Notification for Phase-V issued

SRINAGAR, Nov 3: Chief Electoral Officer, J&K, Shaleen Kabra today issued notification for conduct of fifth phase of Panchayati polls.
The notification has been issued for Langate, Wavoora and Sogam blocks in Kupwara, Aloosa in Bandipora, Zaingeer, Sherabad Khore and Lalpora in Baramulla, Sherpathri in Ganderbal, Khag and S K Pora in Budgam, Litter and Tral in Pulwama, K-Ullar and Ramnagri in Shopian, Frisal and Behibagh in Kulgam and K Pora and D Pora in Anantnag district of Kashmir division.
In Jammu division, the Panchayati elections will be held in the fifth phase in Assar, Marmat and Khellani blocks in Doda district, Batote and Rajgarh in Ramban, Majalta, Khoon, Kulwanta and Parlidhar in Udhampur, Arnas and Bhamag in Reasi, Akhnoor, Maira Mandrian, Chowki Choura and Mathwar in Jammu, Nowshera, Seri and Sunderbani in Rajouri and Lassana in Poonch district.
According to the notification, the last date for making nominations is November 10, the date for the scrutiny of nominations is November 12, the last date for withdrawal of candidature is November 14, the date on which a poll, if necessary, will be held on November 29, from 8 am to 2 pm, the date of counting is November 29, unless notified otherwise, and the date before which the election will be completed is December 17.
Meanwhile, the first phase of the Panchayat elections in Srinagar will see just one of the total five Panchayat halqas go to polls on November 17 with the other four receiving a single nomination each.
The said halqa is Balhama B of the Khonmoh block also comprising Khonmoh A, Khonmoh B, Khonmoh C and Balhama A halqas all of which received a single nomination each and therefore the candidates were declared as elected unopposed.
The election to these five Panchayat halqas is being held in 45 Panchayat constituencies of which only 8 have received nominations with 7 of them being a single nomination candidature and only one going to polls.
In Baramulla, 138 contesting candidates for Sarpanch and 420 candidates for Panch are in the fray for the upcoming phase-I of Panchayat elections scheduled on November 17.
The DEO said that for 63 Panchayat Halqas and 497 Panch Wards, a total of 224 and 769 nominations respectively were received. However, on scrutiny, 3 nominations for Sarpanch and 5 nominations for Panch were rejected leaving 221 and 761 nominations valid. Among these valid nominations, 74 for Sarpanch and 134 for Panch nominations were withdrawn as on date. Moreover, there are 9 Sarpanch and 207 Panch nominations that have been declared as un-contesting candidates.
As many as 43 nominations have been received for 105 Panch and 15 Sarpanch constituencies for the first phase of Panchayat elections for block Gund and Ganderbal.
The District Panchayat Election Officer (DPEO) Ganderbal said out of 43, 32 nominations were valid, 5 were rejected, while as 6 were withdrawn.
The District Panchayat Election Officer (DPEO) Anantnag said that in Anantnag and Bijbehara blocks 479320 electorates will exercise their franchise for the election of 2537 Panchs and 335 Sarpanchs in phase-II on November 20.
In Anantnag block, 52 Panchs and 36 Sarpanchs have filed their nominations.
Meanwhile, 805 nominations have been received for 416 Panch and 94 Sarpanch constituencies for the second phase of Panchayat elections in Kargil district.
The District Panchayat Election Officer (DPEO) Kargil informed that 163 nominations for Sarpanch constituencies and 642 for Panch constituencies were received till November 1 for Karsha, Bhimbat, Sankoo, Shakar Chiktan, Shargole, and Lotchum blocks of Kargil district in Phase-II.
Meanwhile, a total of 518 candidates including 405 for Panch and 113 for Sarpanch`s election were in fray in block Bani and Duggan of Kathua under first phase of Panchayat elections after the last date of withdrawal of nominations. Meanwhile, 39 Panchs and 1 Sarpanch were elected unopposed.
Moreover, election will be contested on 168 seats for Panchs and 11 seats for Sarpanchs during first phase of election. No nominations were filed on 2 seats for Panch’s election.
A total of 30279 voters will exercise their right to vote under first phase comprising of 16092 male and 14187 female voters .All the necessary arrangements being made to ensure smooth conduct of poll process.
