Non-implementation of Laws

Sir,
This refers to editorial “Fresh laws sans implementation mechanism” (DE 23.07.2019). It is not only the fresh laws enacted 1 or 2 years back which are not implemented by Government , but there are many legislation’s and rules which have been enacted more than 5 to 10 years back but their implementation is almost zero on the ground.
Let us take example of J&K Public Services Guarantee Act (PSGA) which was enacted more than 8 years back ie in year 2011 by NC lead Government. For some years there was lot of enthusiasm about this law and even Omar Abdullah lead Govt tried its best to see its implementation but from last 3 years very few people use this law as there is no awareness among masses.
Even the designated officers are themselves not aware about the role they have to play vis a vis implementing PSGA. I had written a detailed piece on this few months back. Same is the case with JK RTI Act 2009 . The awareness level has come down from last 3 years. Not even 100 officers also called PIOs have been trained by Govt to implement this law . General awareness among masses is negligible and we were forced to seek judicial intervention by way of a PIL which was disposed off with clear directions to Govt. Even after the High Court directions , Govt has not done anything from last 7 months.
Solid Waste Management Rules 2016 are being violated by J&K Govt themselves and not even 20 percent of these rules are being followed by civic bodies across J&K with the result solid waste management is becoming a biggest challenge for people. J&K Non Biodegradable Materials (Management & Disposal) Act was enacted in 2007 to counter menace of plastic waste in state, but till date the law has not been enforced in state. Sometimes I think why are laws and rules passed by Govt when the same Govt is not ready to implement the same ?
