SRINAGAR, Oct 15: State Judicial Academy in its endeavor to strengthen the judicial and administrative institutions and improve necessary skills and efficiency of all stakeholders of justice delivery system organized one day sensitization programme for District Judges, Assistant Controller Drugs and Drug Inspectors under Drugs & Cosmetics Act.
The proceedings were conducted by Abdul Rashid Malik, Director, State Judicial Academy, who in his introductory remarks, highlighted that right to health is a fundamental right and has been recognized in the Constitution, statutory as well as in the international laws.
In the first working session, Justice Hasnain Masoodi, former Judge, High Court of J&K, deliberated upon the importance of the implementation of the Drugs & Cosmetics Act. He emphasized that it is the duty of the State to take care of the health of society because it is the question of life. “Thus the role of participant officers is very crucial to keep vigil on the quality of drugs in the society”, he added.
Rajinder Kumar Harna, Resource Person, deliberated upon the overview and salient feature of the Drugs and Cosmetics Act, 1940 and Rules, 1945. He made a detailed power point presentation upon the legal framework under the Act. The participating District Judges and officers of the Health and Medical Education Department raised many issues with regard to institution of complaints under the Act, taking of samples and crucial procedural matters which where responded by the Resource Persons.
In the Final Session, the participants made presentations on successes, failures, challenges and way forward for effective implementation of the Drugs & Cosmetics Act. The issues raised were responded by the Resource Persons to the satisfaction of the participants.
