No end to problems of SPCB adhoc employees

SRINAGAR, Oct 25: There seems to be no end to the problems being faced by the adhoc employees of State Pollution Control Board as the committee constituted to screen their cases for regularization is carrying on its job at a snail’s pace with no time frame being set.
The regularization issue came up for discussion during the 26th Board meeting of State Pollution Control Board (SPCB) held in June this year under the chairmanship of Lal Chand, Chairman SPCB. The meeting authorized SPCB Chairman to take a final call on the regularization of the employees working on the adhoc basis for the last one decade or more.
After the board meeting on September 13, Administrative Officer, State Pollution Control Board wrote to Regional Directors of the Board both at Jammu and Kashmir to ask the adhoc employees to submit their original documents to the respective regional offices at the earliest so that their cases for regularization are taken up.
The adhoc employees were also directed to produce a certificate in which it should be written that they are on active duty and are drawing salary regularly from the date of their engagement.
The adhoc employees followed the directions in letter and spirit and submitted the certificates in original. This was duly acknowledged by the Administrative Officer, SPCB on September 19. The Administrative Officer while acknowledging receipt of the certificates wrote that originals of State Subject Certificate, Degree Certificate and Date of Birth Certificate have been received.
In addition to this committee, the SPCB Chairman constituted another committee headed by him and comprising of some other top ranking officials in the Government. It also included some of the officials of the Universities in Kashmir and Jammu. The officials of the universities were expected to screen the certificates produced by the adhoc employees put forward by them in support of their degree (both academic and technical).
However, despite the constitution of two committees no headway has been made in the process of regularization of adhoc employees. This has given sleepless nights to the adhoc employees as they are waiting for their regularization. They are also perturbed with the fact that their original certificates are with the SPCB.
Admitting that no time frame has been fixed for the committee being headed by him, SPCB Chairman, Lal Chand told Excelsior that the committee has met two or three times while finalizing the cases for regularization. He said it would take some time in finalizing the process of regularization of the adhoc employees.
