MCC comes into force in Martselang constituency

LEH, Aug 23: With the Government announcement to fill up the Councillor seat of 13- Martselang constituency of LAHDC Leh and fixing the date of election on September 19, the model code of conduct has come into force from August 20.
In this connection, the Chief Election Authority/Deputy Commissioner/CEO, LAHDC, Leh, Sachin Kumar Vaishya has issued an order of Model Code of Conduct (MCC) which has made it mandatory for all political parties and independent candidates to follow the MCC in letter and spirit till the election process is over.
One of the main requirements of the MCC is that proper permissions be obtained for organizing public meetings and rallies. Permission are also to be obtained for using motor vehicle for campaigning/electioneering purpose and the permission have a prescribed format which should be displayed on the windshield of the vehicles for information of all concerned.
During MCC, no rallies/Public meeting of a political nature shall be permitted in the constituency without proper permission which has to be produced for inspection on demand by magistrates and police officers/personnel at the venue of the rally/public meeting.
Public premises and Government structures like buildings, electric poles, Road dividers etc shall not be defaced by posters, flags and private structure shall be used only with the prior consent of the owners. Non bio-degradable material like plastic, polythene etc shall not be used for any kind of electioneering/campaigning activities. Loud announcements shall not be carried out without permission and in any case in the vicinity of school, Hospitals and old age homes.
In any case, no such announcements shall be carried out before 10:00 am in the morning and after 6:00 pm in the evening. Liquor, cash (even paltry amounts), food and consumer goods shall not be distributed by any organisation without prior information of the election authority. This applies to Non Governmental Organization also.
The order shall be in force till the By-election is over.
