JAMMU, Oct 15: In view of the published news in media that the Govt is proposing for OBC reservation in Panchayats (PRIs) and Urban Local Bodies (ULB), the BJP OBC Morcha has also projected it’s demand for 27% quota for these institutions.
AIBCU in its executive meet held here had a threadbare discussion and arrived at the conclusion that this statement of the Govt is an eye wash and is only in view of the elections, whether PRIs or those of ULBs and above all the Assembly elections for which the Govt is under pressure of all local political parties.
Govt is announcing this reservation for ‘OBCs’, a category which does not exist in Jammu and Kashmir. In J&K, the people are considered as Other Social Caste (OSC) and if this Reservation Bill so announced, for OBCs in JK without changing the nomenclature from “OSC” to “OBC”, then this bill, will be like the Women Reservation Bill which has two riders, one the census and other the delimitation.
Neither the caste census would take place as Union Govt time and again go to Supreme Court against it and without census there will be no delimitation. Similarly, as the bill for changing the OSC nomenclature to OBC through amendment in the Reservation Act of 2004, has got twice free walk out from both the winter and summer parliament sessions of 2022-23, the PRIs ULBs reservation for OBCs in Jammu and Kashmir would only prove an allurement and nothing else.
The executive members appealed for the change in nomenclature from OSC to OBC with implementation of Mandal Commission report with due share @ 27% both in job reservation as well as in PRIs and ULBs.
