Lieutenant General Balbir Singh Named GOC 15 Corps, To Take Charge May 1
JAMMU, Apr 28: Lieutenant General Balbir Singh, an old hand and a highly experienced officer with deep roots in counter-insurgency and counter-terrorism (CI/CT) operations in Jammu and Kashmir, is set to take over as the General Officer Commanding (GOC) of the strategically vital 15 Corps, also known as Chinar Corps, on May 1.
The 15 Corps, headquartered in Srinagar, is responsible for safeguarding the Line of Control (LoC) in Kashmir and overseeing internal security operations across the Valley.
Lt Gen Balbir Singh’s appointment comes at a time when the Union Territory continues to focus on maintaining stability following significant counter-terror operations in recent years.
He was presently Major General General Staff (MGGS) Northern Command and after elevation, got posted as GOC 15 Corps.
Lt Gen Balbir Singh brings vast operational experience in Kashmir, particularly in anti-terror activities. He is an alumnus of the Indian Military Academy (IMA), Dehradun. His early career included a key posting at the 8 Sector headquarters in Lolab, Kupwara, where he was directly involved in planning and overseeing operations. He later commanded 1 Sector Rashtriya Rifles (RR) during 2018-2019, a critical role in counter-insurgency grid management.
In 2023, as a Major General, he served as GOC of Counter Insurgency Force (CIF) Victor in mid-2023 (around the third week of June), relieving the then Maj Gen Prashant Srivastava.
He held the Victor Force command, based in Awantipora and responsible for operations in south Kashmir, demonstrating strong leadership in CI/CT grids. During his tenure, he collaborated closely with senior formations, including the Chinar Corps and Northern Command, on multiple operations and security reviews.
Lt Gen Prashant Srivastava, from the Parachute Regiment, had a distinguished tenure as GOC 15 Corps after assuming charge on October 5, 2024, succeeding Lt Gen Rajiv Ghai. His period as Corps Commander was marked by robust security operations, including Operation Sindoor (a precision strike across the LoC targeting terror infrastructure in response to escalating threats) and Operation Mahadev.
The latter was a joint operation involving the Army, Jammu & Kashmir Police, and CRPF that successfully neutralised three terrorists. These individuals were directly linked to the April 22, 2025, Pahalgam terror attack (also referred to as the Pahalgam massacre), which claimed the lives of 26 people, mostly tourists.
Lt Gen Prashant Srivastava has now been appointed as the new Quarter Master General (QMG) at Army Headquarters in New Delhi, a key logistical and administrative role. His move reflects the Army’s policy of rotational higher command appointments. During his stint in Kashmir, he emphasized synergy among security forces and engagement with civil society to foster lasting peace.
AAP MLA Mehraj Malik Released From Kathua Jail After J-K HC Quashes His PSA Detention
Jammu, Apr 28: Aam Aadmi Party legislator Mehraj Malik was released from Kathua jail on Tuesday following the quashing of his detention under the Public Safety Act by the Jammu and Kashmir High Court.
Malik said that now that he had been released, he would continue to raise and talk about the issues of the people.
Setting aside the detention order issued by the Doda district magistrate against Malik on September 8 last year, Justice Mohd Yousuf Wani directed authorities to “release the petitioner-detenu forthwith from his preventive detention”.
“Malik was released by jail authorities this morning after completion of all formalities,” his lawyer and AAP spokesperson Appu Singh Slathia told reporters here.
As the gates of Kathua jail opened this morning to release the AAP leader, scores of people shouted slogans in his favour, danced to the beats of dholaks and garlanded him with flowers.
After being released from jail, he said that he would continue to fight for the people.
“I am now out of jail. I thank the judiciary for justice to me. I will continue to raise the issues and talk about people,” he told reporters here.
The High Court of Jammu and Kashmir and Ladakh on Monday quashed the preventive detention of Aam Aadmi Party legislator Mehraj Malik under the Public Safety Act (PSA), holding that the order was legally unsustainable and based on “non-application of mind”.
Malik, who is the AAP’s Jammu and Kashmir unit president, was detained under the PSA in September for allegedly disturbing public order and was subsequently lodged in Kathua jail.
On September 24, he filed a habeas corpus petition in the high court, challenging his detention and seeking Rs 5 crore as compensation.
On February 23, the high court had reserved its order in the case.
In his 87-page order, the judge said, “…the impugned detention order issued by district magistrate, Doda is quashed with direction to the respondents to release the petitioner/detenu forthwith from his preventive detention in the instant case.” The court underscored the distinction between ‘law and order’ and ‘public order’, observing that the material on record did not justify invoking preventive detention.
It noted that the alleged activities of the detenu did not amount to “public disorder” and held that there was “no live link or proximity between the alleged criminal activities and the need for passing of the impugned detention order”.
On the nature of cases cited against Malik, the court said they largely pertained to routine law and order issues, including election-related matters, adding that “almost all the criminal cases pertain to normal law and order violations not justifying the detention under PSA”. (Agencies)
Blast At Patiala Freight Corridor Rail Track, 4 Linked To Pro-Khalistan Terror Module Held
Chandigarh, Apr 28: A pro-Khalistan terror module carried out a late-night blast at a freight corridor railway track near the Shambhu area in Patiala, in which one of its members was killed while attempting to detonate the explosives, police said on Tuesday, adding that four members of the module have been arrested.
The explosion, which occurred on Monday night on the Shambhu-Ambala rail track, was initially described as a low-intensity blast. However, an investigation later determined it was an attempt to blow up the track, police stated.
The explosion occurred near Bothonia village on the rail track dedicated to freight trains, causing damage and leaving a small crater beneath the railway line, police said.
Noting that the incident marks the second blast at a freight corridor in the past three months, a senior police officer indicated that a National Investigation Agency (NIA) probe into the matter is likely.
Police found an unidentified body, which had been blown into pieces, at the scene. Parts of the body were scattered along the railway track. The person who was trying to carry out the detonation died in the attempt, Patiala SSP Varun Sharma said.
Police identified the deceased suspect as Jagrup Singh, a resident of Panjwar village in Tarn Taran district.
CCTV footage captured Jagrup parking his motorcycle in Amritsar, according to Special Director General of Police (Railway) Shashi Prabha Dwivedi, who visited the explosion site.
Deputy Inspector General of Police Kuldeep Chahal stated that the four arrested individuals are Pardeep Singh Khalsa, a resident of Mansa; Kulwinder Singh, also from Mansa; and Satnam Singh and Gurpreet Singh, both residents of Tarn Taran.
Pardeep Khalsa was identified as the main kingpin of the module due to his close ties with Malaysia-based pro-Khalistan handlers. He sent radicalised youth to Malaysia for terror training and assigned them tasks for carrying out terror activities, the DIG said, adding that Pardeep was also running a radical organisation named ‘Chalda Vaheer Chakarwarti, Attariye.’ Police recovered a hand grenade, two pistols, ammunition, other sophisticated communication devices intended for future detonations, and laptops from their possession, he added.
Interacting with reporters at the incident site, Dwivedi said that as a goods train was passing at the time of the blast, the locomotive pilot sensed something unusual and raised an alarm, alerting authorities.
Referring to some “anti-social elements who are against the progress of the country”, the officer said this was the second such attempt at a freight corridor.
In response to questions about the NIA’s involvement, Dwivedi confirmed that due to the recurrence of such incidents, the NIA will most likely conduct an investigation.
She also noted the absence of CCTV coverage in the area and emphasised the need to install cameras at regular intervals along the corridor.
Meanwhile, SSP Varun Sharma said, “Late at night, we had received information about a low-intensity explosion at a railway track near the Shambhu-Haryana border. Immediately, I, along with the deputy inspector general of police and other senior officials, rushed to the spot to take stock of the situation. We found that it was not a low-intensity explosion but an attempted detonation.” Police also said they have recovered a SIM card from the spot.
“After getting scientific evidence, including a SIM card from the spot, police have launched a technical investigation,” Sharma said, adding that he expects the entire controversy to be unravelled soon.
He further said the Government Railway Police, the Railway Protection Force and other agencies are involved in the investigation.
Following the blast, a forensic team, along with a bomb disposal squad and other officers, arrived at the location. A government railway police official confirmed that repair work on the railway track has been completed and rail traffic has been restored.
Earlier in January, a blast on a dedicated freight corridor railway track in Fatehgarh Sahib’s Sirhind area damaged a train’s engine and injured a locomotive pilot. (Agencies)

India-New Zealand FTA to greatly benefit farmers, youth, MSMEs: PM Modi
NEW DELHI, Apr 27 : Prime Minister Narendra Modi on Monday hailed the India-New Zealand free trade agreement as a landmark moment in the two countries’ partnership and said the pact will greatly benefit farmers, youth, women, MSMEs, startups, and students, among others.
Modi also said that the investment commitment of USD 20 billion by New Zealand will further strengthen the bilateral cooperation in agriculture, manufacturing, innovation and technology, paving the way for a more prosperous and dynamic future for both countries.
“Today marks a landmark moment in the India-New Zealand partnership! I am delighted that the India-New Zealand FTA signed today will add unprecedented momentum to our developmental partnership. It reflects the deep trust, shared values and ambition that bind our two nations,” he said in a post on X.
“This agreement will greatly benefit our farmers, youth, women, MSMEs, artisans, startups, students and innovators. It will open new avenues for growth, create opportunities and deepen our synergy across sectors,” the prime minister said.
Earlier, Modi said the FTA also expands opportunities for students and skilled professionals, alongside support for agricultural productivity and investment commitments.
He also quoted Commerce and Industry Minister Piyush Goyal, who said the India-New Zealand FTA removes tariffs on Indian exports, boosting labour-intensive sectors and strengthening MSMEs, while ensuring that sectors like agriculture and dairy remain fully protected.
India and New Zealand on Monday inked a free trade agreement, aimed at boosting two-way commerce and investments.
The pact was signed by Commerce Minister Goyal and visiting New Zealand’s Trade and Investment Minister Todd McClay.
The FTA provides duty-free access for 100 per cent of India’s exports to New Zealand, covering all tariff lines or produce categories, and is expected to significantly boost MSMEs and employment by enhancing competitiveness in labour-intensive sectors such as textiles, apparel, leather, footwear, gems and jewellery, engineering goods, and processed foods. India to be second country to operate commercial ‘Fast Breeder Nuclear Reactor’: Dr Jitendra

Excelsior Correspondent
NEW DELHI, Apr 27 : Union Minister Dr Jitendra Singh today said that after Russia, India will be the second country in the world operating a commercial-level fast breeder reactor.
Delivering keynote address at a workshop of MPs and MLAs, on “Small Modular Reactors” the Minister elaborated that India has achieved a significant milestone by developing an indigenously designed 500 MWe Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, Tamil Nadu, which achieved first criticality on April 6, 2026. Developed by the Indira Gandhi Centre for Atomic Research (IGCAR) and built by BHAVINI, this reactor marks the start of the second stage of India’s three-stage nuclear power program, using uranium-plutonium mixed oxide fuel to produce more fuel than it consumes. With this achievement, India moves toward leveraging its vast thorium reserves in the third stage of its nuclear strategy. Once fully operational, India will be the second country in the world after Russia operating a commercial-level fast breeder reactor, he added.
The workshop was organised by National General Secretary BJP, Tarun Chugh.
Dr Jitendra Singh further explained that the significance of this achievement lies in the fact that with this, India moves toward leveraging its vast thorium reserves in the third stage of its nuclear strategy. Once fully operational, India will be the second country in the world after Russia operating a commercial-level fast breeder reactor.
Currently, Russia is the only country operating commercial Fast Breeder Reactors (FBRs), with India in the advanced stage of commissioning its own. While several nations have historically developed or operated experimental fast reactors—specifically the USA, UK, France, Japan, Germany, and China—most of these programs are currently shut down.
Referring to recent developments in India’s three-stage nuclear programme, Dr Jitendra Singh said that the successful establishment of the Prototype Fast Breeder Reactor marks a significant step towards the second stage of the programme, enabling more efficient utilisation of nuclear fuel and paving the way for future use of India’s vast thorium reserves.
The Minister emphasized that only a limited number of countries have made advancements in Fast Breeder Reactor technology, placing India in a distinguished global position in advanced nuclear capability.
The Minister further stated that nuclear energy will play a crucial role in India’s clean energy transition and long-term sustainability goals, particularly in achieving the target of 100 GW nuclear power capacity by 2047.
Highlighting emerging requirements, Dr. Jitendra Singh said that sectors such as Artificial Intelligence, data infrastructure and advanced manufacturing will increasingly depend on reliable and continuous sources of clean energy, where nuclear power will be indispensable.
The Minister also underlined the importance of initiatives such as Small Modular Reactors (SMRs), policy support, and SHANTI Act enabling greater participation of the private sector in scaling up India’s nuclear energy capacity. He said, under the recently launched “Nuclear Mission” , with an allocation of Rs 20,000 cr, five SMRs are planned by 2033.
