Rules are meant to create a proper environment in society within set parameters, but when certain sets of rules become a cause of inconvenience to certain specially abled classes of people, then it’s time to change them. With certain persons, nature has already done injustice, and society has a moral obligation to help them at every level. Certain sections of MoRTH are discouraging these special citizens from purchasing vehicles as per their special requirements. There is a binding agreement on the part of Divyangajan to purchase only prefixed adaptive vehicles, and further modifications can be done by the company or their dealer. The cost factor involved and modifications as per personal requirements are simply not possible, with the result that Divyangajans were not inclined to purchase vehicles. MoRTH understood the problems and has come up with changes to the relevant sections. All these are sensitive issues, and it is our responsibility to ease their lives and support them wherever possible to let them live with the same dignity as other normal citizens. An ordinary person has to understand their mental state and special requirements, as what are normal day-to-day activities for us are very difficult for a specially-abled person. India has been lagging far behind in supporting these citizens. It is a very welcome step by MoRTH to amend Sections 53A and 53B to accommodate certain things as per Divyangajan’s requirements. All these efforts go a long way towards easing unnecessary pressure on them. The Government can also come up with special vehicle modification workshops in every State to facilitate required changes at discounted prices and can even sanction special loans to encourage these Divyangajans to avail opportunities for better changes in their lives. The first step has been taken, and many more will follow. It’s an assurance that GoI is there for them.
