It would be safe to assume that some centre sponsored schemes like Nirmal Bharat have not made presence in most parts of the country, particularly in remote regions.
These scheme are well intentioned and aimed at improving the lot of downtrodden people who do not have access to basic amenities of life. Whether MGNREGA or Nirmal Bharat, when not implemented effectively do not yield desired results.
People in various localities even in this State continue to defecate in the open. The problem exists particularly among slum dwellers who do not have such a facility.
There is urgent need to devise a mechanism which would ensure that a scheme is implemented as per the guidelines framed.
Then after a wait of two or three years, study is to be carried out whether the scheme implemented had yielded the desired result. This is a tedious problem but it will allow planners to a feel of the situation and frame further schemes accordingly.
