Only first time offenders provided amnesty: CM

JAMMU, Jan 22: Chief Minister Mehbooba Mufti today said that only first time offenders involved in stone pelting cases are being provided amnesty.
While intervening during the reply of the Question of PDP legislator Firdous Tak in the Upper House today, the Chief Minister said this Amnesty Scheme has been framed only for the youth, involved in stone pelting. They were first time offenders. They were given a chance to mend their ways and resume their education and become good citizens. Their parents have been involved and they will be put under observation. Their behaviour will be put at vigil by the agencies.
The Government can review the cases of other people also and a committee   under DGP has been framed to review such cases.
Earlier, giving reply to the main question  Minister Incharge Agriculture Ghulam Nabi Lone, replying on behalf of  Chief Minister ( Incharge Home)  said that as many as 43 cases have been registered in Doda, Kishtwar and Ramban districts since 2008, for alleged raising of slogans, illegal assembly and taking out processions.

”In total, 43 cases have been registered on alleged illegal assembly, raising slogans, taking out processions, especially under Sections 120-B and 153-A of CrPC in Doda, Kishtwar and Ramban since 2008,” Minister said.
The Minister also replied that the Amnesty Scheme is also applicable for the first time offenders and stone pelters in whole of the State.
Giving break-up, he replied that in Doda, 16 cases were registered and 23 accused were arrested, while in Kishtwar, 12 cases were registered and 359 accused were arrested and in Ramban, 15 cases were registered and 155 accused were arrested.
The Government also said that no case registered under Sections 120-B and 153-A has been recommended or approved for amnesty.
”However, the particulars of persons belonging to districts of Doda, Kishtwar and Ramban, are also approved for amnesty,” he added.
The Minister said that further action for providing amnesty to the youth of three districts was underway.
Interestingly, no BJP member from Jammu raised the issue of amnesty to Jammu youth who were booked during Shri Amarnath land row agitation and against whom many FIRs were pending.
