Killing of Sarpanchs, Panchs, discrimination issue will be raised in Assembly: Gupta

JAMMU, Sept 28: Seven estranged BJP MLAs today said that they will raise the issue of increasing attacks on Panchs and Sarpanchs in State Assembly during its ensuing session.
Addressing to the media persons here today former Union Minister and MLA Prof. Chaman Lal Gupta said, one of the important issues to be raised in Assembly is the killing of Panchs and Sarpanchs.
“We strongly condemn the killings which force their resignations.  It is a serious threat to the functioning of the democracy but for dubious policies of the Government, especially the lowering of the guards even when there was no let up in the inimical designs in perpetrating cross border terror. People voted in the large numbers to have elected Panchayats despite boycott calls by the separatists and enemy agents.  But it was intriguing that these grass root level democratic bodies were not empowered even after expiry of about 18 months’’ he said.
Prof Gupta said the elected representatives of these basic democracies are being forced to resign under the threat of gun, which is very serious matter and it is directly linked with the survival of  democracy so every peace loving person should oppose it.
He said that the forces had toiled hard for restoration  of peace and normalcy but it was strange that the Government, acted in haste to withdraw the forces even from the troubled areas and there was chorus for revoking of the AFSPA. Government must take a tough stand to force Pakistan to stop cross border terror and give up hostilities, he added.
He said the influx of six lac pilgrims to Valley is the result of great sacrifices of our armed forces which has given boost to the economy of State. This must be preserved.
The issue of discrimination with Jammu and Ladakh region with regard to the developmental activities and quota of posts in PSC and other subordinate services would be raised vigorously. There are instances when Posts allotted to Jammu Division in PSC are much lesser than the Kashmir Division.   “We would also press for strengthening of the already existing institutions, like that of Accountability Commission, RTI and others, which are being diluted. The People are fed up with the growing corruption in the State and want good governance and there must be a check on corruption’’ he added.
He said the problems of migrants are many. In the Constitution 24 Assembly seats have been reserved for Pak Occupied areas but no representation is being given to the large number of people from these enemy held areas. The demand would be reiterated that at least eight (8) seats should be given to the migrants of these areas, he added.
The burning issue growing inflation due to partial removal of subsidy on cooking gas and increase in price of diesel would also be raised in the House.
He said the roads and other developmental activities are not getting a proper attention of the authorities but for many of the Ministers have confined themselves to their constituencies alone and thus have been operating as Ministers of their respective constituencies. The depilated condition of roads of Jammu city which are being dug by various agencies of Government without coordination is a cause of concern for citizens.  There is growing rush of traffic in Jammu, although some traffic signal lights are installed in the city, Still there is lot to be done, he added. He said the proposal of construction of two flyovers would also be raised in order to control the acute problem of traffic in Jammu city.  The problems of erratic supply of electricity, drinking water and other such issues would be made topics for pressing in the House.
