‘Implement 73rd, 74th Amendments’

JAMMU, July 2: Congress and Independent Councilors of Jammu Municipal Corporation today expressed concern over non-implementation of 73rd and 74th Constitutional Amendments and not convening general house meeting of the JMC by the Mayor.
Talking to media persons here today Sham Lal Basson, Corporator from Ward 48 along with others from Congress said that election of Jammu Municipal Corporation was completed on Oct 20, 2018 with the declaration of results. It was a historic decision because previous election was held during 2005. The people had high hopes from elected representatives. The problems of people increased with the commencement of Covid-19 pandemic.
He further said that implementation of 73rd and 74th Constitutional Amendments are applicable throughout country except J&K UT and Ladakh. These amendments were not applicable due to Article 370 of Indian Constitutional. After the revocation of Article 370, Re-organisaiton Act was enforced on August 5, 2019 by which Constitution of India was applicable to J&K UT. 73rd and 74th constitutional Amendments have not been implemented even after the lapse of about one year. Many assurances were given by the Central and J&K Administration to implement these amendments but practically nothing has been done in this regard, Basson added.
Basson further pointed out that no Council meeting could be convened after Feb 28, 2020. All the councilors irrespective of their political affiliations want regular general house meetings. The Mayor of JMC failed to convene meeting of General House. No doubt social distancing is very important during Covid-19 pandemic but the meetings are possible through Video conferencing/ Zoom/Webinar etc.
“Mayor could not arrange a single meeting during the lockdown and unlock. We request the Lieutenant Governor that 73rd and 74th Constitutional Amendments may please be implemented in J&K UT without further loss of time. Mayor JMC should convene meeting in the conventional centre of Circuit House, Talab Tillo Jammu.
Those who addressed conference included Dwarka Choudhary, Sham Lal Basson, Gourav Chopra, Ashok Singh Manhas, Prof Yudhvir Singh, Ritu Choudhary, Inder Singh Sudan, Sobat Ali, Anita Sharma, Sucha Singh, Sandhya Gutpa and Ghar Singh Chib.
