Kashmir: Dialouge with Pakistan

Dialogue with Pakistan is being propounded as the mother of all methods to resolve this contentious issue. Central Governments adage ” Terror and talks don’t go together…
Shun terror to create conditions for talks” and the constant insistence by former CMs of J&K “Dialogue with Pakistan” not only defy logic , but also remain at logger heads. Imran Khan’s statement, “You take one step and I will take two” is also viewed with suspicion.
Is it safe to presume that Dialogue with Pakistan is the key to final resolution of Kashmir issue. Such experiments have been tested earlier at least twice before – while Musharraf Manmohan formula of converting the LC to IB did not see the light of the day (which can be assumed to be the most logical solution by most intellectuals) whereas Bhutto Indira Shimla Agreement has faded away in conclusively. What then is the future Dialouge supposed to tackle?
Why has the central government not disclosed any method or party line and why is the media shy of directly quizzing Abdullahs or Muftis on their views or basis of suggesting dialouge. Its is a well established fact that the PMs of Pakistan do not have the authority to have unilateral Dialogue with India without the clearance of Pakistan Army hierarchy. A rouge state where the Army has in the past sent many of their PMs and COAS to jails, exile and even eliminated them for stepping out of the line.
Let us assume some plausible scenarios
What is the end state visualized by Abdullahs and Muftis beyond dialogue that they recommend
What is the ideology or the thought process of Hurriyat Conference on this issue. Do they seriously look at merger with Pakistan?
How can militancy both home grown and exported by Pakistan be controlled or terminated by the so called Dialogue. Will the Huzbul Mujjahid accept terms & conditions of LeT or JuD and will this be acceptable to the Kashmiri Awaam. Would they like to live under these conditions for the rest if their lives?
Will rechristening of the LC to IB be acceptable to all concerned. Is it that simple?
Removal of so called occupation Army and other Security forces and creation of vacuum in the valley – to be only filled by Pakistan Army and Militant groups … is this visualized and acceptable to J&K State Govt and the local Awaam? Is that the azadi they look forward to? Do they want to submit to Punjabi Musalmans of Pakistan? Do they want to give up their identity?
How do the three key players..India, Pakistan Polity and Pakistan Army look at this complex issue from the Strategic, Operational as also from Political angles, while the Kashmiris remain silent, gullible and ineffective pawns in the game.
Should the Indian government let this issue drag on endlessly and allow our War Memorial’s be continuously supplied with so called martyrs names for sacrifice of no worth?
What is the fate and future of displaced / marooned in Kashmir / migrated Kashmiri Pandits and Sikhs..Who is bothered about them? How will this be resolved by dialogue with Pakistan?
NC and PDP are again in the run for LS polls. What are their election/party mandates for forming Government in J&K this time? Do they keep resolution of Kashmir issue as their foremost agenda or is making noise on Articles 370 & 35A besides suggesting dialogue with Pakistan to only leverage their return to power to enjoy their authority, perks, positions, money and the stay in the heavenly mansions on the salubrious Gupkar Road….Kings Life?
Is the Governors rule not good enough to ensure corruption free and effective governance better than the local parties who have failed miserably so far? Why these parties should be allowed to return to power when all their past tenures have failed. Why should the Presidents rule not continue till next five years as a plausible experiment?
Why are the gullible or desperate people casting their votes again and participating in a National level political process when they themselves have also been chanting for Azadi? Is it not quite evident that the slogan for Azadi is only to calibrate militancy by all for their personal gains and interests…ie : by radicals, militants, hurriyat, NC, PDP, JKLF and may be emerging PC party now?
Possible Pakistan’s demands during Dialogue visualized could be Merger of Muslim dominated valley with POK – Azad Kashmir
Conversion of LC to IB while retaining areas of tactical advantage like Hajipir pass, SSN & SSH in the glacier area.
Connection of LC beyond point NJ 9842 to a point at the Radcliff line as per their perception.
Enlarge Kashmir / valley area by demanding merging portions of Poonch, Doda and Kishtwar which have natural contiguity and land connections through Sinthal and Toshemaidan passes.
Demand recognition of Aksai Chin area as area belonging to China. Now how will the Delhi government visualize and tackle all this? Also how do the people of J&K see all this? Should we settle for LC to IB or should we continue to let the main issue be deflected by the mundane calls for abrogation of Articles 370, 35A and removal of AFSPA. Further allow the smart politicians to deflect the main issue by raising their latest agenda Sadar e
Riyasat & Wazir e Azam. Does this not reflect the psyche of J&K politicians. Is Delhi blind to all this? So where will the Dialogue begin and end? Do we have a National Policy to resolve this? God only knows.
