JAMMU, Aug 23: The Government today appointed Mr Justice RC Gandhi, Retired Judge of Jammu and Kashmir High Court as Commission of Inquiry for August 9 Kishtwar violence.
The Commission has been asked to submit its report within a period of one month from the date of issue of notification i.e. today.
An official notification issued today by the General Administration Department (GAD) said the Government in exercise of the powers conferred by Section 3 of Jammu and Kashmir Commission of Inquiry Act, has appointed a Commission of Inquiry comprising Mr Justice RC Gandhi, Retired Judge of Jammu and Kashmir High Court.
It would enquire into the circumstances, which led to the violence and arson and the consequent loss of life and property in district Kishtwar.
It would also enquire into the administrative lapses, if any, while handling the situation and fix the responsibility of the persons, involved in acts of violence, arson and loss of life and property.
“The Commission shall perform all the functions necessary for holding of the inquiry or incidental thereto and submit its report to the Government within a period of one month,’’ the Government order said.
It added: “the Government, further being of the opinion that it is necessary to do so, herby directs that the provisions of sub-sections (2), (3), (4), (5) and (6) of Section of Jammu and Kashmir Commission of Inquiry Act shall be applicable to the Commission’’.
Meanwhile, consequent upon the appointment of Mr Justice Gandhi as the Commission of Inquiry, the Government has rescinded its previous order appointing Divisional Commissioner, Jammu, Shantmanu as Inquiry Officer for Kishtwar incidents.
