JAMMU, Dec 27 : Medical Teachers Association Jammu has hailed the Government decision of decreasing the promotion period of Medical faculty and putting it at par with that of MCI.
In a statement, MTA termed the decision as a landmark, which was most needed at this juncture when there is acute shortage of teaching staff in Government Medical and Dental Colleges of the State.
As per these SROs Government has decreased the time period of promotion of faculty from 13 yrs to 9 years. It is first time in last 33 yrs when J&K Medical Gazetted Recruitment rules have been amended.
MTA Jammu also highlighted some other important issues of the faculty, such as stagnation in service, which is affecting major deptts where workload is more. Since promotion in service is right of every employee, not all faculty members get promoted in time due to non-availability of posts thus depriving them of their genuine promotion visa viz others, MTA explained, adding that the solution lies in Dynamic Assured Career Progression – DACP, which shall benefit the faculty to promotion even if there is no post available under an alternative time bound program, entitling a faculty to get both higher grade as well as position, whereas promotions vide SRO 425 is related to availability of post.
MTA Jammu made a fervent appeal to Government to consider DCAP Scheme in place of present Time Bound Promotion Scheme, which is lengthy as well as discriminatory, said the handout.
Pertinent to mention that faculty members get Time Bound Promotion in Health Department is 20 yrs whereas in Medical Education, it is 29 years.
