JAMMU, May 1: The Chief Secretary, Atal Dulloo, today inaugurated a three-day painting exhibition titled “The Meanderings” by Pradeep Wahule (IFS, Conservator of Forests) at Kala Kendra.
Brij Mohan Sharma, Principal Secretary, Department of Culture, J&K, was the special guest on the occasion.
Sarvesh Rai, Principal Chief Conservator of Forests, Harvinder Kour, Secretary JKAACL and Dr Javaid Rahi, Secretary Kala Kendra Jammu, were part of the presidium during the inaugural programme.
Speaking on the occasion, Atal Dulloo appreciated the artistic depth of Pradeep Wahule’s work, observing that his paintings make a significant contribution to environmental awareness and foster a deep emotional connection with nature.
He emphasized the need for cultural institutions to actively engage younger generations with their age-old culture and heritage.
Dulloo further stated that Kala Kendra would be provided financial assistance and developed into a vibrant institution of J&K’s cultural landscape.
Brij Mohan Sharma remarked that while he has known Pradeep Wahule as an efficient officer, his high-quality artworks left a lasting impression, adding that such creativity deserves national recognition.
Sharma further noted that efforts are underway to fully utilize all the galleries of Kala Kendra for the purposes they were originally envisioned.
Javaid Rahi informed that around 40 artworks are on display at the Master Sansar Chand Gallery of Kala Kendra.
Pradeep Wahule (artist) reflected on his three-decade-long journey in the field of art.
He stated that he is a self-trained artist and developed a deep interest in fine arts from an early age, drawing inspiration from nature and the works of great masters.
Rashmi Rao curated the exhibition and Kusam Ticko conducted the programme.

Take immediate action on stray dog issue: Punjab minister directs top local body officials

CHANDIGARH, May 1:  Punjab minister Sanjeev Arora on Friday directed municipal corporation commissioners and the additional deputy commissioners to take immediate, coordinated and result-oriented action to effectively tackle the growing issue of stray dogs across Punjab.
Arora, the Minister for Industries and Commerce, Investment Promotion, Power and Local Government, described the matter as a serious public safety and public health concern, emphasised that the increasing number of stray dogs in urban and semi-urban areas has become a significant challenge affecting the daily life of citizens.
According to an official statement, Arora highlighted that incidents of dog bites, attacks on children and elderly persons, and aggressive packs roaming in residential areas have created fear and insecurity among the public.
Arora noted that “the stray dog menace is not only a safety issue but also a major public health risk, as dog bites can lead to life-threatening diseases such as rabies”.
He added that frequent complaints are being received regarding stray dogs chasing pedestrians, two-wheeler riders and school-going children, often leading to accidents and injuries.
The minister further pointed out that the unchecked population growth of stray dogs is largely due to a lack of systematic sterilisation and improper waste management, which provides easy access to food sources.
Open garbage dumps and food waste in public places contribute significantly to the proliferation of stray dogs, worsening the situation.
To address the issue comprehensively, Arora issued several directions to the officials concerned which include immediate scaling up of sterilisation programmes to control stray dog population in a humane and scientific manner, mass vaccination drives to prevent the spread of rabies and other zoonotic diseases, strengthening of dog shelters and holding facilities to manage aggressive or injured animals.
The directions also include improved solid waste management systems, ensuring timely disposal of garbage to eliminate food sources for stray dogs, constitution of dedicated monitoring teams at district and city levels for regular review and accountability, public awareness campaigns to educate citizens on safe behaviour around stray animals and responsible waste disposal.
He stressed that all measures must be implemented strictly in accordance with animal welfare norms while ensuring that public safety remains the top priority.
Arora directed that these initiatives be undertaken on a war footing, with visible and measurable outcomes.
He also instructed all concerned officers to maintain close coordination with local bodies, veterinary departments and NGOs to ensure effective execution of the action plan.
In order to ensure accountability and timely implementation, the minister asked all municipal corporation commissioners and the additional deputy commissioners to submit a detailed action-taken report within seven days to his office.
Reiterating the government’s commitment, Arora said that the Punjab government is fully dedicated to creating safe, hygienic and citizen-friendly urban environments, and no laxity in addressing this issue will be tolerated. (PTI)

India’s first barrier-less tolling system starts at Choryasi toll plaza on Surat-Bharuch highway

NEW DELHI, May 1: Union Minister Nitin Gadkari on Friday announced the launch of India’s first Multi-Lane Free Flow barrier-less tolling system at the Chorayasi Toll Plaza on the Surat-Bharuch section of NH-48 in Gujarat, marking a big shift in highway tolling.
Gadkari, in a social media post on X, said the state-of-the-art system enables seamless toll collection without requiring vehicles to stop, using advanced technologies such as Automatic Number Plate Recognition (ANPR) and FASTag.
The highways minister noted that the introduction of Multi-Lane Free Flow (MLFF) marks a major milestone in the digitisation of India’s tolling ecosystem and the modernisation of National Highway infrastructure in line with global standards.
The system is expected to significantly reduce travel time, decongest highways, improve fuel efficiency, lower vehicular emissions, and minimise human intervention in toll operations, he added.
Gadkari stated that barrier-less tolling will enhance ‘ease of living’ for citizens and promote ‘ease of doing business’ by enabling faster, more efficient movement of goods and logistics across the country.
He further emphasised that this initiative reflects the government’s continued commitment to building world-class, technology-driven National Highway infrastructure that is efficient, transparent, and commuter-friendly.
Recently, Gadkari had said barrier-free tolling would be implemented on several NHs across the country from December.
The new system facilitates barrier-free tolling using integrated technologies, including Automatic Number Plate Recognition (ANPR) with AI analytics and RFID-based Electronic Toll Collection (FASTag). (PTI)

Anish Gouraha assumes charge as regional head NHPC Jammu

JAMMU, May 1: Anish Gouraha, Executive Director today officially taken charge as the Regional Head of NHPC Limited, Regional Office, Jammu.
In this pivotal role, Gouraha will oversee NHPC’s extensive portfolio of power stations and projects across the Union Territories of Jammu & Kashmir and Ladakh.
A seasoned leader with a career spanning 29 years, Gouraha is widely recognized for his technical expertise and strategic vision.
An Electrical Engineering graduate from GEC Bilaspur, Chhattisgarh, he also holds an MBA in Human Resources, blending technical brilliance with robust organizational management.
Gouraha began his journey with NHPC in 1997 at the Salal Power Station.
Over nearly three decades, he has held key positions across various prestigious projects, including the Tattapani Geothermal Project and the Design (E&M) Division at the Corporate Office, where he spearheaded the detailed engineering of E&M packages for the Subansiri Lower, TLDP-III and TLDP-IV projects.
His extensive field experience includes vital assignments at Uri-II and serving as the Head of Project at Salal Power Station immediately prior to his current appointment.
Throughout his career, Gouraha has made significant contributions across NHPC’s operations, including stints at the Faridabad Corporate Office and Tatapani Geothermal, Uri-II and Salal PS.
He played an instrumental role in the commissioning of Rangit, Nimoo Bazgo and Chamera-II Power Stations.
Upon assuming office in Jammu, Gouraha engaged with the head of Salal power station and Sawalkote project.
He emphasized the importance of excellence, motivating the workforce to continue their operations with unwavering commitment and a focus on sustainable energy development for the region.

POONCH, May 1: One person was killed while another received injuries when an Alto car met with an accident, near J&K Bank at Lassana in Surankote area of Poonch district today.
Official sources and eye witnesses said that an Alto K10 vehicle, bearing registration number JK12C-6884 was moving on the link road which connects the house of MLA Surankote Choudhary Mohd Akram with main raod. The vehicle was in reverse gear and it fell down from the road to the main road, causing serious injuries to the two persons on board the vehicle.
BMO Surankote, Dr Yousuf said that both the injured were brought in SDH Surankote, where one was declared as brought dead. The injured was treated here and later shifted to DH Poonch. His condition was said to be stable.
He identified the deceased as Shafiq Ahmed, son of Mohd Rafiq and injured as Sheraz Ahmed, son of Mohd Bashir, both the residents of Gunthal. Meanwhile, the police has taken cognizance of the matter.

JAMMU, May 1: Five-day Leadership Development Programme for Young Managers (Batch-I), organized by the Indian Institute of Management (IIM) Jammu, for Steel Authority of India Limited (SAIL), concluded here today.
The valedictory ceremony was presided over by Sanjay Dhar, Executive Director HR-L&D, MTI SAIL, on the online mode. The occasion was also graced by Prof Prashant Mishra, Chairperson, Executive Education and Consultancy; Dr Sarbjit Singh, Programme Director and Dr Chinmaya Kumar Swain, Programme Director, IIM Jammu.
In his virtual address, Sanjay Dhar, Executive Director HR-L&D, MTI SAIL, thanked IIM Jammu for nurturing SAIL’s emerging leaders. He emphasized that growth comes through continuous learning, expanding one’s thinking, and stepping beyond comfort zones. Highlighting SAIL’s ambitious future, he urged participants to apply their learnings, foster peer learning, and drive meaningful transformation in their workplaces. He noted that the true success of the programme would be reflected in the positive changes they bring to their teams and organizational culture.
Prof Prashant Mishra, Chairperson, Executive Education and Consultancy, IIM Jammu, highlighted the importance of continuous learning, adaptability, and innovation. He noted that the programme enabled participants from diverse teams to gain broader perspectives and better understand cross-functional challenges.
Dr Sarbjit Singh, Programme Director, IIM Jammu, presented the programme report. Dr Chinmaya Kumar Swain, Programme Director, IIM Jammu, proposed the vote of thanks. The ceremony culminated with the distribution of certificates to the participants.

Akash, Harshit unlikely to be fit for Afghanistan series, UK tour

NEW DELHI, May 1:

India’s premier fast bowlers Akash Deep and Harshit Rana are unlikely to be fit for the upcoming home series against Afghanistan and the white ball tour of United Kingdom as they are still some time away from getting fully match-fit, sources in BCCI said on Friday.
Akash Deep is currently rehabilitating from a back injury while Rana had undergone knee surgery after a ligament tear just days before the start of the T20 World Cup in India.
The duo, contracted with the Kolkata Knight Riders, has already missed playing in the ongoing Indian Premier League.
“Akash and Harshit’s rehabilitation is on track but there is still a long way to go before they can be released to play matches. If we are talking about Afghanistan and the UK tour, there is no chance of both of them getting fit before that. They are still doing strengthening routines. After that there will be jogging, strides, sprints and then skills associated with ‘Return To Play’ (RTP) protocols,” a BCCI source tracking the development told on conditions of anonymity.
Akash Deep is seen more as a red ball prospect while Rana is very much in the scheme of things in the ODI and T20I formats.
In 2025, Harshit had emerged as India’s most successful ODI bowler having scalped 26 wickets in 14 games.
Akash Deep’s defining moment was a match-haul of 10 wickets against England in Birmingham during the Anderson-Tendulkar series last year.
Those in the know feel that Akash Deep could in fact take more time than Rana to make a comeback to competitive cricket.
A more realistic chance for them would be the Duleep Trophy — the senior men’s domestic season opener which is scheduled sometime in August. (PTI)

Mizoram prison spots forgery after 16 inmates escape; police nab 12, form SIT to probe fraud

AIZWAL, May 1:  Over the past few months, 16 convicts got released from south Mizoram’s Lunglei district jail, and nobody batted an eyelid. It was only last week that it came to light that the inmates were freed based on forged documents.
Spurred into action by the revelation, police apprehended 12 of those released convicts. Officials said an SIT has been formed to probe the lapse.
Jail authorities said the forgery of the documents was detected when officials at the Lunglei district and sessions court could not locate judicial records authorising the release of those inmates.
According to Lunglei Superintendent of Police, J Lalmuankima, 16 convicts serving jail terms of varying durations had walked out of the district jail using forged court orders and fabricated seals.
“Police launched a manhunt immediately after the forgery came to light with the filing of a police complaint on April 25. Twelve of the 16 released convicts have since been apprehended, while one died while on the run,” he told PTI, adding the search for the remaining three was underway.
A four-member Special Investigation Team (SIT), headed by Sub-Divisional Police Officer R Thankima, has been formed to probe into the fraud, the senior police officer said on Friday.
Lalmuankima said that preliminary investigation has identified 22-year-old jail inmate Jeremy Lalthangtura, already facing a litany of charges, including online fraud, as the mastermind behind the forgery.
He was remanded to police custody on Friday for questioning, the SP said.
According to the jail authorities, the fraud began early this year but remained undetected until last week.
The discrepancy surfaced when officials at the Lunglei district and sessions court were unable to locate records authorising the release of specific inmates, they said.
Following this discovery, a formal police complaint was filed.
Lunglei district jail deputy superintendent Lalruatsanga said that the counterfeit release orders had fabricated seals and a formatting that closely resembled authentic court directives.
“The documents appeared genuine and had passed initial scrutiny. The inmates were released because there is no scope for delay or questioning court orders by the prison administration,” he said. (PTI)

BJP spokesperson urges Govt to develop new housing colonies

JAMMU, May 1: Tahir Choudhary, spokesperson of the Bharatiya Janata Party in Jammu & Kashmir, today called upon the Government led by Chief Minister Omar Abdullah to immediately initiate the development of new housing colonies across the Union Territory.
In a statement issued, Dr Choudhary said that the lack of planned housing initiatives in recent years has led to a sharp rise in property prices, particularly in Jammu, making it increasingly difficult for people to secure affordable homes.
He expressed concern that middle-class families and economically weaker sections are bearing the brunt of the situation, struggling to find well-structured and affordable housing options.
“The present Government appears to be in deep slumber on this critical issue. Jammu is expanding rapidly and without proper planning and development of new housing colonies, the situation will only worsen. This is not just a developmental concern but a matter directly impacting the quality of life of our citizens,” he said.
Dr Choudhary urged the Chief Minister to move beyond discussions and prepare a clear roadmap for establishing modern, well-planned housing colonies across both Jammu and Kashmir regions.

Bhalla demands probe into bridge collapse incident

JAMMU, May 1: Working president of the J&K Congress Committee, Raman Bhalla today expressed shock and anguish over the tragic collapse of a portion of a bridge in the Bantalab area on outskirts of Jammu, which left several labourers trapped under debris and resulted in loss of precious lives.
Terming the incident as deeply disturbing and unacceptable, Bhalla said that such tragedies reflect serious lapses in planning, supervision, and safety compliance at work sites. He extended his heartfelt condolences to the bereaved families and prayed for the speedy recovery of the injured, while standing in solidarity with all those affected.
Expressing concern over the timing of the incident, Bhalla questioned why labourers were engaged in hazardous work on the International Labour Day—a day dedicated to honouring the dignity, rights, and welfare of workers. He stated that instead of ensuring their safety and welfare, workers were exposed to life-threatening conditions, which raises serious questions about the enforcement of Labour laws and safety regulations.
Calling for a high-level, time-bound enquiry, Bhalla demanded that responsibility be fixed at all levels be it contractors, executing agencies, or supervising authorities. He emphasized that mere inquiries are not enough unless they lead to strict action against those found negligent. “Accountability must not end on paper. Those responsible for compromising worker safety must face legal consequences,” he asserted.
Bhalla further urged the Government to enforce compulsory safety measures, including the provision of protective gear, on-site supervision by qualified engineers, and real-time monitoring of construction activities. He also advocated for the creation of a robust emergency response mechanism at all major project sites to ensure immediate medical assistance.
Demanding justice for the victims, Bhalla called for immediate compensation to the next of kin (NoKs) of those who lost their lives, so that their families can sustain themselves with dignity.
