NMC rejects applications for start of MD Biochemistry, raising PG seats in Medicine & Paediatrics

JAMMU, Mar 14: In a major setback to Government Medical College (GMC) Jammu after last year’s loss of 8 MBBs seats, National Medical Commission (NMC) has rejected its applications for start of MD course in Biochemistry and enhancement of PG seats in Medicine and Paediatrics specialty.
Official sources told EXCELSIOR that Medical Assessment & Rating Board (MARB) of NMC had received a total of 1010 applications for the start of PG course and 665 applications for the increase of PG seats in existing medical colleges of the country for the Academic Year 2024-25.
They said MARB had to take the decision on grant of approval to start or enhance MD seats in Medical Colleges after proper scrutiny of the applications including detailed review of the parameters/supporting documents (self attested, preferably digital signature) such as Consent of Affiliation (CoA), Application fees, Bank guarantee, relevant letters such as status of PG course (recognition), letter of permission (PG course), etc.
“After proper scrutiny of the applications received, NMC rejected applications of those Medical Colleges which were not following guidelines as prescribed by NMC with regard to current teacher-eligibility criteria and qualified eligible Guide,” sources said, adding, applications which were either not in the format of NMC or were incomplete in any manner were also rejected by the Commission.
Sources said GMC Jammu too had applied for start of MD Biochemistry course with 4 seats after surrendering its 2 DNB seats for the year 2024-25. Besides this, they said, it has also applied for enhancement of 6 MD seats in Department of Medicine from existing 13 MD seats and increase of 6 MD seats in Department of Paediatrics from existing 14 MD seats but in a sad state of affairs, all the three applications of GMC Jammu were rejected by the MARB.
“With this rejection, a loss in the form of Rs 16.5 lakh was also caused to the State exchequer as application fee per course was Rs 5.5 lakh and it was non-refundable in case of rejection of the application,” sources stated and asserted that an enquiry should be ordered to ascertain the reason of rejection of all three application of GMC Jammu.
They said it should come to fore whether the applications submit by GMC Jammu were incomplete or not in the format of NMC or not in aliened as per the guidelines of NMC. “Accountability need to be fixed as it is big loss not only to the institution, state exchequer but also to the student community,” sources added.
“Further, while applying for MD Biochemistry for the year 2024-2025, it is assumed that DNB course already operational in Department of Biochemistry must have been surrendered. In case it has been surrendered, then Department of Biochemistry in principal can not apply for the renewal of the courses for the academic year 2024-25, for which the last date is 31st of March but in case they have not declared the surrendering of the DNB courses while applying for MD course with NMC, then it amount to concealment of facts, which is academic offense and will be taken very seriously by the both regulatory authorities i.e. NBE and NMC,” maintained sources.
Sources revealed that last year also, huge irreparable academic loss was occurred to GMC Jammu with loss of 8 seats as penalty and also failure attempt to get DM neonatology started but it seem the GMC authorities have not yet learned lessons from the past.
