Judicial reforms require support from every quarter: CJ

JAMMU, Jan 2: Chief Justice of Jammu and Kashmir High Court, Justice M M Kumar today said that judicial reforms is a continuous process and requires support from all quarters of the justice delivery system.
He was speaking during a function organized by Bench Secretaries, Readers and  Non-Gazetted Staff of  High Court Jammu Wing to bid him adieu. Justice Kumar is going to lay robes on January 4.
The function was chaired by Justice Mohammad Yaqoob Mir, Justice Dhiraj Singh Thakur and Justice Bansi Lal Bhat.
Chief Justice said, “judicial reforms is a continuous process and everybody belonging to justice delivery system should contribute in the same to come up to the expectations of the common masses, who have high hopes from the judiciary in the present time”.
He appreciated the role of  Bench Secretaries and Readers in the discharge of judicial functions and call them as ‘Mini Judge’,  who read and watch proceedings of the court like Judges. He praised the Bench of the High Court as amongst the finest Judges of the country.
In his address, Justice Yaqoob Mir, a senior Judge of the High Court praised Justice  Kumar  for  his fair and judicious approach in the discharge of judicial functions and  bringing about  visible changes  in the working of High Court.
Terming him a thorough gentlemen, who left his imprints on heart and soul of everybody in the judiciary, Justice Mir said that with only three rooms of Government residential accommodation at his disposal, Justice Kumar started functioning of make shift High Court at Gupkar and issued instant directions to the insurance companies to settle the insurance cases of the people who suffered losses during devastated floods in Jammu and Kashmir.
After remaining in suspended animation for about 10 days, Justice Kumar ensured that High Court as well as Subordinate Courts should start functioning at an earliest to make feel the presence of important limb of democracy, Justice Mir added.
On the occasion, Joginder Singh, Bench Secretary lauded the head and heart qualities of  Justice Kumar and described him very humble and compassionate human being. He reminded Justice Kumar’s long journey which started from the year 1977 when he did his LL.B and started his illustrious career.
Asif  Mahajan, Bench Secretary to Justice Kumar eulogized the efforts taken by Chief Justice during his tenure in Jammu and Kashmir and praised the gesture shown particularly when the Srinagar city was submerged in the water during recent floods.
Baldev Raj, Bench Secretary conducted the proceedings.
