JAMMU, Nov 4: Government of Jammu and Kashmir Union Territory is going to act tough against the illegal / unauthorized import and sale of firecrackers/fireworks in view of non- issuance of any license by the Director General of Foreign Trade (DOFF) for such imports.
In this regard, Chief Secretary, B. V. R. Subrahmanyam has asked the district administrations and Police Department to maintain close vigil and take pro-active preventive and enforcement actions to deal with the entry of foreign made fireworks through improper channels.
The Chief Secretary issued the directions while chairing a Video Conference meeting of all the District Magistrates (DM) and Senior Superintendents of Police. All the District Magistrates/District SPs were asked to ensure that strict vigil is maintained and all entities associated with the manufacture, stocking and sale of firecrackers are inspected for ensuring compliance with applicable laws and rules.
The CS asked for prompt detection of illegal stocking/possession/attempted sale of imported firecrackers and dealing with them in an exemplary manner to ensure that the sale of such illegally imported fire crackers does not take place.
He asked for creating mass awareness and eliciting the support of the public in this regard, including by way of obtaining actionable intelligence for being acted upon.
He further stressed that the applicable legal provisions with regard to the manufacture, stocking, sale and use of firecrackers in general, are strictly complied with.
Srinagar, Nov 4: After remaining shut due to COVID-19 pandemic, the Directorate of Health Services Kashmir (DHSK) has ordered the resumption of routine oral health care services across all the hospitals in Kashmir division with taking due precautions as per COVID-19 protocols.
A circular issued by the Director Health Services Kashmir, Dr Samir Mattoo ordered all the CMOs, Medical Superintendent and BMOs to ensure that oral healthcare services are resumed.
“In the interest of patient care and oral healthcare in particular, it is impressed upon all the Chief Medical Officers/ Medical Superintendent of District & Sub District Hospitals/ Block Medical Officers to ensure and assure that dental procdures and its related services are started in all the health facilities with immediate effect,” the circular said.
It added that all the officers shall ensure that such services are made functional by adapting the Standard Operating Procedures of COVID-19 in vogue.
JAMMU, Nov 4: Dogra Sadar Sabha (DSS) today slammed Imran Khan Govt for giving provisional provincial status to Gilgit-Baltistan saying the territory is India’s integral part and Islamabad has no locus standi.
In a press statement issued here DSS president Th Gulchain Singh Charak said that rather than changing the status of the illegally occupied territory, Pakistan should vacate it. Lodging a strong protest at Pakistan’s move, Charak said, “The Union Territories of Jammu and Kashmir and Ladakh, including the area of so-called “Gilgit-Baltistan,” are an integral part of India by virtue of the legal, complete and irrevocable accession of Jammu and Kashmir to the Union of India in 1947. “Pakistan can’t make material changes to the Indian Territory, added Charak.
He further added, “Such attempts by Pakistan, intended to camouflage its illegal occupation, cannot hide the grave human rights violations, exploitation, and denial of freedom for over seven decades to people residing in these Pakistan occupied territories.”
“Instead of seeking to alter the status of these Indian territories, we call upon Pakistan to immediately vacate all areas under its illegal occupation,” concluded Charak.
He maintained that we completely reject such actions and continued attempts to bring material changes in Pakistan occupied areas of the Indian territory of Jammu & Kashmir. Instead, Pakistan should immediately vacate all areas under its illegal occupation, he asserted.
He further conveyed that such actions can neither hide the illegal occupation of parts of Union Territories of Jammu & Kashmir and Ladakh by Pakistan nor the grave human rights violations, exploitation and denial of freedom to the people residing in Pakistan occupied territories for the past seven decades. He informed that India’s position in the matter is reacted in the resolution passed by the Parliament in 1994 by consensus.
LONDON, Nov 4:
Scientists have analysed organ samples from deceased COVID-19 patients and found extensive lung damage in most cases caused by the persistence of abnormal “fused cells,” an advance which sheds more light on the progression of the disease.
The researchers, including those from King’s College London in the UK, examined lung, heart, liver, and kidney samples of 41 patients who died of COVID-19 to examine the behaviour of the novel coronavirus SARS-CoV-2.
In the study, published in the journal eBioMedicine, they revealed the unique characteristics of the virus that may explain why some patients experience disease symptoms for months — known as ‘long COVID’ — with a feeling of fatigue and lack of breath.
The findings show extensive lung damage in most cases, with patients experiencing profound disruption of the normal lung structure and the transformation of respiratory tissue into fibrotic material. According to the scientists, nearly 90 per cent of the patients showed additional characteristics that were quite unique to COVID-19 compared to other forms of pneumonia.
They said there was extensive blood clotting of the lung arteries and veins, and several lung cells were abnormally large with many nuclei, resulting from the fusion of different cells into single large cells. The researchers noted that this formation of fused cells — syncytia — is due to the viral spike protein, which the virus uses to enter the cell.
When the protein is present on the surface of cells infected by the COVID-19 virus, the study noted that it stimulates their fusion with other normal lung cells, which can be a cause for inflammation and thrombosis.
The research also showed the long-term persistence of the viral genome in respiratory cells and in cells lining the blood vessels, along with the infected cell syncytia.
According to the researchers, the presence of these infected cells can cause the major structural changes observed in lungs, which can persist for several weeks or months, and could eventually explain ‘long COVID’.
“The findings indicate that COVID-19 is not simply a disease caused by the death of virus-infected cells but is likely the consequence of these abnormal cells persisting for long periods inside the lungs,” said Mauro Giacca, a co-author of the study from King’s College London. (PTI)
JAMMU, Nov 4: The progress of ongoing infrastructure development works at Ramban potato seed development farms was today inspected by Director Agriculture Production & Farmer Welfare, Jammu, Inder Jeet.
During a tour to the area, he visited Potato Seed Development Farms, Ishkunda and Narsingha in Gool area and inspected the works taken up under NABARD.
The Director was accompanied by the Chief Agriculture Officer, Ramban, Farooq Ahmed Bhat, Potato Development Officer, Jammu, Y.S Sasan ASCO, Ramban, Shabir Mir, SDAO Gool, Gulzar Ahmad, SDAO Ramban, R. C. Pandoh and the Engineers from Executing Department.
The Director stressed on quality and timely execution of the works so that buildings and other structures are made functional as soon as possible. This will not only facilitate the timely field activities in the farm but also help to boost the production of potato, he added. It was appraised on the occasion that work is at the verge of completion which includes Inspection Hut besides, Manager Hut and Dormitory. The concerned authorities assured that completed assets shall be handed over to the Department by the end of November, 2020.
The Director instructed the Potato Development Officer to ensure maximum area coverage under crop for realizing the ultimate potential of Potato Seed production to meet the growing demand of the farmers. It was also emphasized to explore Irrigation possibilities by introducing micro-irrigation through natural gravity on the terraced farm.
Earlier, the Director Agriculture took a review meeting attended by officers and field functionaries at Ramban in which he passed on the instructions to create awareness among the farmers with respect to various technological advances and outreach to the field to improve this vital sector. Implementation and progress of various farmers’ welfare schemes were also reviewed. He stressed on diversification and adoption of Integrated Farming System through convergence of different schemes in the Vegetable Production Belt in this regard.
Inder Jeet stressed upon the need of promoting the local specialties including Solai honey, Summer Peas, Rajmash and Vegetables etc and asked for submission of concept paper on FPO formation for Walnut, Beekeeping and Rajmash in the District. Instructions were passed for achievement of physical and financial targets under CSS and CAPEX 2020-21 within one week’s time.
JAMMU, Nov 4: BJP vice president, J&K, Yudhvir Sethi released devotional songs Album ‘Chandi Rani De Darshan’ in a programme held at Maha Laxmi Temple, Pacca Danga here today.
The songs of the album were sung by Ajay Kumar, music was composed by Banti Shah and lyrics were written by Rajat Heer. KK Malhotra was the DoP and the album was composed by Laddi Singh Puria while Ray Entertainments edited the video album.
Sethi, in his address, said that there is no dearth of talent in Jammu be it artists, actors or sport persons who can bring laurels to Jammu and Kashmir. He said that the talent of Jammu youth needs to be nurtured and given a platform for exposure.
While encouraging the talented youth for the devotional songs, Sethi said that these talented youth have excelled well in their field of interest and instead of being job seekers they have become job providers.

The decision to postpone the championship was taken by J&K Amateur Athletics Association.
The next date for championship will be announced by the Association.

The Supreme Court Wednesday disposed of the plea which raised the issue of pendency of disqualification proceedings against some Congress MLAs, who had joined the BJP and were appointed as ministers in the Shivraj Singh Chouhan Government in Madhya Pradesh, after being told that the matter has become infructuous as bypolls have been held in the state.
A bench headed by Chief Justice S A Bobde was informed by senior advocate Kapil Sibal, who appeared for petitioner Congress MLA Vinay Saxena, about bypolls on 28 Assembly constituencies in Madhya Pradesh which were held on Tuesday.
Sibal expressed anguish over the delay in hearing of disqualification matters and said, “Now the delay from March to November has rendered the matter infructuous.”
He told the bench, also comprising Justices A S Bopanna and V Ramasubramanian, that such matters get adjourned which lead to the cases becoming infructuous and similar matters from Tamil Nadu and Goa have not been heard for months.
“Now this plea has become infructuous. Such matters become infructuous as time is sought by counsel. Goa, Karnataka, Tamil Nadu matters are all languishing. These are serious matters,” Sibal said, adding, “I am expressing my deep anguish in not dealing with such cases with some kind of urgency”.
He said the Tamil Nadu matter is “languishing for almost three and half years” and it would finally become infructuous. The bench said, “But time is sought on all the sides. Anyways, we will bear it in mind and reject such requests for adjournment.”
The CJI said: “The request for adjournment on grounds of filing replies and other such grounds are made. We will keep this in mind in future.”
On September 22, the apex court had asked the Madhya Pradesh Assembly Speaker to apprise it as to when he would decide the disqualification petitions against 22 Congress MLAs who switched sides to the ruling BJP in the state.
On August 17, the top court had sought response from the office of the speaker on the plea of Saxena which had contended that Congress MLAs, who have resigned to join BJP, cannot be appointed as ministers in the Shivraj Singh Chouhan Government, during the pendency of their disqualification proceedings.
The plea had said that as per the apex court verdict in Manipur case, the disqualification proceedings have to be decided within a period of three months by the speaker.
It had said that during the pendency of these disqualification applications, 12 out of 22 Congress MLAs who have resigned to join BJP have been appointed as ministers in the state government.
The plea said the disqualification petitions have been pending against the rebel MLAs since March 12 but no proceedings have been initiated till now and the delay will amount to virtually defeating the very purpose of anti-defection law.
On June 2, Chouhan carried out a major expansion of his cabinet, including 28 new members, a dozen of them former Congress MLAs whose rebellion contributed to the collapse of Kamal Nath led Congress Government in the state. (PTI)
