JAMMU, June 15: Minister for Housing, Horticulture, Culture and Youth Services and Sports Raman Bhalla today said that the Government has prepared a comprehensive plan to revive overall profile of the State by constructing latest infrastructure facilities in every nook and corner.
This was stated by the Minister while addressing a large gathering at Qasim Nagar W No. 47 in Bahu Fort after laying foundation stone of multipurpose community hall, here today.
Mr. Bhalla said the multipurpose community hall would be completed at an estimated cost of Rs. 75 lakh by Jammu Municipal Corporation (JMC). He asked the JMC to complete the building within stipulated time frame so that the people of the area could arrange their social as well as religious functions there on nominal charges.
For facilitating the people of Gorkha Nagar, Bazigar Basti, Rabi Dass Basti and Bahu Fort, the Minister informed that Government has already dedicated seven multipurpose community halls to the residents involving Rs. 3.5 crore.
The Minister informed that Government has launched various schemes to upgrade the socio-economic condition of the poor like Basic Services to Urban Poor (BSUP), Indira Awas Yojna (IAY) and Rajiv Awas Yojna (RAY). He called upon the people to avail the benefits of such schemes. He urged the Below Poverty Line State Subject houseless people to fill the form under BSUP scheme, adding that under the scheme, Government has provided Rs. 2.75 lakh to each houseless BPL family for construction of Pacca Houses.
Mr. Bhalla called upon the people to extend their cooperation to the Government in making every locality of the State with modern line facilities. He informed that there was no constraint of funds in meeting the development related issues of the people across the State.
Bhalla said that Government is also on a job for construction of cable car project from Mahamaya to Bahu-Fort and Mahamaya to Peer Kho besides development of golf course and restoration of pristine glory of Mubarak Mandi Heritage complex.
For facilitating the pilgrims and tourists at Bahu Fort area, Bhalla said the Government has created modern line wayside facilities like recreational garden, aquarium, balidan stumb, landscaping, view points, toilet blocks, fencing, illumination, drinking water besides construction of darshani deodi near Kalika Colony, he added.
Earlier, the Minister also visited Digiana W No. 45 and Trikuta Nagar near Panj Mandir and kick started various development works including construction of slab over nallah in Trikuta Nagar and upgradation work of lanes and drains including grating facilities, for which Government has earmarked Rs. 12 lakh. He asked the executing agency to complete the launched projects within stipulated time frame.
Responding to the demand of locals, the Minister asked the JMC to immediately start the blacktopping work of link roads of Sector 5 of the Trikuta Nagar and complete the job well before the onset of monsoon.

JAMMU, June 15: B R Kundal MLC and senior Congress leader inaugurated newly constructed lanes/drains in village Bhou out of CDF at the cost of Rs 5.75 lakh in the presence of villagers today.
Speaking on the occasion, Mr Kundal explained the legal and constitutional position of Article 370 of Indian Constitution and provisions of the State Constitution. After explaining the position as it exists, he stated that abrogation of said article is nearly impossible. Participants heard it in rapt silence / attention and many doubts of the participants were also cleared.

KSD delegation meets Union Home Minister, discusses return issue

NEW DELHI, June 15: A delegation of Kashmiri Samiti Delhi led by Vijay Raina its president called on Union Home Minister Raj Nath Singh here today in response to the initiative taken by Central Government regarding return & rehabilation of Kashmiri Pandits in Valley.
The delegation apprised the Home Minister about the ground situation in the Valley which is in no way different than what it was at the time of exodus of Kashmiri Pandits.
It demanded a thorough investigation by SIT to find out the reasons for the exodus of the community.
It said the forces responsible for exodus of KPs are still operating in the Valley as a result of which the return under present situation will be suicidal for the community.
The Home Minister agreed that the situation is not conducive for the return of Kashmiri Pandits and assured the delegation every steps will be taken to ensure safety and security and then only the return will be possible.
Further the delegation demanded hike in the relief paid to displaced people, settlement of traders in Delhi and regularization of contractual teachers.
In addition it demanded rehabilitation at present places of stay till full normalcy.
The delegation while reiterating the homeland demand said it was the only viable solution and a way out to KPs return to the Valley.
The Home Minister assured the delegation the interest of Kashmiri Pandits will be safe gaurded at every level, the issue of return will be discussed in detail with the representative of Kashmiri Pandits and the issue will be resolved to the entire satisfaction of the displaced people.
Mr Singh urged the Samiti to consult all KP organisations come out with common program for the welfare of community.
Mild mannered Speaker not averse to strong action
NEW DELHI, June 15:
Sumitra Mahajan may be described as soft spoken and mild mannered and fondly called ‘tai’ (elder sister), but the new Lok Sabha Speaker is not averse to taking “strong” action against erring members to maintain decorum in the House.
Elected unanimously last week as the second woman Speaker after Meira Kumar, 71-year-old Mahajan says that she is for striking a natural dialogue with members but would not be found wanting in taking “strong” decisions in the interest of the House.
“Whenever it is necessary to give strong decisions, one has to,” the eight-time MP told PTI in an interview.
She was replying to a question about how she would conduct the House because it has been repeatedly proved that even a small group of MPs can hold the house to ransom by protesting in the Well of the House.
Mahajan’s attention was drawn to the fact that the previous Lok Sabha got the tag of being the least productive because of record disruptions and indecorous behaviour including the pepper spray incident.
Her emphasis is on “sahaj sulabh sanvad” (natural dialogue) with members and “coordination” among the treasury benches, opposition including the smaller groups to run Parliament smoothly.
She says that the responsibility of the lawmakers and Parliament was needed all the more at a time when democracy in the country is growing from strength to strength as reflected in the voting pattern. “It is our responsibility to fulfill the rising expectations of people.”
Asked whether she would frame rules to check troublesome behaviour of MPs, Mahajan said “actually rules can be framed if necessary” but she would do it only after consultations with leaders and persuade members about their responsibilities.
To a query about the last Lok Sabha being called the most disrupted, she said, “I don’t want to comment anything about the past. I have been elected Speaker to a new Lok Sabha.”
Mahajan is against opening the proceedings of the Parliamentary standing committees to the media, suggesting that it would hamper consensus building on issues.
“It is not necessary as free, frank and detailed discussions take place in the Parliamentary Committees and it is not partywise.”
The veteran Parliamentarian, who has herself headed and participated in many such committees, feels that allowing the media in the proceedings would hamper the spirit of consensus building in such panels, which is so essential for democracy.
She said she had often seen members taking stands which were quite contrary to their parties on the issue. She said the churning inside committees becomes more intense because there is no media inside.
“The discussions in the committee is like that in a family. There may be heated debates and discussions before a stand is decided like that in a family,” she said suggesting that if media is there, people will start positioning themselves and play to the gallery and the purpose of the panel would be frustrated.
One of Mahajan’s predecessors Somnath Chatterjee who presided over the 14th Lok Sabha had proposed that the proceedings of the Parliamentary standing committees be made public, but it did not find favour with several MPs and leaders.
Mahajan as Chairperson of the Standing Committee on Rural Development, is credited with coming out with a report on the historical Land Acquisition bill which was hailed by all.
She had sought to quell trouble in the House in the just concluded session by telling seniors that they would be setting a bad precedent before the newcomers to the Lok Sabha, who constitute as many as 315 of the total 543 members.
When some members carried placards in the House, the next day’s Lok Sabha bulletin had a message to members reminding them of the rules under which such actions are prohibited.
About future plans, she said that with first timers in large numbers, she wants to lay emphasis on training and will consider introduction of new things in the training pattern so that the members become more effective lawmakers.
Mahajan said that she also believes in quality debates in Parliament. She said that as a parliamentarian, she has been impressed by veterans like Atal Bihari Vajpayee, the late Indrajit Gupta, Chandra Shekhar and Vasant Sathe.
Recalling that when she was a new member, she had the honour of being appreciated by leaders like P V Narasimha Rao over the speeches or points she made in the House, she lamented that the practice of appreciation of new and young members is diminishing while that of hooting out a member is growing. Govt to work on policy framework for missile exports: Chander
HYDERABAD, June 15:
Many countries have expressed interest in acquiring missiles developed by India and efforts would soon be made on laying down a policy framework to tap this export potential, according to Scientific Adviser to the Defence Minister Avinash Chander.
The export of missiles is a new area that India is exploring, Chander, who is also Director General of Defence Research and Development Organisation (DRDO), said even as Prime Minister Narendra Modi has pitched for making the country self-reliant in manufacturing of defence products and even capable of exports in the sector.
“The new government is also keen on building up the export potential (of defence products). There has been lot of interest shown by many countries on our missiles,” he said delivering an invited talk at the Aerospace Luminary Lecture Series, organised by Aeronautical Society of India, Hyderabad, late last evening.
Speaking on board India’s largest aircraft carrier INS Vikramaditya, Modi had yesterday said, “Not only should we become self-reliant, we also should provide them (defence equipment) to small countries. The small countries should feel secure that the they have India-produced defence equipment.”
“We have to lay down policy norms and methodologies how to work out (tap export potential of missiles),” said Chander, who also interacted with reporters.
“We are confident we will be soon working on this,” he said.
India’s Akash and Prahaar missiles can be easily exported, as also BrahMos (developed in a joint venture with Russians) for which a lot of countries have shown interest, he said.
“Our future missiles that we are developing…That will have lot of (export) potential,” he pointed out.
DRDO is working on a programme to extend the range of surface-air missile beyond 200 kms, Chander said.
“We need to have ship-launched, sea-launched, air-launched, submarine-launched cruise missiles. India needs supersonic air-launched cruise missiles. India needs hypersonic transportation systems and these are the various segments in which we are operating (working on),” he said.
“Of course, we are working on anti-radiation missiles,” he said.
“Our aim is that by 2020, India will be fully autonomous in missile capability. We are covering the entire gamut of needs (in the area of missiles),” Chander said.
Defence production from indigenous sources has gone up in recent years and it’s no longer the case that imports account for 70 per cent of the country’s defence hardware procurement, he said.
“We have done an assessment. In the last seven years, whatever approval has been given by the government, out of the total…More than 50 per cent are for indigenous procurement. So, our self-reliance index today is above 50 per cent,” he said.
He also underlined the need to keep in mind export thrust and export planning while developing defence products.
“That’s what the thrust we are expecting the new government to give us,” Chander said.
Brazilian firm Embraer has come forward to have a joint venture company with India to produce advanced early warning aircraft that can be marketed in Latin America, he said. Under the proposal, it would be DRDO’s mandate vis-à-vis the electronic suite to be fitted into the Embraer aircraft.
DRDO is also planning to support setting up of centres of excellence in cutting edge technologies such as robotics, advanced propulsions and materials on 5-6 university campuses in the next three-four years, Chander added. (PTI)
I am like my father in some ways: Saif
MUMBAI, June 15: Actor Saif Ali Khan, who is planning to make a film on late Mansoor Ali Khan Pataudi, says his father was like a prince and he is like him in some ways.
“He is a very special person. We have a memory of an amazing role model. He never told us what to do, he had expectations and we tried to lead by it. He had a funny sense of humour. He was like a prince, dignified and very down to earth person, who respected money and people,” Saif told.
Mansoor Ali Khan Pataudi was former captain of the Indian cricket team. He was the titular Nawab of Pataudi from 1952, until 1971.
On making film on Pataudi, Saif said, “I am still working on it (the film). We are trying to find as much footage as we can, as there was not much footage available in those days. There are things but I haven’t found much. Once we get it we will make it,” Saif said.
Saif would like to highlight the 60s phase of his father’s life in the film.
“I think he liked the 60s phase. He thought it the best phase as he was playing his best cricket. I think his life was cricket and I think, he was little unhappy when he couldn’t play. He was not attached to things,” he added.
Like father, like son, the ‘Agent Vinod’ actor does thinks he is like his father in some ways.
“I think I am also a bit like him as I am detached (from things). I enjoy the idea of living the life properly than following what people think I should be doing. I think it is important to spend time with family, go on holiday with them and do what you like. And these are something in me like my father,” he said.
Ask him if he is like his father when it comes to parenting his kids, he says, “I think a little bit. I give them lot of space and don’t interfere in their lives too much. I think you can’t control kids beyond a point.”
Of late, there have been speculations of Saif’s elder daughter Sara acting in films but the actor rubbishes such reports.
“I don’t think she is planning about it. She has just finished her first year in University in America. After getting a degree from Columbia she can do whatever she wants. I will support her in whatever she wants to do,” said the 43-year-old actor.
Asked whether Sara has shown any interest in films, the doting father said, “No not really. She takes it as a compliment. I think she gets excited about the idea. But with what she is doing now has nothing to do with films.” (PTI)
Shastri urges CM to regularize casual, seasonal labourers

JAMMU, June 15: Stressing on the need for immediate regularization of casual and seasonal labourers working in various departments of the State Government, president of National Mazdoor Conference (NMC), Subhash Shastri, today appealed the Chief Minister, Omar Abdullah to regularize these daily rated workers as and when the State Government receives the lists of casual and seasonal labourers.
Addressing a largely attended NMC workers rally at Brahmin Sabha here, Shastri also urged upon the chairman of 7th Pay Commission to recommend to the NDA Government at the Centre to grant 20% interim relief in favour of both Central and State Government employees and pensioners, merger of 50% DA with basic pay and pension and enhancement of retirement age of Central Government employees to 62 years.
Shastri emphasized that whenever the recommendations of the Commission are submitted to the Central Government, the Commission should also recommend to the Central Government for extending these recommendations to the State Government employees along with provision of funds to J&K Government so that the State Government employees do not have to wait for getting benefits of 7th Pay Commission.
Shastri further urged upon the 7th Pay Commission to make encouraging and practical recommendations in view of the hiking inflation and price hike. He further demanded that the Commission should now start visiting various states of the country to have first hand views of the representatives of the Employees’ federations. This will help the Commission to make realistic recommendations to the Central Government, he added.
RR organizes free medical camp, lecture on AIDS

BHADERWAH, June 15: The Rashtriya Rifles located at Bhaderwah under the aegis of the Counter Insurgency Force (Delta) organized a free medical camp and lecture on AIDS for local populace of tehsil Bhaderwah at Jammu University Campus, Bhaderwah.
For the purpose, a Medical Inspection Room was established in premises of campus. The M I Room was inaugurated by G M Bhatt, Rector, Bhaderwah.
Following a lecture on AIDS by Medical Officer of Rashtriya Rifles, an interaction with the students was also organized. The entire faculty of the Campus along with students and Second-in-Command, Rashtriya Rifles along with one officer was also present on the occasion.
Dr Paul Denton from UK, who is seismologist of British Geological Survey, also conducted a lecture on Seismic Activity. He was accompanied by Dr Bindra Thusu who is a Petroleum Geologist from MPRG University College, London.
A large number of patients turned up for the free medical check-up from Hadal, Badrot, Sitengal and nearby villages. Medical Officer of Rashtriya Rifles provided the much needed specialized medical cover to the ladies, children and elderly people during the course of the camp.
During the camp a total of 107 patients were treated. They included 34 women, 47 male and 26 children.
Army also distributed free medicines, Health, Nutrition and Child Care pamphlets to the parents and elder citizens in order to spread medical awareness amongst the local populace.
India’s airspace to benefit from advanced surveillance tech
NEW DELHI, June 15:
India is now equipped with the technology for advanced surveillance of its entire airspace by operationalising 21 stations having surveillance technology for tracking aircraft — from the Himalayas to the high seas.
The sophisticated Automatic Dependent Surveillance – Broadcast (ADS-B) infrastructure covers the Indian subcontinent’s vast landscape of over 3 million sq.Km, plus parts of Bay of Bengal, the Arabian Sea and the entire Himalayas, allowing increased efficiency and safety in areas where radar coverage has so far been restricted.
The ADS-B was installed at 21 sites in two phases by Airports Authority of India (AAI) and Germany-based firm COMSOFT, which has been providing products for innovative surveillance and communication solutions like ADS-B and multilateration sensors for over two decades.
COMSOFT’s Quadrant ADS-B sensor installed here now is a lightweight and cost-efficient alternative to the conventional radar, with the ability to build a complete air situation picture from airport surface to well beyond 250 nautical miles, a company statement said.
With the country’s air traffic experiencing growth from both international and domestic flights, placing it among the top five nations for flight increases, the need for greater efficiency and accuracy was paramount to assist with capacity rises, AAI officials said.
Indian Air Traffic Controllers would now experience greater enhancements for approach and take-off procedures, including for international high-altitude traffic, particularly in non-radar airspaces like in the Bay of Bengal.
India’s vast airspace would benefit immensely from the long-range surveillance solutions, heightened efficiency and safety in all operational procedures while supplementing radar coverage which is limited by terrain and obstacles, the COMSOFT statement said.
AAI has also established a crucial air navigation link with Nepal for exchanging real-time data on various aviation- related aspects, including weather charts and aeronautical maps.
The link, called Air Traffic Service Message Handling System (AMHS), was operationalised between Mumbai and Kathmandu on June 2 by AAI’s Air Navigation Services (ANS) Directorate, its officials said.
In Asia, AMHS links are so far being operated between Hong Kong and Macau since 2009 and between Singapore and India since 2011.
Operational trials are underway to establish similar global links with countries like China, Thailand, Pakistan and Bangladesh which would enable complete operationalisation of the AMHS network in the Asia-Pacific region.
AAI, which manages 125 airports, also provides air traffic management services over the entire Indian air space and adjoining oceanic areas with ground installations at all airports and 25 other locations to ensure safety of aircraft operations. (PTI)
PHE Workers Welfare Association holds meet

UDHAMPUR, June 15: A meeting of PHE Workers Welfare Association Udhampur district was held under the president ship of district general secretary Vipan Dubey.
In the meeting a large number of employees of Ramnagar, Samna Banj, Shertari, Dalser, Kirmu, Chenani, Sudhmahadev, Mazalta, Mansar, Jib, Thathi, Krimchi, Salmari, Chak, Padano, Tirchi, Gandala, Narote and Pathi Pangara were present.
During the meet, Vipan Dubey highlighted the problems of employees and criticized the Government for its alleged anti employees policies. He demanded regularization of the C P Workers under SRO 64 and release of their pending wages of 18 months. Demanding enhancement in the daily wages of C P Workers, the meet unanimously passed a resolution to start agitation if the Government does not concede genuine demands of the employees.
The meeting was also addressed by Rakesh Verma, Ashok Kumar, Ram Singh Pathania, Mohd Shakoor, Madan Lal, Mohd Saleem, Ajay Smalia, Tilak Raj Bhardwaj, Hans Raj, Hem Raj, Des Raj, Mohd Sadiq, Kulbhushan Sharma, Bodh Raj, Kamdev Singh, Nasib Singh, Tarsem Lal, Pritam Sharma, Balbir Singh, Polla Ram and Deepak Kumar.
