JU SC/ST employees urge Govt to rescind earlier advisory on promotional quota

JAMMU, Jan 10: The Jammu University Scheduled Caste and Scheduled Tribe Employees Association has appealed the Government of J&K UT to rescind the advisory issued a few years ago by the erstwhile State Govt of J&K whereby promotional quota meant for Scheduled Caste and Scheduled Tribe employees has been kept in backlog.
In a meeting, held here today, Association members said the reserved categories employees have incurred a huge loss by this step of the erstwhile Govt which they said was unconstitutional as there was no any such law declared by the Apex Court or the High Courts or the Act of Parliament under which the vacancies to be filled up through promotions with the reserved category employees could be kept in backlog.
Association members further said that now as the Apex Court has allowed the reservation in promotions and the Parliament too has passed the legislation in this regard, the UT Government should quash the said detrimental advisory and issue directives for unblocking the accumulated promotional quota so that much suffered reserved category employees are benefitted even though belatedly.
“Moreover, the new Reservation Policy being framed by the UT Government is for future time, so the backlog accumulated reserved promotional quota must be cleared as most of reserved category employees who have been waiting for their promotions under the reserved category for the last 4-5 years are about to be superannuated,” added the Association members.
Association President said the main objective of providing reservation to Scheduled Castes and Scheduled Tribes in civil posts and services of the Government is not just to give job to some persons belonging to these communities and thereby increase their representation in services but to uplift these people and to keep some place for them in the society.
