JAMMU, Feb 11: The State Government doesn’t have any proposal to grant amnesty to any militant/terrorist or any other person involved in any heinous crime.
This was stated by Home Minister in response to a question of PDP MLA, Ch Zulfikar Ali. However, the Minister said that after the announcement of scheme for the youth arrested since March 2010 for their involvement in stone pelting and other related violence, amnesty has been granted to 1811 youth involved in 230 cases of stone pelting in 2010 and 2011.
Of these cases, 228 have been withdrawn while proceedings in respect of remaining two cases were under process. The scheme was announced in order to facilitate these youth to pursue higher education and to ensure that their involvement in these cases may not adversely affect the verification of their character and antecedents for obtaining passports, jobs and for obtaining loans for education/jobs, the Minister said.
In reply to another question, the Home Minister said, “a total of 2396 prisoners are lodged in different jails of the State. Of these, 339 are convicts, 1875 are under trials, 35 are PSA detenues, 2 civil prisoners and 139 foreign nationals”, adding among the foreign nationals 18 have completed their sentence”.
