Murmu reshuffles portfolios among Advisors; keeps Home, GAD, Finance

Bhatnagar to advise LG on some Home Deptt matters

JAMMU, Mar 17: Lieutenant Governor Girish Chandra Murmu today reshuffled portfolios among his four Advisors following takeover of Baseer Ahmad Khan as new Advisor allocating Power Development, Rural Development and Tourism among others to the new Advisor.

The charge of significant departments like General Administration, Home and Anti-Corruption Bureau hasn’t been assigned to any of the four Advisors and papers related to these three departments will be submitted by their Administrative Secretaries to the Lieutenant Governor through the Chief Secretary, an official order today said.
“Papers related to All India Services including IAS, IPS and IFS shall be submitted by the respective Administrative Secretaries through the GAD and the Chief Secretary for consideration of the Lieutenant Governor,” the order said.
However, as per the Government order, Rajiv Rai Bhatnagar, who had retired as Director General of Central Reserve Police (CRPF) before his appointment, will advise the Lieutenant Governor on significant matters related to the Home Department. He will coordinate activities of the police including Terror Monitoring Group, Force Deployment, Intelligence Work, Preparedness for Law & Order, Operational Effectiveness, Counter Cross Border Propaganda, Jails, FSL, Prosecution, Narcotics Control and POCSO Matters.
Newly appointed Advisor Baseer Ahmed Khan has been allocated Power Development, Rural Development and Panchayati Raj, Disaster Management, Relief, Rehabilitation and Reconstruction, Tourism, Culture and Floriculture Departments.
Charge of the Power Development Department, Tourism and Culture has been taken from Advisor KK Sharma and allocated to Baseer Khan while Floriculture Department was earlier held by Advisor Farooq Khan.
Advisor KK Sharma has been assigned charge of Revenue, Agriculture Production and Horticulture Departments in addition to the Departments already held by him including Planning, Development and Monitoring, Industries and Commerce, School Education, Higher Education and Technical Education.
Advisor Farooq Khan has retained all his Departments except Floriculture, which has gone to Baseer Khan.
The Departments with Farooq Khan included Food, Civil Supplies and Consumer Affairs, Social Welfare, Tribal Affairs, Labour and Employment, Youth Services and Sports, ARI and Trainings, Cooperative, Election, Haj and Auqaf.
Advisors Rajiv Rai Bhatnagar has been assigned charge of Public Works (R&B) which was earlier with KK Sharma. However, Agriculture Production and Horticulture Departments held by Bhatnagar have been assigned to Sharma.
Portfolios of Bhatnagar now included Health and Medical Education, Public Works, PHE, Irrigation and Flood Control, Transport and Animal/Sheep Husbandry.
Papers of Housing and Urban Development, Information Technology, Science and Technology, Law, Justice & Parliamentary Affairs, Estates, Forest, Ecology and Environment and Information, will be routed by the concerned Administrative Secretaries to the Lieutenant Governor through the Chief Secretary. Charge of these departments hasn’t been assigned to any of the four Advisors.
Similarly, papers of Finance, Hospitality and Protocol and Civilian Aviation Department will be submitted to the Lieutenant Governor by the Administrative Secretaries through the Financial Commissioner, Finance Department Charge of these departments has also not been assigned to any Advisor.
