A combined callous approach by the J&K Sports Council and the concerned higher authorities in the UT of Jammu and Kashmir has resulted not only in the much hyped and prestigious multipurpose Sports Complex cum Green Avenue at Bhagwati Nagar, Jammu proving to be ”active” on papers only but how a mess and a state of uncertainty has been hovering over the project. The interesting thing to note is that even the foundation stone for the said complex having been laid three years ago , the first Detailed Project Report having been returned by the Administrative Council for making it comprehensive to cover all aspects resulting in the fate of a new DPR for Rs.116.65 crore having been submitted early last year , continues to hang in the balance. Even the land measuring 265 kanals required for the sports complex till date has not been transferred even after the Sports Council repeatedly requesting the district administration for it.
The question is as to why there is an absence of the spirit in the UT administration to do something required necessary for sports and its promotion and why an overall scenario in this respect present a total unsatisfactory picture. As for the funding of the project is concerned, it was envisaged to be provided for by the J&K Infrastructure Development Funding Corporation (JKIDFC) . The current situation around the “site” where the former Chief Secretary had laid the foundation stone for the prestigious complex is now a dumping ground for garbage and filth. A classical example of official apathy, recklessness and no inter departmental co-operation.
