“Situation in Jammu and Kashmir has improved. It will improve further as we have been thwarting major attempts by the militants. Those running terror factory in J&K have been facing losses,” Dilbag said while talking to media persons on the sidelines of a function here.
On the question of conduct of Assembly elections in Jammu and Kashmir, the UT police chief said the call on elections has to be taken by the authorities and he can’t comment on them.
Referring to the decision taken by Union Home Minister Amit Shah to strengthen the Village Defence Committees (VDCs) by renaming them as Village Defence Groups (VDGs) and paying them monthly honorarium, Dilbag said the VDCs fought against terror and they will be reorganized, rejuvenated and strengthened.
“Talks in this regard were already on,” he said, adding whatever decision has been taken by the Union Ministry of Home Affairs is for betterment and strengthening of the VDCs.
Asserting that militancy is down but not over, he said Pakistan continued to make attempts to revive militancy in the areas where normalcy has been restored but police and other security agencies are fully alert and are regularly foiling conspiracies of the militants and those instigating them.
Dilbag said last year 85 militant modules involved in throwing grenades, planting Improvised Explosive Devices (IEDs) and indulging in civilian killings were busted by the police.
“We keep surveillance on modules. Pakistan continue to send weaponry for such modules but we are fully alert to the situation to thwart their designs,” he added.
On the nature of chemical recovered by police from Arnia sector along the International Border in Jammu district which was recovered recently after being sent from Pakistan through drones, Dilbag said the chemical has been sent to the Forensic Science Laboratory and it seems it had been smuggled for certain specific purposes.
On the killing of a Panch in Kulgam district of South Kashmir yesterday, the police chief said the killers will be nabbed or eliminated.
