Saif Ali Khan, Arjun Kapoor head to Dalhousie for ‘Bhoot Police’ filming

MUMBAI: Actors Saif Ali Khan, Arjun Kapoor, Jacqueline Fernandez and Yami Gautam on Saturday left for Dalhousie to start the filming of their upcoming movie “Bhoot Police”.
The principal star cast, alongwith producers Ramesh Taurani and Akshai Puri, left for Himachal Pradesh in a charterd flight to begin the schedule.
The team will also shoot across multiple locations in Dharamshala and Palampur.
The horror comedy is produced by Tips and 12th Street Entertainment Production. Pavan Kirpalani, best known for his psychological thriller “Phobia” and horror movie “Ragini MMS”, is directing the movie. (AGENCIES)

J&K Govt apportions assets, liabilities, posts of erstwhile state of Jammu and Kashmir between UTs of J&K and Ladakh

JAMMU: The Lieutenant Governor of Jammu and Kashmir, in terms of section 84(3) read with section 85(2) of Jammu and Kashmir Reorganization Act, 2019, is pleased to apportion the Assets, Liabilities and Posts of the erstwhile State of Jammu and Kashmir between the Union Territory of Jammu and Kashmir and Union territory of Ladakh as per Annexures A, B, C, D, E, F, G, H and I to the notification issued in this regard.
All references to the Union Territories of Jammu and Kashmir or Ladakh shall mean the geographical area represented by the respective Union territories or shall mean the respective Governments of the Union territories as the case may be in the context of their usage.
According to a notification issued in this regard, section 84 and 85 of Jammu and Kashmir Re-organization Act, 2019 provided for apportionment of Assets and Liabilities of the erstwhile State of Jammu and Kashmir between the Union Territory of Jammu and Kashmir and Union Territory of Ladakh; and section 85 of the Jammu and Kashmir Re-organization Act, 2019 provided for establishment of one or more Advisory Committees for apportionment of Assets, Rights and Liabilities of the Companies and Corporations constituted for the State of Jammu and Kashmir between Union Territory of J&K and UT of Ladakh.
Also, in terms of section 84 and 85 of the Jammu and Kashmir Re-organization Act, 2019, the Central Government, vide Order No. 11014/5/2014-K-I/III dated 09.09.2020, constituted an Advisory Committee under the Chairmanship of Sanjay Mitra, IAS (Retired) which submitted its report to the Ministry of Home Affairs, Government of India. The comments of the Government of Jammu and Kashmir and Government of Ladakh were sought on the recommendations of the Advisory Committee by the Ministry of Home Affairs, Government of India. The Ministry of Home Affairs, Government of India, held consultations with the Union Territory of J&K and Union Territory of Ladakh and based on the agreements between the Union Territory of J&K and UT of Ladakh, the Ministry of Home Affairs, Government of India vide No. 11014/05/2014-K-I/K-III dated 28.10.2020 conveyed to issue necessary orders in terms of Jammu and Kashmir Re-organization Act, 2019; and the Lieutenant Governor of Jammu and Kashmir accepted the recommendations of the Advisory Committee as per the agreements arrived at between Union territory of J&K and Union Territory of Ladakh as conveyed by Ministry of Home Affairs vide afore-stated communication.
The notification further added that this apportionment shall be in force with effect from 31.10.2020. The annexures mentioned above have been enclosed herewith for necessary reference.

GMC braces for resuming routine surgeries in MCH, AHs

Dr Sudhan asks HoDs to make arrangements

JAMMU: Principal, Government Medical College, Jammu, Dr. Shashi Sudhan Sharma today chaired a meeting regarding restart of routine surgeries in the Operation Theatres of GMH, SMGS Hospital and Super Specialty Hospital, Jammu   from November 2.
Head of departments of Surgery, Orthopaedic, Obstetric and Gynecology, CTVS, Urology, Neurosurgery, Ophthalmology agreed to re-start the routine surgeries in their respective Operation Theatres.
The Principal instructed the Medical Superintendent, Maternity and Child Health Care Hospital, Gandhi Nagar, Jammu and other HoDs to submit the requirement of machinery, equipments and other infrastructure for its further submission to the J&K Medical Supplies Corporation.
The Principal also said that the Liquid Oxygen Plant shall be made functional within a week’s time positively.
Meanwhile, Dr Shashi Sudan, while giving the details regarding Covid patients, informed that GMC has total 56 positive patients out of which 15 are in isolation ward, 12 are in CCU, 19 in ward no 3 and 10 in HDU. Out of 56 patients, 40 are on oxygen support, while 11 patients have been provided with bipap facility. The Chest Disease hospital has 7 patients she said and  informed that one death has been reported in GMC in the last 24 hours.
The Principal GMC informed that a total 684 cylinders including 668 in GMC and 16 in CDH were consumed in the last 24 hours. She also added that GMC has a buffer stock of around 1107 cylinders and CDH has a buffer stock of 60 oxygen cylinders.

SRINAGAR: A day long workshop on Youth Engagement and Outreach in Union Territory of Jammu and Kashmir organized by J&K government was today inaugurated by Lieutenant Governor, Manoj Sinha at SKICC here.
The Workshop was attended by top Industry Heads from Ashok Leyland, ICICI foundation, Bombay Stock Exchange, Universities, IIMs/IITs and Policy Analysts from across the country.
The outreach programme is aimed to create opportunities and infrastructure for engaging youth, addressing their issues and concerns and empower them in entrepreneurship, self-employability and create livelihood for the youth in a well curated and holistic manner.
Addressing the gathering of Policy Analysts and Corporate heads of different organisations during the inaugural session of the event, the Lt Governor said that the idea behind this Youth Engagement and Outreach workshop is to create institutional mechanism to empower and groom our youngsters and to make them valuable for J&K as well as the country.
He remarked that in the past many initiatives were taken to engage the youth here but all of them somehow fell short of meeting all the requirements so there is a need to have an umbrella programme that dovetails all the resources meant for this purpose to achieve the goal of youth empowerment and youth development.
I believe in concrete plans and immediate execution. My idea of Institutional Mechanism under Mission Youth is to ensure that we have a concrete framework and a definite time-line to execute it on the fertile ground that we have prepared”, he added.
On the occasion, he also announced that a seed fund of Rs 200 crores has been earmarked for creating initial infrastructure and institutional support for meeting the initial needs of this programme. This amount, he said, would be used to create a ‘Centre of Excellence’ and infrastructure in districts to realize our goals of making youth the leaders of success.
The Lt Governor also beckoned the industrial leaders to partner J&K in formulating and implementing the programme successfully on ground as he assumed that best designs are not what looks good on paper but what works best when implemented on ground.
He sought support of the national-level investors and industry experts in creating robust infrastructure and employment avenues for the youth of the UT. We not only need your investments but your expertise as well, which will help us realize the dreams of prosperity, he added.
“It is my aim to truly create a stable policy and regulatory ecosystem to business so that they can build for scale and create a thriving startup ecosystem which is inherently entrepreneurial in approach, creating local jobs and employment”, the Lt Governor maintained.
In the domestic Ease of Doing Business ranking and State Reform Action Plan, we are moving up. By minimizing regulatory burdens, J&K have scored over states like Kerala and Odisha in September’s ranking by the central government, said the Lt Governor.
Highlighting UT Government’s efforts in promoting entrepreneurship; the Lt Governor said that within one month, two aspiring entrepreneurs from each 4290 panchayats of J&K were selected for handholding and about 10 thousand people have been provided loans through the J&K Bank to establish their businesses.
We believe in Uniqueness of Youth Energy and providing Equal Opportunities for them to build a Modern, Equitable & Sustainable Society & the Nation. To bring changes to a society, the youth needs to be transformed at first. And this transformation needs to be thoughtful, he observed.
He also stressed upon the need to create a major platform to cater to our talent pool and resources to our industrial, skill and modern technological gaps.
Almost 65 percent of Jammu Kashmir population is under the age of 35 years. So, on one hand we have a demographic dividend like the rest of the country, but on the other we have faced many challenges; systemic unemployment and joblessness along with the absence of holistic development of the youth, the Lt Governor maintained.
The Youth of J&K will be benefited from the programme through creation of opportunities in the field of Sports, Livelihood generation, Recreation, Education, Counselling to effectively support and encourage young individuals to shape their future as per their aspirations, he added.
“Kashmir offers abundant raw material for Agro & Food Processing, strategic location which is truly blessed by nature in its abundance, home to handloom and handicraft, responsive governance, minimum government, timely policy reforms & rapid single window clearances and industrial infrastructure”.
It also has Strategic advantages which includes-an area Spread over 2 lakh square kilometres with the country’s major tourist and spiritual destinations, including Mata Vaishno Devi Shrine, Gulmarg, Patni Top, Shri Amarnathji Shrine; three perennial rivers Chenab, Jhelum and Ravi; leading producer of- Apple, Walnut, Almond, Saffron; Major producer of – Wool, Figs, Berries, over 57 industrial estates; International airports, 65% of the population in the age group between 15-59 years; over 7 lakh MSME units, over 10.25% of India’s total Hydel Power production; Major handloom and handicraft industry with total exports of over 5000 crore over the last 5 years.
We have so much to offer and there is a lot that I expect this group to contribute for accelerated economic growth, the Lt Governor maintained.
The Lt Governor said that the UT Government is aiming to build a robust infrastructure for our youth in all 6 identified focus areas and to create more favourable factors to bridge the gap between alternate scenario and current growth rate in this Union Territory. We need both your investment and expertise to achieve this.
In comparison to the national average unemployment rate of 13.8%, J&K has a 25% rate, which is almost double the national rate. To fix the lag, we have before us Mission 2025 under which we have to bring opportunities to 80% of our J&K youth, he added.
The Lt Governor expressed the desire to conduct student knowledge and tech hackathons and to do a collective truly bottom up solutions approach consultation powered by the Corporate heads present there and with institutions of excellence like IIMs and IITs to create white papers and host multi-stakeholder roundtables for a positive agenda. I am also looking at each one of you to address both the shortages of intellectual and investment capital, said the Lt Governor.
You are all welcome to Jammu & Kashmir for an unprecedented revolution with public participation. The four sectors in which we are focussing our energies in J&K are Industry & Services, Technology & Innovation, Infrastructure, Agriculture & Allied Sector, he added.
The Lt Governor observed that valuable contribution and investment made today, will give dignity to the youth and it will restore their pride and will make Jammu and Kashmir truly a piece of art in the Country’s economy.
Speaking on the occasion, Chief Secretary, BVR Subrahmanyam said that the Jammu and Kashmir Government is aiming to create a one-stop center where all the issues of youth are addressed, be it their education, their scholarships, their jobs, their skills or their entrepreneurship or self-employment.
He urged that ways and means should be searched for providing the sustained support to youth as the piecemeal approach has not done any good in the past. Our youth has struggled due to many reasons as lack of avenues regarding job prospects, skill up gradation, recreation abetted by poor educational standards, skill sets are taking toll on them. The main objective behind creating this platform is the overall development and progress of youth, he added
During his welcome address, Financial Commissioner, Finance Department, Arun Kumar Mehta, said that this is an opportune time to think about youth and create an environment for them where they can showcase their talent and make strides in every field of their choice, be it academics, administration and entrepreneurship.
He laid stress on the fact that entire country is the platform to rear and chisel the talent of J&K youth and recommendations taken from today’s workshop would be guiding principles towards formulation of future policy regarding development of our youth.
Speaking on the occasion, Dr. Syed Abid Rasheed Shah, CEO, Mission Youth gave a detailed presentation on the programme and highlighted that the intent of the programme is to effectively facilitate young people to shape their future as per their aspirations and wishes.
Jammu and Kashmir Government is aiming to launch massive Youth Engagement and outreach programmes which would address the issues of the young population. The idea of Institutional Mechanism under Mission Youth is to ensure that we have a concrete framework and a definite time-line to execute the idea of youth empowerment and engagement plans. Youth Centres will be established in each district which will be the nerve centers of all the activities to be taken through this program, he added.
Dr. Abid said that the UT Government has conceived the creation of a parallel, professional organization within the government -The ‘Youth Empowerment Society’ which will work in the domains of Livelihood Generation, Education & Skill Development, Counselling (Psycho-social & Career), Sports & Recreation, Financial Assistance and effectively support, encourage young individuals in fulfilling their potential and aspirations while addressing their needs and concerns.
During the workshop, Ashok Leyland proposed establishment of rural schools where school dropouts could be admitted to learn skills and trained to deliver in trades which are their areas of interest.
Other Industrialists and Bureaucrats also proposed several suggestions to include in the model formulated by J&K Government regarding Mission Youth.
The day-long workshop was divided into different technical sessions during which speakers from the corporate world and J&K Administration deliberated on different issues pertaining to the engagement and empowerment of youth of J&K.
The first technical session was based on the theme Livelihood Generation led by Shashank Tripathi, Partner and Leader Strategy, PwC India and moderated by Principal Secretary, Housing & Urban Development, Dheeraj Gupta and Secretary Rural Development, Sheetal Nanda.
Similarly, the session on Financial Assistance was led by Ashish Kumar Chauhan, MD and CEO, BSE, Ltd Mumbai and Arun Anant from INC Value Advisors and moderated by Manoj Kumar Dwivedi, Commissioner Secretary, Industry & Commerce Department.
Likewise the session on Counselling (Psychosocial and Career) was led by BS Sahay, Director IIM, Jammu and moderated by Shaleen Kabra, Principal Secretary, Home Department.
The session on the theme Recreation Avenues for Youth and Sports was led by Siddharth Shankar, GM Reliance Foundation Youth Sports and moderated by Principal Secretary, PDD & Information Department, Rohit Kansal and Secretary Youth Services and Sports, Sarmad Hafeez.
Similarly, the session on Education and Skill Development was led by Pankaj Chandra through video conferencing and moderated by Principal Secretary, School Education Department, BK Singh and Commissioner Secretary, Labour and Employment, Saurabh Bhagat.
Likewise the session on the theme Organizational structure of ‘My J&K’ was led by Adil Zain-ul-Bhai, Chairman Quality Council of India through video conferencing and moderated by BVR Subrahmanyam, Chief Secretary J&K, and Shaleen Kabra, Principal Secretary Home Department.
The last session on the theme Youth and Start Ups was led Ramanan Ramanathan, Mission Director, Atal Innovation Mission through video conferencing and Dr. Subhi Chaturvedi, Policy Analyst and Public Relations professional and former member MAG United Nations who spoke on Innovation and Entrepreneurship Opportunities for Next Gen Youth and Building Brand Kashmir 2.0- Entrepreneurship and Start Ups respectively. The session was moderated Manoj Kumar Dwivedi, Commissioner Secretary, Industries and Commerce department.
Earlier during the inaugural session, the delegates and the participants took a pledge on Rashtra Ekta Diwas.

Do-or-die game for KXIP, CSK play for pride

Abu Dhabi : Their play-off chances hanging in balance, Kings XI Punjab will leave no stone unturned as they take on Chennai Super Kings in a must-win Indian Premier League game here on Sunday.
KXIP’s chances of a top four finish took a serious hit after Rajasthan Royals handed them a seven-wicket loss, snapping their impressive five match-winning streak.
The defeat means KXIP’s fate is not solely in their hands as even a win against CSK will not ensure them a play-off spot. The Punjab outfit will need other results to go their way.
If Sunrisers Hyderabad (10 points from 12 games) win both their remaining matches and the loser of the Delhi Capitals (14) and Royal Challengers Bangalore (14) game finishes higher on the points table — either in terms of points or by virtue of a superior net run rate — than KXIP, then KL Rahul and his men will not qualify.
However, if Sunrisers are beaten in any match, then KXIP, who are currently placed fourth with 12 points from 13 outings with a net run rate of -0.133, will have a good chance of qualifying provided they win against CSK on Sunday.
On the other hand, CSK, already out of the reckoning for the first time ever, will aim to end their dismal campaign on a positive note.
The Mahendra Singh Dhoni-led team, languishing at the bottom of the points table, head in to the clash after notching up back-to-back wins over RCB and Kolkata Knight Riders.
With skipper Rahul, the leading run-scorer of the tournament, and the flamboyant Chris Gayle coming good and the marauding Nicholas Pooran to follow at No 4, KXIP will fancy their chances at the Sheikh Zayed Stadium.

KXIP’s bowling has been instrumental in their recent wins. However, against the Royals they leaked runs and were unable to pick wickets and skipper Rahul will hope his bowlers will be on top of their game against a CSK side, which cruised to a 10-wicket win in their previous meeting.
For CSK, 23-year-old Ruturaj Gaikwad has shown a lot of spark, notching up back-to-back fifties to set up the wins against RCB and KKR. Ravindra Jadeja has been in fantastic form, smashing boundaries and sixes towards the end of the innings.
The CSK bowling unit, boosted by the inclusion of New Zealand spinner Mitchell Santer, has done well in the previous two outings and will look to keep the momentum going.

Rajasthan Royals look to win, end KKR’s campaign

Dubai : They have just given their playoffs qualification hopes a lift and Rajasthan Royals will look to sustain the momentum against Kolkata Knight Riders in another must-win IPL game here on Sunday.
Besides a victory in their last league game, the inaugural edition winners will also need other results to go their way if they are to make the playoffs of the lucrative event, in its 13th edition now.
The best-case scenario for RR would be Kings XI Punjab losing their last match and Sunrisers Hyderabad winning no more than one in their last two outings.
In that case, RR will go through with 14 points, without net run rate coming into play.
However, RR’s first task is to do what is within its control — win the match against the Knight Riders and then hope for the best. Given the tight situation, the bigger the margin of win, the better it will be for the Steve Smith-led side.
The Royals can certainly look forward to their batting at the Dubai International Stadium. Their talismanic England all-rounder Ben Stokes has just won a Man-of-the-Match award, having made a breezy half century after picking up two wickets, in the team’s win over Kings XI Punjab on Friday.
The 2019 World Cup final hero getting his mojo back, at such a crucial juncture of the tournament, is great news for the Royals. And, needless to say, a bad one for KKR as the leading all-rounder can singlehandedly influence the outcome of a game.
Sanju Samson rediscovering his touch must have also gladdened the hearts of the RR team management. The wicketkeeper-batsman had started the tournament on an explosive note before going off the rails midway, only to come back all guns blazing against KXIP.
Skipper Smith can play according to the situation and opener Robin Uthappa can put any attack to the sword on his day.
No opposition takes Jos Buttler lightly and then there is Rahul Tewatia and young Riyan Parag down the order, beefing up RR’s batting.
Jofra Archer has been the standout performer with the ball and he will again shoulder RR’s responsibility in bowling.
While they have as many points as RR and KXIP, KKR’s road to the playoffs looks the toughest, thanks to their abysmal net run rate. Their only chance of qualification is if they beat Royals and finish on 14 points, with none of the other contenders reaching that tally. That seems improbable, the last two successive losses badly hurting their prospects.
Nevertheless, the likes of Shubman Gill, Nitish Rana, captain Eoin Morgan in batting and Varun Chakravarthy, Pat Cummins and Kamlesh Nagarkoti with ball would like to give it their all.

SP supported independent RS candidate to expose BSP-BJP ties: Akhilesh

LUCKNOW : Samajwadi Party president Akhilesh Yadav on Saturday asserted that his party supported independent nominee Prakash Bajaj for the Rajya Sabha election to expose the understanding between the BJP and BSP.
“Those having socialist leanings decided to support the independent candidate for the Rajya Sabha so that people can come to know that the BJP and BSP are together,” Akhilesh Yadav told reporters after an event held to pay tribute to Acharya Narendra Dev on his anniversary.
He alleged that the BJP can enter into an understanding with anyone and those who have an internal understanding need to be exposed.
In a dig at the BJP-led state government, Akhilesh Yadav enquired about the present state of the cleaning of river Gomti, a work started by his Government.
He also rued that there has been no expansion of the Lucknow metro project which his Government had started.
In a major twist to the biennial Rajya Sabha elections, Prakash Bajaj had filed his nomination papers from Varanasi as an independent candidate on the last day for the filing with the Samajwadi Party’s support.
He had filed them minutes before the closing of the filing on Tuesday.
His nomination, however, was rejected during the scrutiny of papers the next day after a daylong drama in which seven BSP MLAs, including the four who had signed the nomination of their party candidate Ramji Gautam, gave an affidavit that their signatures had been forged.
The seven MLAs, who are said to have met SP president Akhilesh Yadav, were later suspended by BSP president Mayawati who also declared that her party would vote for any other political outfit, including the Bharatiya Janata Party to ensure the defeat of the Samajwadi Party in the upcoming elections to the Upper House of the Uttar Pradesh assembly and the Rajya Sabha.
She had also termed her decision to join hands with the Samajwadi Party ahead of the last year’s general elections a “mistake”, lamenting that she should not have withdrawn a 1995 case against Akhilesh’s father Mulayam Singh Yadav.
Speaking after paying floral tributes to Acharya Narendra Dev, Akhilesh Yadav also said there was a need to deliberate on how to restore economic growth amid the persisting COVID-19 pandemic.
The big question is how are we going to achieve prosperity, he said lamenting that despite great men showing the path, the governments have not followed it resulting in severe problems.

Pakistan violates ceasefire along IB in Kathua

JAMMU : Pakistan Rangers violated the ceasefire by resorting to unprovoked firing on forward posts and villages along the International Border (IB) in Jammu and Kashmir’s Kathua district, officials said on Saturday.
However, there was no report of any casualty or damage on the Indian side, they said.
The firing from across the border started in Chandwa, Mayari and Faqeera in Hiranagar sector around 9:45 PM on Friday, prompting effective retaliation by the Border Security Force, the officials said.
The exchange of fire between the two sides continued till 4:15 AM on Saturday. There was no report of any casualty or damage on the Indian side, they said. (AGENCIES)

High reaches of Lahaul Spiti, Kinnaur experience snowfall

SHIMLA : High reaches of Lahaul Spiti and Kinnaur of Himachal Pradesh experienced snowfall as it was partly cloudy in the state since last evening, the Met Office said.
Keylong Headquarter of Lahaul Spiti had three cm fresh snowfall. The 13,050 ft high Rohtang, Kunjum passes.
Lady of Keylong, Seven sister’s hill and Goshal hill, Barlacha and other high peaks of Kinnaur got a light spell of snowfall dipping down the mercury below freezing point.
The Met Office recorded one mm each rainfall at Tourist resort Manali, Dalhousie and Chamba as it was partly to mainly cloudy in the state.
Minimum temperature of Keylong in Lahaul Spiti was recorded minus 0.8 degrees, Kalpa 2.3 degrees, Manali 4.8 degrees, Seobagh in Kullu five degrees, Mandi seven degrees, Bhuntar 8.2 degrees, Dalhousie 8.4 degrees, Kufri 9.3 degrees, Sundernagar 9.4 degrees and Una 9.9 degrees.

Still time to shun violence, J&K DGP to local youth holding gun

SRINAGAR : Reiterating his appeal to local youth holding gun to shun the path of violence, Director General of Police (DGP) Dilbagh Singh on Saturday said every possible help will be provided to them to lead a normal and peaceful life again.
An encouraging trend has emerged during the past few months after local militants surrendered during live encounters as they have now realized the futility of violence, Mr Singh told reporters on the sidelines of a function held at Zewan to observe Rashtriya Ekta Diwas on the birth anniversary of Sadar Patel, Iron Man of India.
Similar functions were also held at Kupwara, Badgam, Awantipora and other District Police Lines (DPLs), where officers and jawans were administered oath of unity on National Unity Day.
He said it is good that youth (militants) are coming forward to surrender during live encounters. We want our children to come back, DGP said, adding they will not be harmed and will provided all help to live a normal life with their families.
Our youth can take part in several activities, including sports, he said. About the recent killing of three Bhartiya Janata Party (BJP) workers in Kulgam, the police chief said the militants responsible have been identified.
Our investigation is going on right track, he said adding they (militants) will be neutralised soon. Inspector General of Police (IGP), Kashmir range, Vijay Kumar said on Friday that Lasher-e-Toiba (LeT) militants were responsible for killing of BJP workers. Two are local and one is a Pakistani, he said, adding the car which was used to commit the crime has been seized. (AGENCIES)
