NMC relaxes Minimum Standard Requirements for opening, running new Medical Colleges

JAMMU, Oct 31: In a major step, National Medical Commission (NMC) has relaxed Minimum Standard Requirements for getting Letter of Permission for setting up of new Medical Colleges in India, which will also help a lot in early start of already announced Medical Colleges in Udhampur in J&K and Leh in Ladakh.
The major changes made in the ‘Minimum Standards Requirement’ are with reference to human resource, infrastructure, machinery and equipment. As per new regulations, now onwards the new Medical Colleges could be started with minimum bed strength of 300 beds while earlier, the bed strength needed to open a Medical College was 500.
The experts said this is a welcome step as these relaxations will not only help Government of J&K and Government of Ladakh to start one each Medical College at Udhampur and Leh, but also help to convene the DPC promotion of the medical faculty appointed vide the medium of lateral entry made by virtue of an executive order after the requirement rules are finalized. They said these relaxations by NMC have strengthened the Government stand in various writ petitions which are lying pending in High Court of J&K (now transferred to CAT) regarding lateral entry of faculty.
According to the experts, as the J&K Government is all set and committed to start work of Udhampur Medical College this year and convene the much awaited DPC of both new and old Medical Colleges which already stand submitted to the office of Public Service Commission, the new regulations by the NMC will help the Government to reflect permanent faculty instead of in-charge capacity which will go long way to get timely recognition of these new medical colleges as well as recognition of additional 30 MBBS seats started at GMC Jammu, Srinagar and SKIMS.
Other important regulations made by the NMC in “Minimum Standard Requirements” is that Non-Medical Teachers shall be permitted to constitute less than 15 % of the total faculty required for Anatomy, Biochemistry and Physiology departments whereas Non-Medical Faculty will not be permitted at all in subjects like Pharmacology, Pathology and Microbiology.
Further, in the new regulations, NMC has slashed minimum faculty requirement from 106 (required by MCI) to 90 for 100 MBBS students, from 132 to 116 for 150 MBBS students, from 167 to 142 for 200 MBBS students and from 192 to 159 for 250 MBBS students.
The new regulation, have given more focus to mandatory requirement of Emergency Medicine Department with expansions of casualty and isolation-bed facilities. Beside this, 7 major Operation Theatres shall be required for the Medical Colleges with intake capacity of 100 MBBS students, 9 for colleges with intake capacity of 150 MBBS students, 10 for colleges with intake capacity of 200 and 11 for colleges with intake capacity of 250 MBBS students.
“Moreover, henceforth 5, 10, 15, 20 and 1 ICU beds shall be mandatory requirement for ICCU, ICU, NICU, PICU, SICU and GICU, respectively for opening new Medical Colleges, besides 30-bedded emergency,” as per the ‘Minimum Standard Requirements’ notified by NMC. The new regulations also make mandatory BSL-2 lab facility in every medical College.
In a big relief to the new Medical Colleges, the physical inspection shall only be held on first year and third year by the NMC unlike every year inspection use to be done by previous body (MCI).
The new regulations titled ‘Minimum Requirements for Annual MBBS Admission Regulations, 2020″ was made by the NMC after having country wide inputs of various medical organizations, State/Union Territory Governments as well as inputs from faculty and general public at large. The new regulations will be applicable to medical colleges being established from the academic session 2021-22 onwards.
