejecting them to participate in the forthcoming Republic Day parade here today.
As per sources, the girls of GGHSS after getting rejected by the “Selection Committee” for Republic Day parade at District Police Lines held a protest demonstration in the school premises.
Raising slogans “we want justice”, the girl students came on road and held protest outside Dak Bunglow and also blocked the vehicular movement for half an hour. They then marched towards Gujjar Mandi and staged sit in protest there also.
One of the protesting students said that they were regularly attending the rehearsal parade for Republic Day. But they were rejected by the selection committee today at District Police Lines due to unknown reasons, she added.
She alleged that some of the police cops also manhandled them and even slapped one of the girl students in full public view.
“We want to participate in the Republic Day parade and this is our demand”, she informed.
On getting information, senior police officials and Principal of the school rushed to the spot and pacified the agitating students by assuring them that their demand will be looked into.
On the assurance, the protesting students dispersed.
Man injured

Srinagar, Jan 23: A 29-year-old man was injured while repairing an electric line in Budgam.
Police said Bashir Ahmad, son of Abdul Ahad Hajam resident of Wanihama, Beerwah, Budgam was seriously injured after he received electric shock at Rankipora Beerwah while repairing the electric line. He was shifted SKIMS Soura, Srinagar for treatment.
Set to gain from ICC overhaul, BCCI backs revamp plan
Chennai, Jan 23: Set to benefit immensely from the structural overhaul of the ICC, the BCCI today unanimously backed the plan which would cede executive decision-making in world cricket to India, Australia and England.
In an emergent meeting called here, the Indian Board reviewed the proposals of the ICC Commercial Rights Working Group, which have created quite a flutter in international cricket.
“The committee discussed at length the proposals of the ICC Working Group and felt that this proposal was in the interest of cricket at large,” BCCI Secretary Sanjay Patel said in a statement after the meeting.
The meeting was chaired by Board vice-President Shivlal Yadav after President N Srinivasan had to skip it because of his mother’s death this morning.
The BCCI unanimously agreed to approve the proposal of the Working Group of the ICC’s Finance and Commercial Affairs (F&CA) committee in which the Indian Board, Cricket Australia and England and Wales Cricket Board are key members.
The BCCI members “authorised the office-bearers to enter into agreements with ICC for participating in the ICC events and host ICC events, subject to the proposal being approved in the ICC Board”.
The BCCI also “authorised its office-bearers to discuss bilateral matches with other Full Members (including Pakistan) and sign formal Future Tours Programme agreements”.
As things stand right now, 75 per cent of ICC earnings are divided between the 10 full member countries equally and the remainder goes to associate members.
In the lead-up to negotiations for the next ICC commercial rights cycle — covering the period from 2015 to 2023 — India apparently wants its share of the global game’s money to reflect the proportion of revenue the country generates.(PTI)
Opinion divided in Panel on recommendations of new units

JAMMU, Jan 23: The Cabinet Sub Committee (CSC) on administrative units would hold a meeting with Chief Minister Omar Abdullah at 2.30 pm tomorrow ahead of the crucial Cabinet meeting, which is slated for 3.30 pm.
The CSC met for fourth consecutive day today for one and a half hours at 4 pm and completed discussions on about 3000 representations received from all 22 districts of three regions-Jammu, Kashmir and Ladakh-of the State.
Official sources told the Excelsior that seven members CSC headed by Deputy Chief Minister Tara Chand would be meeting Omar at 2.30 pm just an hour before tomorrow’s Cabinet meeting and apprise him of the exhaustive exercise undertaken by the Panel in taking representations from all 22 districts by visiting most of them and scrutinizing them for the past four days.
“The Cabinet meeting, which would take place soon after the Chief Minister’s meeting with the CSC, would be crucial,” sources said.
The CSC would take a decision in its meeting at 2 pm tomorrow on how and when to submits its recommendations to the Chief Minister, who was very keen for an early report from the Committee before going ahead with setting up of new administrative units.
“There was one opinion in the CSC that it should submit recommendations of Bloeria Commission and Mushtaq Ahmad Ganai Commission along with 3000 odd fresh representations for new units received by it to the Chief Minister and allow him to take a decision on the setting up of new units.
“However, there was another opinion that the CSC should recommend the administrative units required to be set up based on the criterias adopted by it including population, area, distance and topography-separately for plain and hilly areas as per representations received by it apart from the units proposed by Bloeria Commission and Mushtaq Ahmad Ganai Commission,” sources said.
They added that the Committee would take a decision on how and when to submit recommendations in its meeting at 2 pm tomorrow and then meet the Chief Minister and apprise him of their deliberations.
Pointing out that tomorrow’s Cabinet meeting after the CSC members call to Chief Minister Omar Abdullah was going to be very crucial, sources said Omar was very keen on early decision of announcing the new administrative units.
There has been an opinion in top circles of the National Conference that the Congress wanted to delay report on new administrative units so that the Model Code of Conduct was imposed for Lok Sabha elections by the Election Commission of India and the Chief Minister couldn’t take an early decision on the units, sources said but added that the NC was determined to set up new units as early as possible.
Seven members CSC headed by Deputy Chief Minister Tara Chand comprised PHE, Irrigation and Flood Control Minister Sham Lal Sharma and Urban Development Minister Rigzin Jora, all Congress, Higher Education Minister Mohammad Akbar Lone, Planning and Development Minister Ajay Sadhotra and Law and Parliamentary Affairs Minister Saifullah Mir, all National Conference and Agriculture Minister GH Mir.
Guv to address Legislature on Feb 10

JAMMU, Jan 23: Governor N N Vohra has summoned the State Legislative Assembly and the Legislative Council to meet at Jammu on February 10 at 10.30 a.m.
The Governor has called upon the Members of the Jammu and Kashmir Legislative Assembly and the Legislative Council to assemble together in the Central Hall of the Legislature Building in the New Secretariat premises to hear his Address to both the Houses of the Legislature.
After the Address, each House of the Legislature will meet as a separate body at the time specified by the respective Presiding Officers.
The Governor approved the State Government’s proposal in regard to this matter today.
Secretary Assembly Mohammad Ramzan has urged all Members of the Legislative Assembly to send not more than 10 starred and 10 un- starred questions in relaxation of Rule 32 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before January 28.
The Members have been further requested not to send more than 5 bills in relaxation of sub rule (3) of Rule 65 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before January 28.
The Legislators have also been requested not to send more than four Resolutions in relaxation of Rule 174 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly by or before January 28.
Road accident victim succumbs

JAMMU, Jan 23: A road accident victim succumbed to his injuries at Government Medical College and Hospital (GMCH) here today.
As per reports, Sumit Gupta, son of Subash Gupta of Gangyal was seriously injured in motorcycle-scooty collision at Trikuta Nagar on January 19.
He was rushed to Government Medical College and Hospital (GMCH), where he failed to respond to the treatment and succumbed to his injuries today.
The body has been handed over to family members for last rites after completing legal formalities.
A case in this regard stands registered at concerned police station and investigation started.
Meanwhile, a woman namely Pardeep Kour of Digiana received injuries after being hit by a Scooty at Digiana.
She was shifted to Government Medical College and Hospital (GMCH), where her condition was stated to be stable, when last reports came in.
Police has taken the cognizance.
Modi hits out at Cong, Mulayam
GORAKHPUR, UP, Jan 23:
Narendra Modi today hit out at Congress for ‘chai-wala’ barbs, saying the ruling party was mocking at the poor whom it has used only as a vote-bank without doining anything for them.
The BJP leader also took a dig at Samajwadi Party chief Mulayam Singh Yadav for saying that Modi will not be able to convert Uttar Pradesh into Gujarat.
“Netaji, do you know the meaning of coverting to Gujarat? It means 24-hour electricity in every village and street. You can’t do it. It requires 56-inch chest,” Modi said, apparently suggesting that it requires decisiveness.
The BJP’s Prime Ministerial candidate appealed for a mandate for a minimum of 60 months, promising to convert the country’s huge potential into a reality so that it matches the most developed countries of the world.
“This country is not poor. The people of this rich country has been kept poor for the sake of politics… You give me 60 months and I promise you a life of happiness and peace,” he told a large rally in the eastern UP town.
Congress governments have failed to eradicate poverty despite repeatedly projecting it as a main plank for the last 60 years, he said.
In a sarcastic tone, he said he has been wondering for long as to why the poverty has been increasing despite the poor voting for the Congress all these years.
“Now I have got the answer. The Congress’ political future lies in keeping them poor… Its mentality is anti-poor,” he added.
Apparently referring to the ‘chai-wala’ barb at him by Congress leaders, Modi said it was because of the party’s mentality that “no Congress leader is ready to tolerate a tea-vendor, son of a poor mother holding his head high. They mock at the poor.”
Promising to work for boosting the development of the country, including in agriculture sector, and creating job opportunities, Modi invoked Netaji Subhash Chandra Bose on his birthday today as he asked the people to elect “this sevak (servant)” after giving chances to “rulers” for 60 years.
Referring to Subhash Chandra’s Bose’s famous lines ‘you give me blood, I will give you freedom’, he said, “You (people) give me 60 months and I will give you a life of peace. I have come here to make this promise.”
Noting that Gujarat under him had witnessed sustained high growth, the state Chief Minister said, “We don’t want to see India crying and with begging hand. I want to say that you have selected rulers for 60 years, I have come to ask only for 60 months. Elect this servant once as see.”
The BJP leader, who was addressing Vijay Sankhnaad rally here, said “We have seen several elections but this election is such where the people have already decided about the future of the country. The country has decided to bid farewell to Congress and its allies. This time the dream of Congress-free India will be realised and it is clear.”
He said the Congress used to think that it can run the government as long as it keeps its vote-bank in good humour. “It is past now. BJP is committed to the politics of development. We can’t turn things around without good governance,” he said.
Modi, who addressed the rally here shortly after Mulayam Singh Yadav’s rally, targetted the Uttar Pradesh’s SP government, saying it had “destroyed” the state by squandering its big mandate in the assembly polls by not delivering peace, jobs to the youth and progress to farmers.
Taunting Yadav and his Chief Minister son Akhilesh Yadav for holding rallies which coincide with his public addresses, he said “the father and the son are chasing me”.
Mulayam had attacked Modi over the 2002 riots in Gujarat, taunting him that he won’t be able to turn UP into Gujarat.
Modi said Gujarat had been living a life of “peace and harmony” for the last 10 years which was beyond Mulayam, whom he referred as ‘netaji’ in his address.
If elected to power, BJP government will bring about a “white-revolution” in UP which despite being an agriculture state was buying milk from outside, Modi said.
Stressing the need for giving priority to agriculture in the country, he said BJP had vowed to develop UP which was capable of changing the face of the country if developed to its potential.
He said Congress, SP and BSP have “one master”, an apparent reference to the support to the Congress government by the two UP-based parties.
In his 45-minute long speech, Modi harped on his developmental agenda, saying the vote-bank politics of Congress and others have done no good to the country. (PTI)
Norms on third party audit of information ready: Govt
NEW DELHI, Jan 23:
The Government today said it has formulated guidelines that provide for a third party audit to assess compliance of a provision of the RTI Act, which mandates a public authority to put governance related information in the public domain.
The Ministry of Personnel had on April 15, last year, issued detailed guidelines to central ministries or departments for proactive disclosure under section 4 of the transparency law.
However, these guidelines were not being followed by various Central Government ministries, which had prompted it to issue a directive in this regard.
The departments were asked to comply with the guidelines within six months.
“It was also requested that the action taken report on the compliance of guidelines should be sent, along with the Uniform Resource Locator (URL) link, to Department of Personnel and Training (DoPT) and the Central Information Commission (CIC) soon after the expiry of the initial period of the six months.
“It has been noticed that most of the ministries or departments or public authorities have not sent the compliance report or action taken report to this department and CIC,” the Ministry had said in a recently issued office memorandum.
In a press release issued today, the Personnel Ministry said it should be a constant endeavour of every public authority to take steps for providing information suo motu to the public at regular intervals through various means of communications, including internet, so that the public has to minimally resort to the use of RTI Act to obtain information.
The release is a part of efforts being made to publicise the Act and make people aware of various steps being taken by the Government, a senior Ministry official said.
The guidelines also require public authorities to supply information requested by any citizen and to permit him or her to inspect the documents and collect samples of various works, it said.
State Governments have also been requested to consider issuing similar guidelines, along with templates for disclosure at various levels, for better implementation of suo motu disclosure at state level, the release said.
Four areas have been identified for development of templates — public distribution system (PDS), panchayats, MGNREGA and primary and secondary schools.
The RTI Act calls on public authorities to suo-motu disclose or publish information.
During 2011-12, CIC had received 33,922 appeals or complaints and disposed of 23,112 of them.
The CIC had received 28,875 appeals and 24,071 complaints during 2010-11 as against 22,800 appeals and 19,482 complaints in 2009-10.
Out of 95 countries, the Right to Information Act, 2005 has been rated second, last year, on the “International Right to know Day” (September 28) globally in a study conducted by the Access Info Europe and the Centre for Law and Democracy.
Both these institutions are human rights organisations working in Europe and Canada respectively.
A web portal named ‘RTI Online’ has been launched for all central ministries to facilitate Indian citizens to file online RTI applications and first appeals and also make online payment of RTI fees.
The RTI Act empowers a citizen to seek information related to governance from government departments, also referred to as public authority, through an application and after payment of Rs 10 as fee. (PTI)
JKNPP announces Mahabharat Ratan Awards

JAMMU, Jan 23: Observing Re-organization Day for J&K, Jammu and Kashmir National Panthers Party organized a public rally in front of the Raj Bhawan, here today and announced Mahabharat Ratan Awards to 20 freedom fighters.
Speaking on the occasion, Prof Bhim Singh said that the National Panthers Party shall decorate the foremost freedom fighters with ‘Mahabharat Ratan Awards’ who made historic and unparalleled sacrifices to attain freedom of India before 1947. He announced ‘Mahabharat Dogra Ratan Award’ to Netaji Subhash Chandra Bose and other freedom fighters, who included Sardar Bhagat Singh, Jhansi ki Rani Lakshmibhai, Mangal Pandey, Nawab Bhadur Syed Fateh Haider Ali (Tipu Sultan), Bahadur Shah Zaffar, Lala Lajpat Rai, General Zorawar Singh, Khudiram Bose, Veer Savarkar, Chander Shekhar Azad, Raj Guru, Sukhdev, Kunwar Singh, Ashfaq-Ullah, Ram Prasad Bismil, Sardar Udam Singh, Mohd Ali Johar, Shokat Ali Johar and Bal Ganga Dhar Tilak.
More heroes of freedom struggle shall be traced out by a search committee headed by Dr Mehmood Rahman Khan, IAS and former Vice-Chancellor of AMU.
Prof Bhim Singh announced that the Anita Bose, daughter of Subash Chander Bose will come to Delhi to receive ‘Mahabharat Ratan Award’ on behalf of her father. The Award will be presented to the kin/heirs of the Mahabharat Ratan in a grand celebration to be held in New Delhi in middle of March, he added.
The other important leaders of NPP, who addressed the rally, included Harshdev Singh, Balwant Singh Mankotia, Yashpal Kundal, Syed Mohd Rafiq Shah, S Daljit Singh, P K Ganju, Sudershan Singh Jamwal and Gh Mohd Shan, Anita Thakur, H C Jalmeria , Shanti Saroop Bastora, Bansi Lal Sharma, Faqir Nath, Jagdev Singh, Pushvinder Singh Manhas, Pratap Singh Jamwal, Gagan Partap Singh, Naresh Chib and Vinod Singh Jamwal.
The JKNPP declared full support and solidarity with the protesting youth in J&K, particularly the jail wardens, PHE, PDD, NYC activists demanding justice to them.
