JAMMU, Nov 15: BJP National general secretary (Org.) Ram Lal, along with State president Jugal Kishore Sharma, National Morcha & Cells Incharge Mohinder Pandey, State general secretary Kavinder Gupta, BJP State spokesperson & State election media Incharge Arun Kumar Gupta, State spokespersons- Lalit Moza and Sunil Sethi and IT Cell State Convener Jaidev Rajwal, inaugurated IT & Communication War Room in Rehari area of Jammu city on Saturday.
Ram Lal and other leaders also visited different sections of this war room, interacted with the social media experts and sought their suggestions as to how to reach maximum population during the election campaign through this medium.
Later, while congratulating the State IT team for setting up of such a hi-tech war room, Ram Lal said that BJP is a cadre based party and this centre will act as a bridge between the party leaders and activists at the national, State, district, mandal and booth levels in providing the latest feedback, which can be very effective and useful for election campaigning. He said that the war room has more significance in view of the ensuing Assembly elections as it will take the programmes and policies of the BJP to every nook and corner of the State besides serving as a round the clock information center with fully equipped with the desired information related to the candidate, constituency and election campaign being undertaken by respective candidates.
Jaidev Rajwal, on this occasion, gave point to point representation to the BJP leaders through a very highly qualified team which has gained expertise in election campaigning through different means of social media and assured that IT Cell will not rest till last voter castes vote.

DB’s directive to DM, SSP on noise pollution

JAMMU, Nov 15: In a Public Interest Litigation (PIL) regarding noise pollution in Jammu, Division Bench of State High Court comprising Chief Justice MM Kumar and Justice Tashi Rabstan today granted last opportunity to the District Magistrate, SSP Jammu and others for implementing the directions. The DB, however, made it clear that in case of further non-compliance both the officers shall appear in person.
After hearing Varut Kumar Gupta for the PIL whereas Senior AAG Gagan Basotra for the State, DB also directed Senior Superintendent of Police Traffic Jammu to ensure that no power horn is used in any vehicle as per the directions issued by the Supreme Court.

Be careful in administration of criminal justice: Justice Singh to Magistrates

Jammu, Nov 15:  In order to provide a platform to the Judicial Officers to get a clear understanding of the provisions of the Criminal Amendment Act, 2013, State Judicial Academy today organized one day workshop for all Judicial Magistrates of Jammu province on  the topic “Criminal Laws (Amendment) Act, 2013 and Section 154, 156, 200 CrPC”  and  “Lecture on  Powers and Jurisdiction of Magistrates vis-à-vis remand, bail, release of seized property and committal provisions for special laws like NDPS Act, Prevention of Corruption Act, Drugs and Cosmetic Act, Forest Act and Section 164-A CrPC”.
Justice J.P. Singh, former Judge, High Court of Jammu and Kashmir and Justice Bansi Lal Bhat, Judge of High Court were the resource persons.
Workshop was conducted under the guidance and instructions of Chief Justice, who is the Chief Patron, State Judicial Academy, Justice Muzaffar Hussain Attar, (Chairman Committee, State Judicial Academy) and Justice Hasnain Masoodi, (Member Committee, State Judicial Academy).
The topics were introduced by Pawan Dev Kotwal, Director, State Judicial Academy in both pre and post lunch sessions and emphasized the need of the course for judicial officers especially in the back drop of latest amendments made out in the Code of Criminal Procedure, Ranbir Penal Code and Evidence Act by way of Criminal Laws (Amendment) Act, 2013 which came into the force with effect from March 2014.
Justice J.P. Singh discussed in detail the purpose and object of the amended provisions of Code of Criminal Provisions, Ranbir Penal Code and Evidence Act. In his lucid and informative address, he enlightened the participants regarding ways and means which they can adopt while dealing with criminal cases and reminded the Magistrates about their powers and duties. He said that a judge should have a perception of a judge from the point of view of society as the society has large expectations from him and their job is to deliver justice on merit and not what the counsel for the parties are expecting. He cautioned the Magistrates to remain vigil and careful in the administration of criminal justice.
In the post lunch session, Justice  Bansi Lal Bhat addressed the Magistrates on the topic “Powers and Jurisdiction of Magistrates vis-à-vis remand, bail, release of seized property and committal provisions for special laws like NDPS Act, Prevention of Corruption Act, Drugs and Cosmetic Act, Forest Act and Section 164-A CrPC”.
He  dealt in detail with topic and cleared confusions and doubts which the participants had about the various legal provisions and procedures. All the participants took part in the deliberations with great interest. He  patiently heard the participants about their difficulties and cleared all doubts about the intricacies of law.

Ramban, Banihal neglected by successive Govts: Dr Jitendra

JAMMU, Nov 15: Embarking on an aggressive constituency-wise  election campaign,Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh today held a series of public meetings at far-flung areas including Charota, Rajgarh, Mohmangat and Ukhral in Ramban and Banihal Assembly Constituencies.
Addressing enthusiastic crowds at all these places, Dr. Jitendra Singh said that even after 66 years of independence, the areas of Ramban and Banihal continue to remain undeveloped and backward as they were before, in spite of hundreds of crores of rupees being pumped in through Central Funds. The reason is very simple that the successive Governments in the State have deliberately neglected Ramban and Banihal for political considerations. The ruling parties, including Congress and National Conference, had their priorities placed elsewhere and they did not allow these regions to grow, so that the people here could be kept perpetually deprived of the benefits of tourism, education and youth employment,” he added.
Making a dig at those leaders who misguided these innocent people of far-flung areas by saying that a BJP Government will be biased against certain communities or castes, Dr. Jitendra Singh said, these leaders should first be asked why, in that case, they make a beeline to present bouquets of flowers to Narendra Modi and seek to be in his good books. He said, leaders from all the political parties are today constrained to acknowledge the universal popularity and supremacy of Narendra Modi, but when they come for election campaigning, they mischievously instigate the voter not to vote for Narendra Modi or his Party.
Dr. Jitendra Singh said , time has come to install a Government in the State which is fully accountable and is answerable to the people for each penny spent from the Central Grants, but this is possible only if we have a BJP Government in the State, which is totally accountable to the BJP leadership at the Centre.
A vote for BJP is essential to end the era of loot and misappropriation of funds unleashed by the non-BJP Governments which have continuously blackmailed the Centre and used the Government of India funds to fill their coffers and benefit their families.
At all the meetings held today, Dr. Jitendra Singh was warmly greeted by large crowds cutting across the community lines . Mixed audience of Hindus and Muslims, and in certain places even the Muslim dominated audience, applauded Dr. Jitendra Singh when he raised the issue of accountability for Central Grants.

Pawar campaigns for Cong in Hiranagar

She asked public to support and elect Congress candidate in the interest of overall development of constituency. She said that public has seen the total absence of development works and non-presence of MLA of area. She said that Congress is the only party with vision & mission and which takes care of overall development of all sections of society and this is the party which has given strength to democracy and secularism in this country.
Congress Party has empowered an ordinary citizen of this state by introducing & implementing public service Guarantee Act, RTI Act, creating Vigilance Commission, created large number of administrative units for helping people of State. She appealed voters to come out in large numbers and use this right to elect their representative and vote in favour of Congress Party by electing the Congress Candidate.
Veena Devi Distt. president Kathua, Saroj, Shakti Devi and Neelam also spoke on the occasion.

15-day disaster management training programme for SMVDSB employees concludes

KATRA, Nov 15: As a part of its continuing effort towards Disaster Management preparedness, a 15-day hands on training programme for preparedness and response mechanism in disaster situations organised for the employees of Shri Mata Vaishno Devi Shrine Board concluded at the Shrine today. The training was imparted by a 10 members team of experts of National Disaster Response Force (NDRF).
As many as 150 employees of the Shrine Board participated in the training programme which comprised Basic Training Programme and Advance Training Programme. Of them, 100 employees took part in the 5-day Basic Programme from 1st to 5th November and 50 employees comprising the Disaster Management Task Force (DMTF) setup to most effectively respond to any emergency situations participated in the 10-day Advance Programme from 6th to 15th November, 2014.
The Basic Programme included brief over-view of major disasters, search and rescue in collapsed structures, rescue strategy and techniques, lifting and stabilizing loads, basics of medical first response, basic life support and cardiopulmonary resuscitation, rescue supervision and safety management etc.
Similarly, the Advance Programme comprised disaster response mechanism, evaluation and simulation exercises, search and rescue related inputs, rope rescue, emergency techniques from higher and lower elevations, water rescue technique, climbing, crossing and descending techniques, tying knots and hitches, use of conventional, modern and advance equipment etc.
Dr. M. K. Bhandari, Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, giving details of the programme, informed that on the directions of N. N. Vohra, Governor, who is Chairman of Shri Mata Vaishno Devi Shrine Board, a very high priority has been laid an effective Disaster Management Plan for the pilgrimage by building capacities of the Shrine Board employees and evolving a culture of preparedness and response to deal effectively with emergent situations.
CEO said that, on the advice of the Governor, these training programmes are being regularly organised for the employees of the Board since 2009. He added that so far about 1800 employees have been provided hands-on training in different aspects of Disaster Management by organising 22 rounds of programmes of different durations.
The Shrine Board has also set-up a number of Disaster Management Stores at different locations on the track and these have been equipped with Disaster Management equipment. These stores are being strengthened from time to time by adding latest gadgets. The team of experts from the National Disaster Response Force also undertook audit of these Disaster Management Stores for their further strengthening.

DODA, Nov 15: Former Union Health Minister and Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad today said that Congress gave response governance and era of fast  track development in the J&K State.
Addressing series of pubic meetings at Kukerwas, Boudhar, Hallaran, Seot, Behota, Gurmul  and Topneel in Chinab region today, Mr Azad said it is now proven fact that the Congress led Government  successfully gave a responsive and affective governance  and an era of fast track development. Those who are afraid of the popularity of Congress -led regime in J&K actually attempt all sorts of malicious propaganda to mislead the people in order to wean them away from Congress Party.
” I would like to pre-inform the people of  Chinab region that concerted attempts are being made to derail the process of progress and development in this mountainous  region by way of polarization and division,” Mr Azad said.
Claiming credit for setting out Chenab valley on the path of progress and development since 2002 after people of Chenab region, reposed confidence in Congress Party, Azad said that he does not want to say that Chenab valley has attained highest pinnacles of development during the past ten years, but no one can deny the fact that a solid beginning has been made since 2002 and today it is on the thresh hold of entering into a new phase of prosperity and progress.
“I do not say that everything has been achieved, but I can say with full conviction that it is Congress Party which has demonstrated intentions, will and ability to develop this tough region of the State”,  Azad said.
Hitting out at the divisive and exploitative forces, Azad said that people are aware how the remote and backward areas were used as vote bank for almost sixty years by certain parties and it is only Congress Party which made sincere beginning to initiate development activities.
Azad said that exploitative forces are trying hard to divide the people on religious lines by spreading misinformation about the achievements of Congress-led Govt, however, the wise and sagacious people of the State will not allow such forces to succeed as there is a groundswell among the people to revive that era of progress and development which Congress-led Government demonstrated practically in short span of two and a half years.
Castigating the political parties and leaders for using every possible method and mean to divide the people to gain electoral victories, Azad said that Chenab valley will expose the nefarious designs of such power hungry parties on the day of poll by voting in favour of Congress Party.
“In keeping with the urges and aspirations of the people of the State to have credible, effective and clean Government, I am determined to bring back the glorious era of 2006-2008, provided people give decisive mandate to Congress Party”, Azad maintained.
Others who spoke on the occasion included  Mohammad Sharief Niaz, Sitting MLA Bhaderwah, G M Saroori, MLA Inderwal, Ashok Dogra MLA Ramban.

LPEF flays Govt for maintaining silence over employees’ demands

JAMMU, Nov 15: All J&K Low Paid Employees Federation (LPEF) has strongly criticized the State Government for ignoring the genuine demands of the State employees and pensioners.
Addressing a largely attended employees’ meeting at Bishnah, president, LPEF, Abdul Majid Khan said, “The State Government led by Chief Minister Omar Abdullah has deliberately ignored the major demands of the employees, daily wagers and pensioners and thus put them in great inconvenience.
He reiterated the demands of the Federation which include release of two pending DA installments from January and July 2014, payment of balance amount of 6th CPC arrears, revision of minimum daily wages to Rs 300, increase in remuneration and honorarium for village guards, numberdars and others commensurate with rise in price index, regularization of daily wagers and adhoc, contractual and consolidated employees, etc.
These demands are required to be addressed on priority basis but the State Government has maintained cryptic silence over all these demands because of which resentment is brewing among all sections of employees all over the State against the Coalition Government, Khan added.
He also highlighted other demands like enhancement of medical allowance to Rs 1000, removal of pay anomalies of clerical cadre and other employees and raising pension by 20% above after 80 years of age and above on Central Government pattern.

Srinagar, Nov 15: Prof. Saif-ud-Din Soz, Former Union Minister & president J&K Pradesh Congress Committee and Moinul Haq secretary AICC were greeted today at Dangarpora, Nowgam and Sumbal in Sonawari constituency in an unprecedented road show today.
Women in large numbers participated and sang traditional Kashmiri songs welcoming the leaders. Prof. Soz thanked them for their enthusiastic participation and told them that all the three regions of the State were under attack from RSS which has been promoting divisive and communal policies. Prof. Soz urged the largely attended gathering of people to defeat the communal game of the RSS and save their cultural identity.
