Bureaucracy occupies an important position in managing State affairs. In fact no Government can function without civil servants because of their skill in handling public affairs.
Bureaucrats are endowed with divinely ordained qualities like sharp memory, high I.Q. level and other parameters of intelligence, Bureaucrats, as such are selected on the basis of these qualities to serve people and address their grievances. Bureaucrats have to be dedicated to their job as they are guardians of rules which have been formulated for the welfare of people.
However, what is being generally felt is that after a few years of entry into this coveted service, bureaucrats abruptly change their behaviour and become arrogant and unwilling to listen to the woes of suffering people.
Decentralisation process, however, during the past few years has to some extent come to the rescue of hapless people. This process has helped people to come closer to bureaucratic apparatus.
It is high time for the civil servants to understand their responsibility and pay due attention to the genuine problems of people. Due to information flow people have become conscious of their rights and cannot be taken for a ride.
Elite in the Government have also to play a positive role by rewarding honest and dedicated functionaries in various ways like posting them according to their choice and avoiding unnecessary interferance.
