This has reference to the news item ‘NCTC proposal falls flat” DE June 6.
It is very disappointing not to see the much touted National Counter Terrorism Centre (NCTC) take off at the conference of Chief Ministers convened to discuss internal security issue.
Though in its orginal draft there were certain provisions which needed to be deleted, the Chief Minister of non Congress States should have at least shown their willingness on watered-down proposal.
India is passing through a difficult phase where forces inimical to Indian sovereignty are working day and night. There is unsurgency in many of the country. Naxalism has shown its urgly head recently in Chhatisgarh. Kashmir is witnessing encounters between army and militants. And as per Home Minister Sushil Kumar Shinde’s statement, ISI is planning to revive militancy in Punjab.
To meet this challenge, it is essential that there is a single agency to counter it. In the past, it was found that there was no coordination among different security and intelligence agencies and which look to may terror attacks in the country.
