JAMMU, July 13: The State of Jammu and Kashmir is passing through a serious crisis and there arises an emergency situation which needs to be resolved with peace, constitutional measures and not by bullets or violence from any side.
This was stated by Prof Bhim Singh, chief patron of National Panthers Party, while addressing media persons here today at Press Club. He said that the deteriorating situation in Kashmir is demanding imposition of Governor Rule under Section 92 of the J&K Constitution which is essential, necessary and in the interest of suffering people and it should be done without any delay.
We expect that younger generation and suffering youth shall fight for Assembly elections as the only solution lies in ballots and not bullets. Prof Singh said that the party has been working for the implementation and application of all fundamental rights including the Right of Speech and Expression as provided in Chapter III of the Constitution of India relating to the fundamental rights for Indian citizens which include Jammu and Kashmir.
He regretted that Chapter III of fundamental rights has not been incorporated in Jammu and Kashmir as J&K Constitution has not included fundamental rights of the Indian citizens, living in Jammu and Kashmir since 1950.
“People of Jammu and Kashmir have been deprived of the fundamental rights as the Parliament of India blundered by not implementing the Instrument of Accession which was signed by the ruler of the State on October 26, 1947”, he said, adding this grave blunder committed by Parliament of India is inserting Article 370, though temporary, by keeping J&K out of the list of the Union of India.
He stressed for amending Article 370 without delay so that Parliament of India can have power to extend all its loss in the central list to J&K.
