Lecturers express concern over delay in regularization

JAMMU, May 23: To review the overall scenario in the Education Department with special focus on the delay in the regularization of incharge incumbents that include lecturers, principals, CEOs and higher officers, a meeting of All J&K Plus 2 lecturers Forum was held under the chairmanship of its district president, Jammu, BD Sharma, here today.
Sharma expressed serious concern that despite Cabinet decision on Dec 16, 2011 for regularisation, the process of final orders has been delayed by more than six months, which has badly damaged the credibility of the Government and blocked the promotion avenues of the cadre.
The district president alleged that about 2000 posts of senior lecturers are lying vacant in the department and the Government is deliberately debarring the eligible lecturers from the right of promotion as senior lecturers despite availability of final seniority list issued by the administrative Department.
Sharma regretted that though the department is presently under the direct control of Chief Minister, yet the decisions taken by the Cabinet are being not implemented.
“A memorandum was submitted to the commissioner-cum-secretary School Education Department for implementation of Gazetted recruitment rules in true spirit”, Sharma informed.
It was unanimously resolved in the meeting that 40% college quota, benefits of running pattern, incentive for higher qualification, upgradation of Higher Secondary schools to the level of intermediate college and grade pay of principals be ensured for them on top priority.
The house also decided to send a delegation of the Forum to summer capital in Civil Secretariat for a constant follow up particularly for the release of regularisation orders.
