New Councilor inducted in Kargil

JAMMU, May 17: Ladakh Autonomous Hill Development Council (LAHDC), Kargil, chairman Haji Mohammad Haneefa Jan today dropped Syed Mujtaba Musavi as Executive Councilor for the LAHDC and in his place inducted Ghulam Rasool Naqvi of National Conference as the new Executive Councilor.
Jan told the Excelsior on telephone from Kargil that he has inducted Naqvi, a Councilor from Upper Drass as the new Executive Councilor and dropped Syed Mujtaba Musavi. He said the induction and dropping were ordered on the basis of performance.
Jan, an Independent Councilor, who heads 30-member LAHDC Kargil with the support of National Conference and Independents, said he has allotted the charge of Power, Public Works Department and Tourism to the newly inducted Executive Councilor, Ghulam Rasool Naqvi.
Musavi, who has been dropped, was holding the charge of Social Welfare and Consumer Affairs and Public Distribution Departments.
Three other Executive Councilors in the LAHDC Kargil included Aga Abbas Rizvi, Mohsin Ali and Salim Ansung.
The LAHDC Kargil, like the LAHDC Leh, can have only four Executive Councilors apart from the Chief Executive Councilor/Chairman, who heads the Council. While the CEC has rank and status of Cabinet Minister of the State, the Executive Councilors enjoyed the rank of Deputy Ministers, a rank below the Ministers of State.
Presently, Haneefa Jan has support of eight National Conference, four Nominated and three Independent Councilors. He himself is an Independent Councilor. Rest 14 Councilors were in Opposition, who including Congress and Independents.
After September, 2013 elections threw a hung verdicts in the LAHDC Kargil, the National Conference despite having majority had agreed to formation of Council with the Congress. Haji Asgar Ali Karbalaie had headed the Council. However, Karbalaie was elected as Congress MLA from Kargil in December 2014 Assembly elections but in the by-election Congress leader Kachu Feroz was elected to the Council.
After the exit of NC-Congress coalition Government, the NC Councilors with the help of Nominated and Independent Councilors passed no-confidence motion against the Congress headed Council and formed their own Council, headed by Haji Haneefa Mohammad Jan.
Jan told the Excelsior that during last financial year of 2015-16, the Council had received a grant of Rs 41 crores only from the State Government.
“We have projected increase in our annual grant for current financial year of 2016-17 but we are not hoping any major increase,” he said, adding they were waiting for presentation of general budget of the State on May 25 to see what they get.
Jan said he has also projected increase in the Centrally Sponsored Schemes and funds for the ongoing works in Kargil.
He added that the LAHDC Kargil was trying to carry out as much developmental works as possible in the hilly district.
